MINUTES of the Planning Committee Meeting of the Warnham Parish Council held on Tuesday 23rd February 2021 at 6.00pm via Zoom under SO’s Amendment Remote Meetings 2020 Members: Cllr Ann Lloyd (VC) (AL) (P) Cllr Chris Gould (CG) (C) (P) Cllr Tom Bickford (TB) (P) Cllr Sally Pavey (SP) (P)

In attendance: Mrs Shaw (Clerk) Also present: None present.

1. Apologies- None received.

2. Declarations of Interest – Cllr AL declared an interest in planning application DC/21/0166

3. Public Session- No member of the public present.

4. Urgent Matters – Members of the meeting didn’t have any matters to raise for urgent consideration.

5. Salt Bin at the end of Northlands Road – Members of the meeting have considered the correspondence from a resident requesting a salt bin being placed at the end of Northlands Road. Members have arranged to purchase and place a salt bin as requested. Council will fill the bin with salt but have asked the Clerk to confirm that the Council will not distribute the salt when it is needed. Cllr SP mentioned at the meeting that there were old roadwork cones and signage still in place. Clerk will contact West to ask for them to be removed. (Action: The Clerk) 6. Local Plan Update – HDC have sent correspondence stating that the timetable has changed and is not material to the plan itself. The Clerk will post on Facebook. (Action: The Clerk)

7. No Incinerator 4 Horsham- No Incinerator 4 Horsham had sent in correspondence prior to the meeting. The Members of the meeting discussed the content of the email. Council would like to kept in the loop and would like to put forward the visual impact. The members of the meeting would like the Clerk to post on Facebook. (Action: The Clerk)

8. Keep Rookwood – Members of the meeting object to this future planning application and request that the correspondence to the District Councillors. The Council would like to reiterate that the council considers the Golf Course to be a vital green space and valuable amenity. The Parish Council will continue to inform the residents on the progress of this planning application and will support and represent the views of the community in any formal consultation with HDC. (Action: The Clerk) 9. Compliance Cases – There were no compliance cases at the time of the meeting.

10. Pre- application and Planning Policy – The members for the meeting have deferred this item to the next planning meeting. (Action: The Clerk) 11. Planning Applications – Two planning applications were brought forward from the last meeting of the planning committee due to the committee not being quorate.

1. DC/21/0100 Property: The Granary, Station Road, Warnham Proposal: Variation of Condition 1 of DC/20/1162 (Erection of a single storey side extension and replacement of fenestration on the west elevation (Householder Application)) Relating to the approved floor and elevations, amendments include the increase in link width from 2 bays to 5 bays and link ends from fully to half glazed.

Decision: The Parish Council has no objections to this planning application.

2. DC/21/0066 Property: Land North of Horsham RM Area 2, Old Holbrook, Horsham Proposal: Reserved matters application for the erection of 197 residential dwellings with associated parking, landscaping and open space following approval of outline application DC/16/1677, relating to layout, scale, appearance and landscaping.

Decision: The Members of the meeting stated that this application is outside of Warnham Parish and therefore do not have Stakeholder rights in make comment. However, the Council would like to echo comments that have already been put forward of the lack of trees and hedgerow and would ask that serious consideration be put in place to accommodate this.

3. DC/21/0166 Property: 41 Friday Street, Warnham Proposal: Demolition of existing single storey rear extension and erection of a new single storey side and rear extension and a new detached home office in the rear garden..

Decision: The Parish Council have no objections to this planning application.

4. DC/21/0137 Property: Tanners, Hollands Way, Warnham Proposal: Surgery to 1 x Ash, 1 x Hawthorn and 1 x Holly (works to trees in a conservation area)

Decision: The Parish Council have no objections to this planning application.

Cllr Gould had stated that he would attend HDC in relation to Ref DE/20/1166 - Demolition of existing buildings and erection of 3x two-storey residential dwellings. Cllr Gould will send confirmation to HDC of his attendance.
