o Increase access to affordable housing and utilize the Sadowski Housing Trust Funds only for their intended purposes

o Support keeping Floridians in their homes and mitigating impact of evictions

o Capitalize on opportunities to enhance workforce development

o Improve transparency, accountability, and performance of state’s early learning programs

o Increase professional development opportunities for early learning educators

o Expand access to family support services that link families to local resources

Miami-Dade County Public Schools • Protect school districts from enrollment declines or State budget shortfalls by funding at 2020-2021 year levels. • Continue funding established in 2020 to address inequities of the District Cost Differential calculation. • Support funding for after-school or summer programming for students experiencing learning loss due to COVID. • Waive penalties related to statewide assessments.

Early Education • Support funding for increased costs of Early Learning Providers due to COVID. • Support waivers allowing Early Learning programs to be funded on enrollment not attendance. UWMD Local Agenda

Health • Support access to telehealth for medical and mental health services for children. • Support solutions aimed at decreasing disparities in Black maternal health care and birth outcomes for Black babies.

Financial Stability • Support revisions to the Unemployment Insurance system. • Support policy changes to smooth benefits “cliffs” expected due to the upcoming increase in the minimum wage.

Veterans/Mission United • Support for Veterans access to permanent and affordable housing solutions. • Support programs that aim to close the gap in access to STEM education/training programs for African American Veterans. Maternal and Infant Mortality Support solutions aimed at decreasing disparities in Black maternal health care and birth outcomes for Black babies. • Infant mortality rates for America’s Black babies are more than twice the rate of white babies • Black babies are more than three times as likely to die from complications related to low birthweight as compared to white babies in the U.S. • U.S. maternal mortality rates for Black women are three to four times higher than rates for white women In Florida, the preterm birth rate among Black women is 53% higher than the rate among all other women STEM Education for Veterans Support programs that aim to close the gap in access to STEM education & training programs for African American Veterans.

• 41% of Veterans reported that their military specialization is STEM related and of those veterans in the STEM workforce, 8% are African American. • However, there has been a decline of almost 1% per year in African American Veterans participating in STEM since 2012. • The average earnings of an African American Veteran is $58,351, compared to about $38,000 for non-Veteran African Americans and about $77,217 for non-minority Veterans. • Earnings for African Americans in STEM are 40% higher than non-STEM at $81,942 per year. Federal trust funds - provided by the federal government and typically funds programs and services mandated by the federal government such as Medicaid 2. State trust funds - money designated by state law for specific purposes such as Transportation and Affordable Housing 3. General revenue - funding collected through state tax revenues. General revenue garners the most competition because this funding can go toward any purpose Florida Appropriations Process Step 1: Agency instructions - The guidelines must be sent out by July 15 Step 2: Revenue Projections The Long-Range Financial Outlook. deadline of Sept. 15. Step 3: Agency Planning LongRange Program Plan (LRPP). LRPP’s are due annually by Sept. 30. Step 4: Budget Requests Legislative Budget Requests. They are due from each agency by Oct. 15 of each year. Step 5: Governor’s Budget Recommendations at least 30 days before the beginning of the legislative session. Florida Appropriations Process Step 6: House and Senate Appropriations. The House and Senate begin to craft the state's budget, and turn to the governor’s recommendations and the LBR as resources Step 7: Budget Conference Joint Budget Conference Committees negotiate differences between the House and Senate budget bills. Step 8: Governor’s approval and veto power. The governor then signs the budget with the option to use a line- item veto.
