  • Pakistan-Iran-China Triangle: a Game Changer in the Region? Muhammad Salman Khan ∗
Pakistan-Iran-China Triangle: A Game Changer in the Region? Muhammad Salman Khan ∗ Abstract The interaction of states influenced by their bilateral ties and the multilateral organizations in the form of triangles presents an opportunity to understand some interesting dynamics of the current international politics. This interaction is often the result of the similar (if not a common) strategic culture and geopolitical realities. This study on Pakistan-Iran-China ties is an attempt to underscore the potentials of the formation of this triangle and its ramifications for international politics. The subject is elucidated in the context of the impending drawdown of US and NATO from Afghanistan, the role of Shanghai cooperation organization (SCO) in the region with its impact on Pakistan-Iran-China relations, and the place of Pakistan and Iran in the Beijing’s “String of Pearls” strategy. In this triangle Pakistan’s longstanding rivalry with India and Iran’s protracted antagonism against US are the significant factors that bring Pakistan and Iran closer to Beijing. Keywords: Pakistan-Iran-China triangle, Shanghai cooperation organization, String of pearls, Strategic culture, Introduction “Foreign policy may be defined as an integrated plan to secure and enhance national interest”. 1 Consistencies and Variations in National interests are often the products of a state strategic culture. Strategic culture as Hassan Askari Rizvi argues is shaped by a historical narrative, perception of the enemy, and a state’s conception of its self. 2 China and Iran share at least two things in common that is, pride in their civilizational histories and the threat posed by a hegemonic power (US).

Discussions at the webinar were based on bilateral relations between Pakistan and Iran and regional developments in Afghanistan, Subcontinent and the Persian Gulf. Inaugural Session Dr. Kazem Sajjadpour, President, IPIS greeted the participants and welcomed this virtual collaboration between the two think tanks. He briefly mentioned that the region is riddled with multiple challenges, especially instability in Afghanistan. He hoped that the webinar would revolve around three Fs: Friendship, Frankness and Fruitful discussion. Ambassador Aizaz Ahmad Chaudhry, DG ISSI in his welcome remarks said that this was part of the 16th annual ISSI-IPIS dialogue. He pointed out that global politics is in a state of flux particularly due to turbulent political situation in the US, the upcoming elections and countrywide protests due to the Floyd killing. Major power competition is intensifying as the US is working methodically to contain China’s rise through its Pivot to Asia policy, now known as the Indo-Pacific Strategy, which has also encouraged India to have dangerous regional ambitions.

  • Pakistan-India Relations Under Prime Minister Modi's Government
Aymen Ijaz Pakistan-India Relations under Prime Minister Modi’s Government (2014-16) Aymen Ijaz Abstract Pakistan-India relations are central to peace and stability in South Asia. However, under Indian Prime Minister Narendra Modi‟s government, bilateral relations have remained hostile. Despite efforts from Pakistan, Modi‟s brutal policies in Kashmir, extremist mindset and anti- Pakistan stance have derailed the prospects of dialogue and resumption of the peace process. The paper provides detailed analysis of Pak-India relations under Modi, covering political, security, economic and socio-cultural aspects. India‟s belligerent attitude has been explained in the light of Modi‟s rigid and hawkish personality and by elaborating the factors that impact bilateral relations. The study also sheds light on Confidence Building Measures (CBMs) between the two countries, and concludes by highlighting future prospects for this relationship. Key words: Pakistan-India Relations, Foreign Policy, Kashmir, Narendra Modi, Peace Process, Leadership. Introduction ince 1947, Pakistan-India relations have been overshadowed by political differences, the historical legacy of pre-Partition phase, and S disputed territorial claims. Both countries have fought three wars (1948, 1965 and 1971) over Kashmir and East Pakistan and were involved The author holds an MPhil in International Relations from Quaid-i-Azam University, Islamabad, Pakistan. • Pakistani Election the Khan Factor Versus Reform Challenges
Reports Pakistani Election: The Khan Factor versus Reform Challenges * Rasul Bakhsh Rais 14 August 2018 Al Jazeera Centre for Studies Tel: +974-40158384 [email protected] http://studies.aljazeera.n Khan's swearing in ceremony [Getty] The Pakistani election held July 25, 2018, the eleventh of its kind in the post-independence era, has been transformative in many respects. It has showcased a third peaceful transfer of power from one party-led government to another. It was also the fourth consecutive nationwide polling to elect members of the national assembly, the parliament, and the four provincial assemblies since 2002. The 2008 elections marked the beginning of the third transition to democracy; the earlier two were in 1972, and 1988, after the end of two military regimes. Leader of Tehreek-e-Insaf (PTI) par ty Imran Khan has declared victory in this year’s general elections. By mid-August, newly-elected members of Pakistan’s National Assembly took oath in the inaugural session of the National Assembly in a historical development in the democratic process. During the session, Incoming Prime minister Imran Khan and other prominent political leaders, including PML-N president Shahbaz Sharif and PPP chairman Bilawal Bhutto-Zardari have sworn in. However, Pakistan’s new political era raises new questions. The underlying proposition of this paper is that democratic transitions are never a clear and clean disconnect with the authoritarian past, as stubborn legacies, institutional imbalances and older influences take time to fade off. In After 1972-77 assembly, it was for the first time that a Pakistani parliament had completed its tenure in 2008.

University of Reading Pakistan’s Alliance Making with People’s Republic of China From 1990-2010: Challenges and Counter-Measures Doctor of Philosophy Department of Politics and International Relations Safdar Hussain April 2018 Abstract This empirical research sets out to explore the complex domestic dynamics that shape Pakistan’s contemporary alliance making with China. The study examines the actual and potential domestic political challenges to the endurance of Pakistan-China alliance. The research also aims to assess Pakistani security elites’ efforts and strategies to overcome those challenges. The leading approaches in international politics that seek to explain the logic of external alliances – Realism, Liberalism, and Constructivism – do not elucidate Pakistan-China alliance in depth. While there is an inordinate amount of literature concerning the Pakistan-China relations, the literature on maintenance of this alliance is relatively scarce. Besides, scholars have neglected the way in which Pakistan has promoted its alliance with China domestically. This work aims to fill this gap in the literature. Interpreting from the perspective of Security Elite Domestic Propaganda and International Alliance (SEPIA), this study will show that while the alliance with China is essential for Pakistan to contain the military threat posed by India, such an alliance meets with overt challenges from the Pakistani society. Specifically, the Pakistani popular support for Uighur separatism and terrorist attacks against Chinese targets confront the Pakistani security elites with the need to promote the alliance on the domestic level through a robust propaganda campaign. This study, therefore, evaluates the propaganda strategies of the security elites to cultivate the Chinese alliance within the national society.
