Over the years Harare's handling of labour issues has been atrocious with serious interference from senior political leaders whose mandates are nowhere near the labour purview. The violations peaked with the arrest and detention of ZCTU leaders over the 11 October 2018 demonstration and the 14-16 January 2019 stay away. Zimbabwe's placement on the ILO radar was a result of ITUC-Africa's recommendation after the country was placed second among Africa's top 10 labour violators.
