People are generous and in Ramadan many will give out of pity without even con- sidering the true nature of the beggars. Not all of them are even women! Sometimes men use the abaya as a disguise to sit and beg. I know some of you may think this is an exaggera- tion but the truth of the matter is that some people have taken to begging as a profession and what bet- ter time than Ramadan to practice their business? Those female beggars enter the country with a visit visa and use this permit to collect as much money as they can until their time is over or they get arrested by the police and sent back home. What they do is illegal and dangerous. It is impossible to find out who’s who from their eyes ... beside you would not even know if this person even has a bomb hidden within the folds of their gown. Isn’t that what happened recently in Saudi Arabia when a suicide bomber disguised as a woman in black entered a mosque? The bomb went off leav- ing behind many dead and injured!!! Due to the current security situation in the region everyone must be very careful dealing with such peo- ple because you would not be able to identify them. The Ministry of Interior and the Ministry of Social Affairs is cracking down on begging in Kuwait. The sponsor who helped the beggar obtain a visit visa will also be held accountable, whether the sponsor was a person or a company or a hotel. So if anyone finds themselves accosted by beggars, be careful and call the police and they will know what to do. Photograph from the book, Faces of Kuwait by Jack Wozniak, Cronion, Spain 1981. The five simultaneous bombings targeting Shiite mosques and offices in the capital late Wednesday killed at least 31 people and wounded dozens, medics and wit- nesses said. Apparently timed to coincide with sunset prayers when worshippers flocked to mosques to mark the eve of Ramadan, the bombings were claimed by IS as “revenge” against Shiite Houthi rebels who have been battling pro-gov- ernment forces for months. The conflict has cast a pall in Yemen over this year’s Ramadan, which is observed by more than 1.5 billion Muslims worldwide who believe the Koran was revealed to their prophet Mohammed during this month in the western Saudi city of Mecca in 610 AD. During the holy month, believers abstain from eating, drinking, smoking and having sex from dawn until sunset, when they break their fast with an elaborate meal known as iftar. The iftar will be a luxury this year in Yemen, where the UN says a “catastrophic” humanitarian crisis has left 80 percent of the population — 20 mil- lion people-in need of aid. US births up after 7 years of decline

NEW YORK: It appears the baby recession really is over: Preliminary figures show US births were up last year for the first time in seven years. About 53,000 more babies were born in 2014 than the year before - a 1 percent increase. Births were up for nearly every racial and ethnic group, and there were improvements in several other key measures. Teen births hit another historic low and there were fewer cesarean sections and preterm deliveries. “It looks like perhaps we’re seeing the turnaround that many experts have been anticipating,” said Gretchen Livingston, a birth trends expert at Pew Research Center. She was not involved in the report. The nation has been in a baby recession since 2007 - a decline in births that experts have blamed mainly on the nation’s economy. It looked like it might have ended in 2013, with preliminary figures showing the number of births rising slightly. But the final tally showed yet another decline. Government statisticians said they’ve taken extra steps to make sure the preliminary 2014 numbers hold up. Still, some experts are cautious about declaring a lasting upswing. “I’ve learned not to prognosticate,” said Brady Hamilton of the Centers for Disease Control and Prevention. He’s lead author of the new report, which is based on a review of nearly all birth certificates.

man loses legal battle over his own birth

AHMEDABAD: An Indian man who sued the authorities over his own birth because his mother conceived after undergoing sterilization in a state clinic, has lost his decades-long legal bat- tle. Rajesh Laljibhai Patel’s mother launched a lawsuit against the government of India’s western Gujarat state two years after he was born in 1985. Vijuben Patel, who already had four children, had under- gone a sterilization procedure at a camp organized by authori- ties in the state six years earlier. She argued that government should pay for her son’s maintenance, citing medical negli- gence, and named him as a plaintiff in the case even though he was just two years old at the time. India’s legal system moves notoriously slowly and it was not until 1992 that the court ruled in her favor, ordering authorities to pay her 25,000 rupees (about $400). But the authorities appealed, and a higher court finally ordered the family to repay the money in December last year-by which time Rajesh had grown up and his mother had died. Rajesh, now a soldier in the Indian army, launched a count- er-appeal in April. His lawyer E E Saiyed told AFP said he wanted to achieve justice for his late mother. But the Gujarat high court rejected his appeal, ruling that sterilization carried a marginal rate of failure and his birth did not constitute medical negli- gence. “Prima facie it appears that all methods of family plan- ning have small but varying degrees of possibility of failure,” Justice Akil Kureshi said in his judgment, adding that Rajesh will have to repay the 25,000 rupees given to his mother. India, which is set to become the world’s most populated country in the next decade, has been trying for decades to curb popula- tion growth. While the national government officially abandoned targets for family planning in 1996, local authorities still offer cash incentives to women who undergo sterilization. MANILA: The Philippines is testing an app that will speed up deliv- ery of health services to hundreds of remote island communities, the science department said yesterday. Using the app, designed for tablets using Google’s Android operating system, the health officer of a remote town can upload medical records and clinical informa- tion on a patient, which can then be viewed anywhere by doctors and nurses. So far, about a hundred tablets preloaded with the local- ly-developed application have been distributed by the ministry to towns in four islands to test its viability. If successful, about 450 remote towns in the archipelago will get their own tablets, with mayors and health officers-local officials responsible for community medical care-then better able to track the area’s health needs using the data they obtain. “This is for communities that are isolated, remote and hard to reach. Its chief advantage is its portability,” said Vincent Tablos, the project coordinator for the government’s Department of Science and Technology. “If it is adopted widely by our local health (work- ers), then we can consolidate it as part of our national health sys- tem,” he told AFP. Under the pilot-scheme a mayor and health offi- cer each get one tablet loaded up with government health forms, including for health insurance, via the app. After an individual’s health data is uploaded, all of the information on the required forms can be easily called up during consultations. “Once they go to the health centre, they will have all their records available. Instead of waiting two hours just filling out forms, they go straight to the doctor,” he said. If a person moves to another town, his existing health records can be viewed immediately through the app, Tablos added. The communities targeted are all located far from major cities, where health centers are not readily accessible to local populations, making it difficult to send or receive patients’ information, Tablos said. The device also includes a communication HONG KONG: Hong Kong pro-democracy lawmakers Alan Leong, (bottom) and Claudia Mo sit next to placards with system that allows for easier data sharing between the local health crosses to symbolize against the election reform proposals on the second day of a legislature debate yesterday. — AP officer and mayor. “This will help in decision-making. Unique Zaatar recipes to spice up your Ramadan

amadan Kareem to one and all! Today we wanted to bring you some unique Zaatar recipes created by inspiring cooking bloggers from across the internet. Zaatar is easily one of the Middle East’s favorite spices as there’s a lot of different ways one can use this versatile spice. Take a look at some Rof these delicious zaatar recipes that are definitely worth your time. Zaatar and Pomegranate Roasted Chicken Ingredients 1.5 kg chicken, cut into pieces with skin on Preparation 1/4 cup Make the marinade by mixing together olive oil, zaatar, pomegranate molasses, gar- 4 tbs zaatar lic, salt and pepper. Rub the chicken with this marinade overnight. Preheat the oven 2 tbs pomegranate molasses to 200 degrees Centigrade. Place the chicken skin side up in a baking tray in the 4 cloves, crushed middle rack and roast for about 1 hour or until the chicken has beautifully browned salt and pepper to taste and cooked through. If you prefer the skin to be crispy, place the chicken under the 1 lemon broiler for a few minutes but watch it very carefully to avoid burning. Sprinkle with 1/4 cups toasted pine nuts lemon juice, pine nuts, and parsley and pomegranate seeds and serve immediately. 3 tbs parsley 3 tbs fresh pomegranate seeds Fattoush Salad with Zaatar Baked Pita Chips

Ingredients Salad 2 red bell peppers 2 medium cucumbers, with skin 3 cups grape tomatoes, sliced in half 1 large red , thinly sliced with a mandolin 3 green , thinly sliced 1 cup chopped flat-leaf parsley, rough chopped 1 cup chopped mint, rough chopped 4 tbsp zaatar

Zaatar Baked Pita Chips 5 large Lebanese-style pitas 2 tbsp zaatar olive oil

Preparation Preheat oven to 325. Tear or cut pitas into chip-sized pieces. Brush each chip with olive oil and sprinkle with zaatar spice. Bake for 10 minutes or until golden brown. Let cool. When you’re ready to eat, throw half the dressing into the salad and toss. Add more until desired sauciness is achieved. Spoon onto plates and crumble pita crisps over the salad.

Baked Zaatar Eggplant Fries with Lemon Tahini Dip Ingredients For the fries 1 large eggplant 1/2 cup all-purpose flour 3/4 cup panko breadcrumbs 3 tablespoons grated Parmesan 1/4 cup zaatar spice blend 1 teaspoon kosher salt Pinch cayenne pepper 2 large eggs

For the dip 1/2 cup tahini 1 tablespoon sour cream 2 tablespoons lemon juice 1 teaspoon apple cider vinegar 1 tablespoon tamari (or soy sauce) 1/4 teaspoon garlic powder 1 teaspoon zaatar spice blend 2-4 tablespoons water, to thin

Preparation To make the eggplant fries, preheat the oven to 425∞F. Wedge a wire rack atop a baking sheet (so the fries will be slightly elevated and not directly touching the baking sheet). Cut the eggplant into 1/2-inch thick rounds. Then cut each round into 1/2-inch thick spears. Set aside. Pour the flour into a small bowl. Beat the eggs together in another small bowl. In a third small bowl, combine the breadcrumbs, Parmesan, zaatar, salt and cayenne. Roll the eggplant spears in the flour, dunk them in the egg, and then roll them into the bread crumb mixture. Lay each spear close to one another on the prepared baking sheet. Bake until golden brown and crispy, about 15 minutes. Sprinkle the tops with flaky salt. While the fries are baking, combine all the ingredients for the dip except the water in a small bowl. To thin, add a drizzle of water and stir vigorously until you reach the desired consis- tency. Serve the fries with the dipping sauce while the fries are still hot. FRIDAY 19 JUNE, 2015 Entertainment

The biggest games on the horizon ow that the E3 press events are out of the way, we have a firm idea of what the gaming landscape looks like for the next year or two. The major events were brimming with games of all sizes, and the near future is looking extremely Nbright. So today, we want to highlight the most impressive games we saw at E3, and help you figure out which titles are worth keeping an eye on.

Rise of the Tomb Raider

rystal Dynamics’s follow up to 2013’s Tomb Raider reboot is looking gorgeous. CIt seems that the dev team took all of the criticisms to heart, and this title will focus much more on - you know - raiding tombs. Unfortunately, Microsoft locked up timed exclu- sivity, so only Xbox One and Xbox 360 players will get to enjoy Rise of the Tomb Raider this year.

t was sad to see Uncharted 4 get Ipushed back into 2016, but this new footage looks truly outstanding. The folks at Naughty Dog are well known Uncharted 4: for their technical prowess, so I’m confi- dent that they’ll be able to deliver stun- Metal Gear ning visuals with a (mostly) solid frame A Thief’s End rate. Solid V: The Phantom Pain

his will likely be Hideo Kojima’s swan song at Konami, but he’s Tgoing out in style. The Phantom Pain, just like Ground Zeroes before it, is an open-world stealth shooter with real panache. And in terms of tone and gameplay, this is a large departure from older entries in the series. Running on the multi-platform FOX Engine, MGSV looks great on PC, Xbox One, and PS4 while continuing to support the Xbox 360 and PS3. Thankfully, everybody gets to enjoy one last crazy Metal Gear adventure architected by Kojima. FRIDAY 19 JUNE, 2015

The Last Guardian

hen people talk about troubled game development, this title inevitably comes up. Originally planned as a PS3 release, The Last Guardian has been in the Wworks for nearly a decade now. Sony finally showed off the game running on the PS4, and it looks great. However, the heavy lifting here is definitely being done by the second-to-none art direction - not the tech.

Fallout 4

ethesda showed off Fallout 4 at its own event on BSunday, and then came out on Microsoft’s stage the next day to announce that PC mods will also run on the Xbox One version. The game itself is coming to the PS4 as well, but that version will probably seem a bit hobbled in comparison. The scope here is absolutely jaw-dropping, but every time they show facial animations, I feel like I’m looking at gussied up last-gen technology.

Horizon: Zero Dawn

ade by the developers behind Killzone, this new Mfranchise focuses on a human population that has survived for generations past some sort of technologi- cal apocalypse. Robot dinosaurs roam the earth, and humans seem to be living in a relatively primitive state. Sony gave ample stage time to this game, and effective- ly showed off exactly how impressive it is. It’s a new IP, it prominently features a woman as the protagonist, and it’s visually stunning from tip to tail.

Ubud and Central Bali A haven for the artistic, spiritual and alternative, Ubud is where Bali’s heartbeat can be heard. Here, vegan cafes, crystal shops, chakra cleansing workshops and canvas artwork stores reign supreme. Other drawcards include the Royal Palace, the cheeky inhabitants of the Sacred Monkey Forest Sanctuary, and boho shopping galore. A swanky trip to Ubud might include a stay at the indulgent Bidadari Retreat and a night of palate-pleasuring at Locavore. TOKYO: From the slopes of Mount Fuji to the temple streets of Kyoto, tourists are cramming Japan’s prime sightseeing spots, puzzling their way through Tokyo subways, and splashing out cash on cosmetics, sushi and high-tech toilet seats. The cheap yen, easier visas and other initiatives are luring for- eign travelers eager to stretch their budgets and see some UNESCO World Heritage sites, bringing in welcome cash as well as myriad complications. Tourism was among many Japanese industries that limped through more than 20 years of sluggish economic growth as locals tightened their belts and most foreigners stayed away, scared off by tales of $200 melons and other scandalous prices. But Japan has become a hot destination as the exchange rate weakened from about 80 yen to the US dollar in late 2012 to its current level of about 123 yen. Foreign visitors exceeded 10 mil- lion for the first time in 2013 and rose to 13.4 million last year. The aim is to have 20 million by 2020, when Tokyo will host the Olympic Games. TACOMA: The 115th US Open was set to tee off yesterday on an untested Chambers Bay layout that has left the world’s top golfers scratching their heads over how best to play it. World number one Rory McIlroy is seeking a fifth major title, Masters champion Jordan Spieth aims to make it halfway to the fabled calender-year Grand Slam and crowd favorite Phil Mickelson is desperate to finally win a US Open, after six runner-up finishes, and in so doing complete his career Grand Slam. Three- time champion Tiger Woods, mean- while, needs to prove he can still com- pete with the best after a horrendous year which will end with his 40th birth- day. But they all have a common enemy in Chambers Bay, some 50 kilometers south of Seattle, hosting the first US Open to be held in the US Pacific Northwest. Playing at between 7,300 and 7,700 yards, depending on the con- ditions, the course is more of a British Open seaside type course than a tradi- tional US Open venue, with its dunes and bunkers, bouncy, undulating fair- ways, blind shots and large, rolling greens. But unlike the classic British Open venues, it has a 500-foot elevation from the lowest to the highest point of the course, opening and closing holes which can either be par-4 or par-5 and oddly sloping tee zones. The record dry sunny weather that has marked the last few weeks in the area also means that the fairways are firm and fast and the greens devilish to read. Scoured out of a disused sand and gravel quarry overlooking the scenic Puget Sound, Chambers Bay opened just eight years ago and most of the top players have seen it for the first time this week. McIlroy was among those learning as they go along this week and TACOMA: Golfer Jack Nicklaus (right) watches a ball hit by Aaron Boyle (left) who lost a leg and an arm while serving in the US Army in his reaction to what he saw was typical. Pakistan in turmoil as president suspended

KARACHI: Pakistan’s football federation was mired in tur- moil on Thursday after its president was suspended by a faction reportedly linked to the country’s governing political party. A special Pakistan Football Federation (PFF) congress earlier this week suspended Faisal Saleh Hayat, the body’s president of 12 years, accusing him of corruption and mismanagement. The move was led by rebel PFF officials who said a new election for president would be held on June 30. The rebels are reported by local media to have links to the ruling Pakistan Muslim League-N (PMLN) party, rais- ing the prospect of a possible ban under FIFA rules against political interference in football. The upheaval follows huge controversy during elections for the Punjab Football Association in April, which led to the PFF ban- ning 20 officials for forming a parallel provincial body to rival the official one. The Koreans snatched a dramatic 2-1 win over Spain in their final Group E game in Ottawa on Wednesday, to make it through to the knockout round for the first time, where they play third-ranked France in Montreal next Sunday. Three of Asia’s four teams-Japan, China and South Korea-are now through to the last 16 of the tournament for the first time. Fourth-ranked Japan topped Group C with maximum nine points and play the Netherlands in Vancouver on Tuesday as 1999-run- ners-up China, second in Group A, take on Cameroon in Edmonton on Saturday. But Thailand, ranked 29th, failed to advance as one of the four best third-placed finishers despite three points for beating the Ivory Coast 3-2 in Group B.

‘Unforgettable day’ The Koreans had started the final day bottom of the table with one point and needed a win after a 2-0 loss to Brazil was followed by a 2-2 draw with Costa Rica.
