Today, this event is one of the most successful platforms for mutually beneficial international cooperation in the field of high technologies. Their dynamic development is among the most important objectives for our country.

Today, along with the leading Belarusian companies, this event exhibits the world largest corporations. Over 200 companies from 13 countries will participate in the exhibition. The national stand of the Republic of Korea will be there for the first time.

At the specialized workshops and conferences, professionals will review the results of the sectoral and regional informatization programs of Belarus, and they will outline key ways and priorities for further development of the high tech field.

Dear guests and participants of the TIBO-2015 forum,

Today, it is impossible to imagine sustainable development of the society without information and communication technologies. This is one of the most dynamic sectors of the economy, which is a powerful incentive for innovation activities and for improving living standards.

The Republic of Belarus has defined the most important conditions for successful introduction of the newest information and communication technologies: a developed human capital, a high scientific potential, the system of the State support to the development and application of the IT products. The process of transition from a traditional economy to a digital economy based on knowledge, innovations, and electronic communications has started.

Still, there are lots of things to be done on the way to the information society. Information and communication technologies shall become an efficient tool for social and economic development and for enhancing competitiveness of the economy of Belarus.

The TIBO Forum provides opportunities to demonstrate the achieved level of development of the information society in the country, to organize a wide discussion of the main ways and priorities for further improvement of the information society through applying the best international practices.

It is noteworthy that along with the goods and services made by the domestic producers, by the State bodies and organizations, by scientific and educational institutions from our country, the exhibition hosts the products from the world leading companies, including the companies from the People's Republic of China and the Republic of Korea.

I am convinced that the experience, knowledge and know-hows currently demonstrated at the international specialized workshops, conferences and the business forum with the participation of the representatives of the Regional Cooperation in the field of communications and the Eurasian Economic Commission, will be demanded in the Republic of Belarus, and their results will be used to prepare a new long-term and comprehensive information society development strategy.

COLLABORATION AND COOPERATION AGREEMENTS

During the TIBO-2015 forum, the Protocol of Intentions between the Ministry of Communications and Informatization of the Republic of Belarus and the Ministry of Science, ICT and Future Planning of the Republic of Korea was signed on establishing the Belarusian-Korean IT Cooperation Center.

Mr. Sergei POPKOV, Minister of Communications and Informatization of the Republic of Belarus, signed the Protocol on behalf of the Belarusian side, and Mr. Choi Young-Jin, Director General of the National Radio Research Agency (RRA) at the Ministry of Science, ICT and Future Planning of the Republic of Korea, signed the Protocol on behalf of the Korean side.

The event was organized by the State Military Industrial Committee of the Republic of Belarus, the State Property Committee of the Republic of Belarus, and the National Academy of Sciences of Belarus.

The seminar was reviewed as a platform to discuss the topical (for the Republic of Belarus) problems of infrastructure development for spatial data of the corporate municipal geographic information systems of e-Government, ways to create the clouds of spatial data, methods to ensure their quality and compatibility.

The basic topics covered by the workshop: • how to arrange cloud data; Mr. Dmitri GORYACHKO, Mr. Sergei SHAVROV • what should be the composition of the spatial data infrastructure in order to optimize the quality of e-services delivered to the Government, citizens and businesses; • how to ensure the quality of spatial data and data compatibility; • what can be the most efficient way to use the Earth’s remote probing data.

The rapporteur provided a comparative description of the international practices of using the spatial data infrastructure (SDI) and the Belarusian projects in that field. The workshop launched a series of events, which were attended by the representatives of the delegations from the countries of the European Union and the Eastern Partnership.

The Eurasian Economic Commission (EAEC) and the Ministry of Communications and Informatization of the Republic of Belarus became the organizers of the event.

Mr. Alexander KHOTKO, Director of the IT Department of the Economic Commission for Europe (EEC), led the workshop.

The purpose of the event was to provide information on the principles of organization of intergovernmental and interdepartmental information exchange through the integrated foreign and mutual trade information system.

The goal of the Festival was to popularize Robotics in the youth environment: electronics, mechanics, programming, automated technical systems, principles of designing robots, technical and computer art.

The Festival was organized by the Lenin’s ROS DOSAAF of Minsk City with the participation of the SCHAG Computer Academy, the 100 Points Tutoring Center, the Mechanical Engineering Faculty and the Faculty of IT and Robotics at the Belarusian National Technical University (BNTU) with the support of the Minsk City Executive Committee, Manezh OOO, Technics and Communications JSC, EPAM, KomplITech OOO, iTV.by, and others.

The Festival’s motto was “Robots are technics for the young!”

During the Festival, there were competitions of mobile robots and mechatronic systems that had been designed by the students of the educational institutions of Belarus, as well as presentations, master classes and training sessions on robotics, programming basics, engineering design, micro-computing with the products from Intel, Raspberry, Odroid.

Mr. Sergei SVETLICHNYI, Sole Proprietor, said that he was presenting an Italian development at TIBO 2015: the ARDUINO UNO PCB. “Thanks to the numerous inputs and

outputs, you can connect sensors and relays to this PCB. Based on this PCB, one can assemble an artificial arm to lift and move light items. Using this PCB it is possible to design robots built on a trolley module with the distance detector. The robot is programmed in the following way: if the distance to the object is short, it runs away, and if the distance is long: it comes closer to it. We also have an interesting project: the prototype of a “smart” house. The stand shows the scheme, which simulates the elements of a house and household appliances. The whole system is connected to the Bluetooth module. At that, it is possible to install a special app on a mobile phone, and then you will be able to manage the items in your “smart” house. Our stand shows other PCB types, like ARDUINO LEONARDO, ARDUINO MEGA, Raspberry Pi (a British development), micro, mini, and nano boards.”

Mr. Maxim MASALSKI, representative of the Robodrom stand, is a part-time lecturer in the Robots Cuisine, which is a community of the amateurs of robotics at the Lenin’s ROS DOSAAF; he is also a multiple champion of auto- modelling sport. All models at the Robodrom stand have been designed with his direct involvement and participation of the representatives of the Robots Cuisine. Mr. Maxim MASALSKI and his followers constantly organize tests and model exhibitions, where one can see a balancing robot based on the segway principle, a robot imitating the movements of insects, a micro-quadcopter.
