WHEREAS, Billy Mickle was born in London, England, on July 7, 1945, the son of Bill and Laura Mickle. A graduate of Wilburton High School, Billy Mickle graduated with an Associate of Science degree from Eastern Oklahoma State College in Wilburton, Oklahoma, in 1965; a Bachelor of Science degree from Northeastern State College in Tahlequah in 1967; and a Juris Doctor degree from Oklahoma City University in 1975. He attended the National Judicial College, 51st General Jurisdiction Session, in 1983 and the American Academy of Judicial Education; and WHEREAS, Billy Mickle served in the United States Marine Corps and coached soccer. He has served on the Board of Directors of the Oklahoma Affiliate of the American Diabetes Association. He has chaired the Center for Legislative Energy and Environmental Research (CLEER) and has served on the Executive Committee of Eastern Oklahoma State College Alumni. He has been a member of the Oklahoma Bar Association, Bryan County Bar Association, Durant Chamber of Commerce, Oklahoma Cattlemen’s Association (Life Member), Veterans of Foreign Wars (Life Member), and The Energy Council; and WHEREAS, Billy Mickle served on the Durant City Council as a Councilman at Large from 1980 to 1982, as Mayor of Durant in 1982, and as District Judge for Bryan County, Oklahoma, from 1983 to 1986 before running for the Oklahoma State Senate. -

Testimony of the Board of Nursing Before the House Committee on Health, Human Services & Homelessness Friday, February 5, 2021 8:30 a.m. Via Videoconference On the following measure: H.B. 576, RELATING TO HEALTH CARE Chair Yamane and Members of the Committee: My name is Lee Ann Teshima, and I am the Executive Officer of the Board of Nursing (Board). The Board supports this bill to the extent that it authorizes advanced practice registered nurses (APRNs) to perform certain abortions, and it also requests amendments. The Board defers to the Hawaii Medical Board regarding the scope of practice for licensed physician assistants. The purpose of this bill is to authorize licensed physician assistants and advanced practice registered nurses to perform certain abortions. The Board supports expanding the APRN scope of practice in this manner. APRNs are recognized as primary care providers who may practice independently based on their practice specialty, including women’s health or as a certified nurse midwife. An APRN’s education and training include, but are not limited to, a graduate- level degree in nursing and national certification that is specific to the APRN’s practice specialty, in accordance with nationally recognized standards of practice. For the Committee’s information, the American Academy of Nurse Practitioners and the Guttmacher Institute both report that California, Colorado, Massachusetts, Maine, Montana, New Hampshire, Virginia, Vermont, and West Virginia allow certain advanced practice clinicians to independently provide medication or aspiration abortions. The Board notes that amending Hawaii Revised Statutes (HRS) chapter 453 will necessitate amending HRS chapter 457 (Nurses), to avoid uncertainty about which chapter controls and to ensure effective implementation of the proposed law. -

Tidwell, Chief, United States Forest Service Chief Tidwell, On July 15, 2014, the Utah Water Development Commission (Commission) met to discuss the Proposed Directive on Groundwater Resource Management issued by the U.S. Forest Service. The Commission meeting was an open and recorded meeting. Chris Iverson, Deputy Regional Forester, and Kathryn Conant, Director, Lands and Minerals, both with U.S. Forest Service Region 4, addressed the Commission on the proposed directive. In response to the explanation by the Region 4 officials, the WDC received comments from: Michael Styler, Executive Director, Utah Department of Natural Resources Steven Clyde, Clyde Snow and Sessions Kent Jones, Utah State Water Engineer Randy Parker, CEO, Utah Farm Bureau Federation John Loomis, General Manager, Snowbasin Ski Resort Ed Bowler, Chair, Washington County Water Conservancy District After the listed presentations and commission discussion, a motion was made requesting that the Commission cochairs send a letter to the U.S. Forest Service outlining the Commission's concerns and requesting the Forest Service to withdraw the proposed Directive on Groundwater Resource Management. The vote on the motion was unanimous in the affirmative with legislators from both parties and both legislative chambers in full support. Members of the Commission who are not elected legislators also supported the motion and requested that their names be added in support. -

BY JILLIAN SLAIGHT he Great War seemed strangely distant to Ira Lee Peterson, even as his unit camped mere miles from the front lines in France. Between drills and marches, the twenty-two-year-old Wisconsinite swam in streams, wrote letters home, and slept underneath the stars in apple orchards.
