1. Professor Robin Warner Professor Australian National Centre for Ocean Resources and Security University of Wollongong

Dr Robin Warner is a Professor at the Australian National Centre for Ocean Resources and Security. She was formerly the Assistant Secretary of the International Crime Branch of the Criminal Justice Division in the Commonwealth Attorney General’s Department from 2002 to 2006. During that period she led twelve Australian delegations to bilateral and multilateral delegations on transnational crime and criminal justice cooperation issues. Previously she served with the Royal Australian Navy as a legal officer. During her Defence Force legal career, Captain Warner occupied a wide range of positions including Director of International Law for the Australian Defence Force and Deputy Director of Naval Legal Services. She graduated as a PhD from the University of Sydney in November 2006. Her doctoral research concerned the international law framework for protection of the marine environment and conservation of marine biodiversity beyond national jurisdiction.

She is the author of Protecting the Oceans Beyond National Jurisdiction: Strengthening the International Law Framework (Martinus Nijhoff Publishers, Leiden, 2009), editor (with Simon Marsden) of Transboundary Environmental Governance: Inland, Marine and Coastal Perspectives (Ashgate Publishers, Farnham, Surrey, 2012), editor (with Clive Schofield) of Climate Change and the Oceans: Gauging the Legal and Policy Currents in the Asia Pacific and Beyond (Edward Elgar Publishers, Cheltenham, UK, 2012) and editor (with Stuart Kaye) of the Routledge Handbook of Maritime Regulation and Enforcement (routledge, Abingdon, Oxfordshire, 2015). She has published numerous articles in international peer reviewed journals and chapters in books on international law and policy.

2. William (Bill) Paterson

Mr Paterson has held senior positions in the Australian Government with responsibility for counter-terrorism, international strategic and security policy, politico-military affairs, intelligence and regional issues, particularly in Asia and the Middle East. He is currently Senior United States analyst in the Office of National Assessments (ONA), and Australian senior official for MIKTA. From 2013 to 2016, he was Ambassador to the Republic of Korea (ROK), dually accredited to North Korea and Mongolia. Mr Paterson was Australia's representative on the United Nations Command (UNC) for Korea and worked closely with US forces Korea (USFK), positioning Australia as a key security partner to both the US and ROK. He led the campaign to deliver the Korea-Australia Free Trade Agreement in 2013, and worked

closely on resources trade issues.

From 2008-13, he was Australian Ambassador for Counter-Terrorism and Head of the International Security Division in Australia's Department of Foreign Affairs and Trade (DFAT), undertaking frequent missions in the Middle East, South and Southeast Asia, the US and Europe, and working closely with Australian agencies and the federal-state national CT committee. Mr Paterson was earlier Australian Ambassador to Thailand (2004-08), and led Australia's disaster response to the 2004 Asian tsunami. Before that, he was Head of the Southeast Asia Division in DFAT in 2003-04. He has led DFAT's International Security Division for three separate periods.

Following the events of September 11, 2001, Mr Paterson was appointed Head of the Australian Government's Anti-Terrorism Task Force. He subsequently became Head of the Government's Iraq Task Force (2002-03). He served as Chief of Staff and Principal Adviser to the Foreign Minister in 2000. Mr Paterson was Assistant Secretary (Asia) in the Department of Prime Minister and Cabinet in 1998-99, during both the Asian financial crisis and East Timor crisis, advising the Prime Minister on APEC, trade policy and regional issues. He has worked on global intelligence issues for the Office of National Assessments and was for four years ONA's representative to the US intelligence community in Washington.

Mr Paterson has had long-term postings in Dhaka, Baghdad, Vienna, Washington, Tokyo, Bangkok and Seoul. He is currently a Visiting Fellow at the Australian National University (ANU), a Fellow of the Australian Institute of Management, a member of the Australian Institute of Company Directors and is an adviser to the Asian Disaster Preparedness Centre. He has been a member of the Fulbright Commission, and the Board of the Global Terrorism Research Centre at Monash University. He is currently on the executive of the Australia-Korea Business Council (AKBC). In 2003, he was awarded the Public Service Medal and in 2005 the Humanitarian Overseas Service Medal.

3. Professor Michael Wesley Director Coral Bell School of Asia Pacific Affairs Australian National University

Michael Wesley is Professor of International Affairs and Director of the Coral Bell School of Asia Pacific Affairs at the Australian National University. His career has spanned academia, with various appointments at the University of New South Wales, Griffith University, the University of Hong Kong, Sun Yat-sen University and the University of Sydney; government, where he worked as Assistant Director General for Transnational Issues at the Office of National Assessments; and think tanks, in which he was Executive Director of the Lowy Institute for International Policy and a Non-Resident Senior Fellow at the Brookings Institution.

Professor Wesley has also served as the Editor in Chief of the Australian Journal of International Affairs. He is a Non-Executive Member of the Senior Leadership Group

of the Australian Federal Police and a Member of the NSW/ACT Advisory Board for CEDA. His book, There Goes the Neighbourhood: Australia and the Rise of Asia, won the 2011 John Button Prize for the best writing on Australian public policy. His most recent book is Restless Continent: Wealth, Power and Asia’s New Geopolitics.

4. Professor Rory Medcalf Head of College National Security College Australian National University

Professor Rory Medcalf has been Head of the National Security College at the Australian National University since January 2015. He has led the expansion of the College into policy engagement as well as education, executive development and research. His professional background involves more than two decades of experience across diplomacy, intelligence analysis, think tanks and journalism including a formative role as Director of the International Security Program at the Lowy Institute.

In government, Professor Medcalf worked as a senior strategic analyst with the Office of National Assessments, Canberra’s peak intelligence analysis agency. He was also an Australian diplomat, with wide experience including a posting to New Delhi, a secondment to the Japanese Ministry of Foreign Affairs, truce monitoring after the civil conflict in Bougainville and policy development on Asian security institutions. He has contributed to three landmark reports on nuclear arms control: the 1996 Canberra Commission, 1999 Tokyo Forum and 2009 International Commission on Nuclear Non-proliferation and Disarmament. His earlier work in journalism was commended in Australia’s leading media awards, the Walkleys.

Professor Medcalf has been prominent in developing Australia’s relations with India. He has been Associate Director of the Australia-India Institute and Senior Research Fellow in Indian Strategic Affairs at the University of New South Wales. He is the founding convener and co-chair of the Australia-India Policy Forum, an influential informal dialogue between the two countries.

Professor Medcalf was a member of the expert panel providing independent advice on the Australian Government’s 2016 Defence White Paper. His research areas include Australia’s security challenges, the further development of an Indo-Pacific concept of the Asian strategic environment, China-India relations, and prospects for maritime and nuclear stability in Indo-Pacific Asia, on which he has led projects funded by the MacArthur Foundation.

Professor Medcalf is a member of editorial boards of Asia Policy and the Australian Journal of International Affairs. He is a Non-resident Senior Fellow in Foreign Policy with the Brookings Institution in Washington DC and retains affiliations as a Non- resident Fellow with the Lowy Institute for International Policy and the Seapower Centre of the Royal Australian Navy.

Dr. Elsina Wainwright is an adjunct associate professor at the United States Studies Centre and a non-resident fellow in its Alliance 21 Program. Based in New York, she is also a visiting senior fellow at the New York University’s Center on International Cooperation.

Previous roles include director of the strategy and international program at the Australian Strategic Policy Institute, an associate with McKinsey & Company, a consultant political analyst for the International Crisis Group, and a stipendiary lecturer in politics at Oriel College, Oxford University.

She has arts and law degrees from the University of Queensland, and a master’s degree and doctorate in from Oxford University, where she studied as a Rhodes Scholar.

1. H.E. Pehin Major General (Retd) Haji Mohammad Haji Daud Economic Development Board

Pehin Mohammad first served his country as a soldier for 30 years and retired as the Armed Forces Chief in 1990 in the rank of Major General. During his military service, he has held a number of command and staff appointments. His early military training was in Malaysia in 1961-1962. In his mid-military career, he studied at the British Army Staff College, Camberley. In 1985, he spent one year at the Royal College of Defence Studies, London for his highest military education. He participated actively in the Pacific Armies Management Seminars (PAMS) and led the Brunei Darussalam delegations to the Seminars in Honolulu, Hawaii, Seoul, Korea and Bangkok, Thailand during early and late 1980s.

Beside his duties in the Armed Forces, he also served as an Ex-Officie member of Brunei Darussalam Legislative Council from 1974 to 1983. He has also been appointed a member of the Privy Council, Brunei Darussalam's highest advisory council to the Government since 1991. He attended as delegate of Brunei Darussalam the ASEAN Inter- Parliamentary Organisation (AIPO) Conferences in Singapore in 1982, in Bangkok in 1991 and Jakarta in 1992.

Pehin Dato Hajj Mohammad had also served as Ambassador of Brunei Darussalam to the Arab Republic of Egypt from September 1993 to May 1995 and was concurrently Brunei's Ambassador to the Kingdom of Morocco.

Pehin Dato Hajj Mohammad has been awarded several honours and decorations by his country and a few foreign countries, namely Indonesia (Bintang Yudha Dharma Utama), Malaysia (PGAT and PSM), Republic of Korea (the Order of Security Merit, Tong- il), Singapore (Distinguished Service Order [Military]), and Thailand (Knight Grand Cross of the Most Noble Order of the Crown of Thailand).

Born in Brunei Darussalam on 151 May 1943, Pehin Dato Hajj Mohammad is married and has four children. He plays polo and golf.

1. Brian L. Job Brian L. Job (PhD, Indiana University) is Professor of Political Science and Associate Director of the Institute of Asian Research at the University of British Columbia. From 1992 – 2012, he served as Director of the Centre of International Relations and coincidentally directed UBC’s Security and Defence Forum Program. Previously, he was Professor of Political Science and Director of the International Studies Centre at the University of Minnesota, 1974-1989. Job was the founding Director of the Canadian Human Security Centre, as well as a founding member of CSCAP Canada. He is a Senior Fellow of the Asia Pacific Foundation of Canada.

Job’s teaching, research, and publication concern international security—more specifically, the evolving security order of the Asia Pacific, intrastate conflict, human security, and Canadian foreign and security policies. He is co-editor of the academic journal Global Governance, and sits on the editorial boards of International Journal and International Relations of the Asia Pacific. He has been a visiting professor at Aoyama Gakuin University, Tokyo; RSIS at Nanyang Technical University, Singapore; and the Australian National University.

Job has been involved in regional Asia Pacific, expert networks for several decades, particularly with the Council of Security Cooperation in the Asia Pacific (CSCAP), having served as Regional Co-Chair from 2002-2004, and Editor of the annual CSCAP Regional Security Outlook from 2007-2012. Since its inception in 1997, Job has co-organized the Canada-Japan Peace and Security Symposium. He is a Canadian representative to the ARF’s Expert and Eminent Persons (EEPs) group.

1. Dr. RUAN Zongze

Vice President and senior research fellow at China Institute of International Studies (CIIS), Editor-in-Chief of the CIIS journal – China International Studies, UNDP Human Development Report Advisory Panel.

Prior to that, he was Minister Counselor for Policy at the Embassy of the PRC in the United States from July 2007 through December 2011. He was appointed as Vice President at CIIS from 2002 to 2007. From 1996 to 2000, Mr. RUAN served as Second and First Secretary at the Chinese Embassy in the UK. From 1992 to 1993, he was also a visiting fellow at the School of Oriental and African Studies, the University of London in the UK.

His areas of research include Chinese foreign policy, American foreign policy, Sino-US relations and international security.

2. Dr. CHEN Dongxiao

President of Shanghai Institutes for International Studies (SIIS) since July 2013. Prior to this position, Prof. CHEN was Vice President in charge of academic research and international exchanges of SIIS. Before that, he also held the positions of deputy director of Department of Academic Research and International Exchanges, Director of the Department of International Organizations and International Law, Director of the Department of American Studies.

Chen Dongxiao got his Ph.D from Fudan University and had been teaching at the Department of International Politics of Fudan University until 1993. Dr. CHEN specializes in the studies of China foreign policy, Sino-U.S. relations and UN collective security.

He has led and supervised numerous task forces on research projects entrusted by China National Foundation of Social Sciences Studies, Ministry of Foreign Affairs, Ministry of Finance, Taiwan Affairs Office of State Council and so on. Dr. CHEN is awarded as “Leading Scholar of Shanghai” in 2012.

Major General QIAN Lihua is Member of CPPCC Committee of Foreign Affairs, Vice-President of China Arms Control and Disarmament Association and Vice Chair of Chinese Committee of the Council for Security Cooperation in the Asia Pacific.

He was born in November 1952 in Zongyang, Anhui. He joined the PLA in 1969 and graduated from military academy in 1974. His previous positions include staff officer and deputy director of the administrative office of Foreign Affairs Bureau, Ministry of National Defense (MND). After the bureau was restructured into the Foreign Affairs Office (FAO), MND, he assumed the positions of Deputy Director and Director-General of the General Planning Bureau. He was appointed Deputy Chief of FAO, MND in February 2002, and was promoted to Major General in 2004. He served as Chief of FAO from 2007 to 2013.

1. Dr. GUDRUN WACKER

Dr. Gudrun Wacker (Germany) is at present Senior Fellow in the Asia Division at the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik, SWP) in Berlin, a think tank providing political advice to the German government and parliament. Her research focuses on Chinese foreign and security policy, especially EU-China relations, China and the Asia-Pacific region and security cooperation in the Asia-Pacific more generally. She has been organizing the "Berlin Conference on Asian Security" (BCAS) held annually at SWP in Berlin and she has been co-organizing an annual track two dialogue between EU and China on cross-strait relations with the Shanghai Institutes for International Relations. She is currently a member of the Steering Committee of CSCAP EU.

2. Mr. PIETER FEITH

Mr. Pieter Feith () is a former diplomat from the Netherlands now working as a senior mediator with the European Institute of Peace in Brussels. Earlier he served as deputy Director General for politico-military affairs at the European Union Council Secretariat and as Director crisis management in the NATO International Staff. Acting as the Personal Representative of NATO Secretary General Lord Robertson in 2001, he engaged in preventive diplomacy in Southern Serbia and in Macedonia. (1988-1989).

In 2005-6 he served as Head of the EU-Ied Aceh Monitoring Mission (AMM) in Indonesia to implement a peace plan negotiated by President Ahtisaari between the Government of Indonesia and the Aceh independence movement. From 2008 -2012 Mr. Feith was the International Civilian Representative for Kosovo, where he had wide ranging authority based on a settlement to oversee and assist Kosovo's independence as a modern, multi-ethnic democracy with an open market economy. In parallel, he held the post of European Union Special Representative mandated to provide EU advice and to promote overall coordination in Kosovo. In the service of the Netherlands Ministry of Foreign Affairs he was posted in Damascus, Bonn, New York (United Nations), Khartoum and Brussels (NATO). Pieter Feith studied Political Science at the University of Lausanne and holds an M. A. from the Fletcher School of Law and Diplomacy in Medford, Mass. He is a Visiting Scholar at the Paul H. Nitze School of Advanced International Studies.

3. SEAMUS GILLESPIE

Mr. Seamus Gillespie (Ireland) is a retired EEAS senior official. He has extensive experience of East Asia. In 2000-13, he served consecutively as head of division for relations with Japan, Korea and the Pacific countries and for relations with South East

Asia, including responsibility for ASEAN and the ARF. In the later part of the period, he exercised the function of Asia Director. In 1988-94, he served as financial counsellor and then deputy head in the EU Delegation in Tokyo. In addition, he has considerable experience of EU relations with Russia. His original background was financial/economic. He worked in the Irish Finance Ministry in 1972-79 and in the European Commission's DG ECFIN in 1979-88. He was subsequently involved in EU external relations' policy issues, including as a participant, or leading, in negotiations with countries of Asia, for instance with Japan on the 20001-10 Joint Action Plan, with DPRK on establishing diplomatic relations and on access conditions for humanitarian aid operators, with Myanmar on development cooperation issues and with neighbouring countries on partnership agreements. He was born and received his secondary education in Northern Ireland, and thus has had a direct exposure to conflict and conflict resolution. He holds an MA in humanities (National University of Ireland) and a BSc in economics (London) and is at present pursuing theological studies, including courses on Buddhism, Hinduism and Islam (leuven).

1. LEELA PONAPPA

Ms. Leela K. Ponappa is a former Ambassador of India, Deputy National Security Adviser, and Secretary of the National Security Council Secretariat. She was elected Co- Chair of CSCAP (Council for Security Cooperation in the Asia Pacific) in June 2012. Her ambassadorial assignments have been to Thailand, UNESCAP, the Netherlands and the OPCW (Organisation for the Prohibition of Chemical Weapons).

As a career diplomat in the Indian Foreign Service from 1970 to 2006, she has worked extensively in the Ministry of External Affairs on security issues; India's relations with its neighbours, as Desk Officer for Pakistan & and Divisional head for SAARC (South Asian Association for Regional Cooperation) and subsequently, for bilateral relations with Bangladesh, Sri Lanka, Myanmar and the Maldives; and regional cooperation. She has served on the faculty of the National Defence College, New Delhi and after her tenure as Deputy Consul General in San Francisco, was a Research Associate at the Centre for South and South-East Asian Studies at the University of California, Berkeley.

Following her retirement from the Foreign Service, she was Vice Chairperson of RIS (Research and Information Systems, New Delhi), an economic think tank in Delhi, from 2007 to 2010. She served as Deputy National Security Adviser from 2007 to 2009. She is an Executive Committee member of the Institute for Peace and Conflict Studies, New Delhi and a trustee of the Delhi Policy Group. She is a frequent speaker at conferences on international and regional issues, national security and regional economic cooperation, and lectures regularly at defence institutions.

Born on May 13, 1940, Mr. G. Parthasarathy is a career diplomat who retired from the Indian Foreign Service on 31 May 2000 He has served in Indian Missions in Moscow, Dar-es-Salaam and Washington, and as Consul General of India in Karachi, Pakistan.

Mr Parthasarathy retired from Service as India's High Commissioner to Pakistan He had earlier served as India's Ambassador to Myanmar and as High Commissioner of India in Cyprus and Australia.

Mr. Parthasarathy has served in New Delhi as Director in the Foreign Secretary's Office Joint Secretary (Gulf Division) in the Ministry of External Affairs and as Joint Secretary (External Publicity) and Spokesman of the Ministry of External Affairs. He was also Spokesman and information Adviser of Prime Minister Rajiv Gandhi, in the Prime Minister's Office.

Mr. Parthasarathy has been a member of India Delegations in several International Conferences at the Summit Level in the United Nations, the Non-Aligned Movement, the Commonwealth and the South Asian Association for Regional Cooperation.

After his retirement Mr Parthasarathy joined the Centre for Policy Research in New Delhi where is a Visiting Professor He focuses attention primarily on developments in India's neighbourhood and on issues of Energy Security. He is a Member of the Advisory Board of the Ministry of External Affairs for Energy Security and Environmental issues. He is also a member of the Indian Delegation in the "CIA-Aspen Institute Strategic Dialogue" between India and the United States.

Mr. Parthasarathy writes extensively on international and national security issues for several newspapers in India.

3. HEMANT KRISHAN SINGH

Born in 1950, Ambassador Hemant Krishan Singh holds a Master’s Degree from Delhi University where he attended and later taught at St. Stephen’s College before joining the Indian Foreign Service in 1974.

From 1976 to 1991 he served in various capacities at Indian Missions in Lisbon, Maputo, Washington D.C., and Belgrade. At the Ministry of External Affairs in New Delhi, he has held assignments of Under Secretary (Americas), Director (, Pakistan and Afghanistan) and Joint Secretary (West Europe). He was Deputy Permanent Representative of India to the UN in Geneva from 1995-99, covering the areas of human rights, humanitarian and refugee law, labour, health and intellectual property.

From 1999 to 2002 he was the Ambassador of India to Colombia with concurrent accreditation to Ecuador and Costa Rica, playing an active role in promoting economic and commercial relations with Latin America. As Ambassador to Indonesia with concurrent accreditation to Timor Leste from 2003-2006, he was closely associated with the intensification of relations with Indonesia as well as ASEAN. He served as India’s Ambassador to Japan from June 2006 to December 2010, contributing extensively to the forging of the India-Japan Strategic and Global Partnership through six Bilateral Summits. Ambassador Singh is Chair Professor at ICRIER, New Delhi, since September 2011.

Retiring from the Indian Navy in early 2007 after 37 years of service, Commodore Bhaskar is a New Delhi based security analyst and a noted columnist and author. He is currently Convener, India International Centre (IIC) Study Group on Strategic and Security Issues. He was formerly associated with the Institute for Defence Studies and Analyses (IDSA) where he served as the Deputy Director (1996-2004) and later headed the Institute till late 2005. 2. Mr. Teuku Rezasyah

Mr. Teuku Rezasyah is an Indonesian civil servant and is currently teaching International Relations at the Faculty of Social and Political Sciences of Padjadjaran University (Unpad) in Bandung. He has been assigned by the Rector of Padjadjaran University to become the Dean of the Faculty of Humanities at President University, located at the Jababeka Industrial Complex in the vicinity of Jakarta.

Mr. Rezasyah received an under-graduate degree in International Relations from Padjadjaran University in Bandung, then continued with a Master of Arts degree in International Relations from Victoria University in Wellington, New Zealand, followed with a doctorate study in International Relations at Murdoch University in Western Australia, and continued with a doctorate thesis submitted at the College of Law, Government and International Studies at the Northern Malaysia University.

Mr. Rezasyah received a Fulbright Scholarship from the University of Delaware in the United States and is occasionally assigned as a resource person for the Indonesian National Parliament, the Ministry of Foreign Affairs of Indonesia, the Indonesian National Police and the School of Staff and Command of the Indonesian Armed Forces. 1. Tan Sri Mohamed Jawhar Hassan

Tan Sri Jawhar first served in the Government of Malaysia. His positions included Under- Secretary, Ministry of Home Affairs; Director General, Department of National Unity; Director (Analysis) Research Division, Prime Minister’s Department; Principal Assistant Secretary, National Security Council; and Executive Security, Border Security Committee Malaysia/Thailand.

He also served as Counselor in the Malaysian embassies in Jakarta and Bangkok.

Tan Sri Jawhar joined the Institute of Strategic and International Studies (ISIS) Malaysia as Deputy Director-General in May 1990. He eventually assumed the position of Chairman and Chief Executive and retired as Chairman of ISIS Malaysia on 8 January 2015.

He is a Board Member of the Securities Commission, Malaysia as well as Board Member, Institute of Advanced Islamic Studies (IAIS).

Tan Sri Jawhar is presently Distinguished Fellow, Institute of Diplomacy and Foreign Relations (IDFR); Distinguished Fellow, Malaysian Institute of Defence and Security (MiDAS); Fellow, Institute of Public Security of Malaysia (IPSOM), Ministry of Home Affairs; and Senior Advisor, Asia-Europe Institute, University of Malaya.

He is a Member of the Asia Pacific Leadership Network for Nuclear Non- Proliferation and Disarmament.

Tan Sri Jawhar has also been Co-Chair, Network of East Asia Think-tanks (NEAT) 2005-2006; Chairman, Malaysian National Committee, Pacific Economic Cooperation Council (PECC) 2006-2010; and Co-Chair, Council for Security Cooperation in the Asia Pacific (CSCAP) 2007-2009. He previously served as Malaysia’s ARF EEP from 2008-2016.

2. Dato’ Hsu King Bee

Hsu King Bee joined the Ministry of Foreign Affairs, Malaysia in 1972 after her graduation from the University of Malaya.

She spent some forty years as a career diplomat, serving in various capacities at the Wisma Putra, Malaysia and Malaysia’s diplomatic missions abroad, including as the

Ambassador of Malaysia to Italy and the Permanent Representative to the FAO, the Director General of ASEAN-Malaysia, the Deputy Secretary General for Multilateral Affairs, the Permanent Representative of Malaysia to the UN and other International Organizations in Geneva and finally as the Permanent Representative of Malaysia to ASEAN in Jakarta. She retired from the Foreign Service in December 2011.

In 2014, she was appointed Malaysia’s Representative to the High-Level Task Force (HLTF) on the Strengthening of the ASEAN Secretariat and Reviewing the ASEAN Organs and in this capacity, served as the Chair of the Working Group of the HLTF. The HLTF concluded its work in November 2014.

IN 2015, she was appointed Malaysia’s Representative to the High-Level Task Force (HLTF) on ASEAN Community’s Post-2015 Vision and in this capacity, served as the Chair of the HLTF. The HLTF concluded its work in November 2015 when the 27th ASEAN Summit adopted the Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together.

3. Dato’ Salim Hashim

Datuk Salim Hashim is a retired civil servant with extensive experiences in various fields, whom had served the Government of Malaysia for more than 30 years. He graduated from University Malaya and joined the diplomatic service in 1973. Through his career as a diplomat, he had served in various Malaysian missions abroad that placed him as the Deputy High Commissioner in London, High Commissioner to Brunei Darussalam, High Commissioner to Singapore, High Commissioner to the United Kingdom and High Commissioner to Australia from 2005-2008 before he embarked on his journey as the Special Envoy to the Public Service Commission of Malaysia and retired in 2015.

2. H.E. Maung Wai

U Maung Wai was born in the town of Shwe Bo in Myanmar in 1953. Following his matriculation examination in 1970, he studied at an agricultural institute and received his diploma in 1973. His first diplomatic posting was at the Embassy of Myanmar in Dhaka, Bangladesh, in the mid 1980s, as a third secretary. He was posted to Washington, DC, in the mid 1990s as a second secretary. From 1999 to 2003, he was a minister- counselor at the Embassy of Myanmar in Phnom Penh. From 2005 to 2007, he was posted to the Permanent Mission of Myanmar in New York as the Deputy Permanent Representative.

He returned to the headquarters in 2008 to work as a deputy director-general at the Consular and Legal Affairs Department. He was appointed Director-General at the ASEAN Affairs Department in 2009. In 2010, he was transferred to the International Organizations and Economic Department as its director-general.

He was appointed Ambassador/Permanent Representative of Myanmar to the United Nations in Geneva in July 2011. He remained in that capacity till September 2016. Towards the end of that year, he was posted to India to serve as Myanmar’s resident ambassador to India and, concurrently, to Bhutan. He went into retirement, on a superannuation pension, early this year (2018).

U Maung Wai is married to Daw Ah Mar. Following his retirement from the Foreign Service, he is currently providing advice and consulting service to some SMEs, particularly those in agribusiness, on a freelance basis.

His Excellency U Nyunt Tin assumed duties as the secretary of Myanmar Institute of Strategic and International Studies on October of 2003 after serving as Ambassador of the Union of Myanmar to Canada from October 1999 to October 2003. His Excellency joined the Myanmar Ministry o Foreign Affairs in Yangon in 1989 as Deputy Director in the Political Department Before joining the diplomatic service Mr. Tin has served in various positions in the Myanmar Airforce as a pilot officer from 1965 to 1989.

In 1990, Mr. Tin was appointed as Consul-General in the Myanmar Consulate-General in Hong Kong. After two years, he was appointed as an Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to Indonesia from 1992 to 1994. In 1994, he was appointed as Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to the Republic of France and was also concurrently accredited to Algeria, Spain and Switzerland. In October 1999, he was appointed as Ambassador Extraordinary and Plenipotentiary of the Union of Myanmar to Canada until October 2003.

After joining the Ministry of Foreign Affairs are serving aboard, Mr Tin has participated in various high-level meetings of the Non Align Movement from 992 to 1994 in Jakarta, Bali and Cairo. Mr. Tin has received Bachelor of Science degree from the Myanmar Defence Services Academy from 1961 to 1965. After graduation in 1965, he has served in the Myanmar Airforce as pilot officer until 1989 and was promoted to the rank of Major and a Squadron Commander. As a pilot he has participated in the SF260 aircraft Conversion Training in Milan. Italy in 1975 and the French T33 Aircraft Evaluation in Paris in 1983. He has also attended the Air Command and Staff College o ' the Air University in Maxwell Airforce Base in Alabama, USA from June 1985 to February 1986.

After completing an MA at School of African and Oriental Studies (SOAS), London University in 1970, Frank Wilson joined the New Zealand Department of External Affairs (as it was then known). Frank worked for the Ministry of Foreign Affairs and Trade (as it later became titled) from 1971 until 2006, during which time he had three postings in Asia - in Saigon, in Bangkok and in Hong Kong. He was head of mission in three different locations during his career: Moscow (1981–1984), Santiago (1992–1996) and Hong Kong (2001–2005).

Following on from his time at SOAS Frank has had a particular interest in South and Southeast Asia and was at different times head of the Asia section of New Zealand Overseas Development Agency (NZODA), of the Asia section of the External Assessments Bureau in the Prime Minister’s Department and of the South/Southeast Asia Division of the Ministry of Foreign Affairs and Trade.

In 2007, Frank was appointed Special Adviser to the Ministry of Foreign Affairs and Trade and has participated in the ASEAN Regional Forum’s Expert and Eminent Persons group.

Ambassador Shamshad Ahmad Khan is a veteran Pakistani Diplomat who held his country’s top diplomatic position as Pakistan’s Foreign Secretary during an extraordinary period in its history (1997-2000). In this capacity, he co-authored with his Indian counterpart in June 1997 the India-Pakistan peace process familiarly known as Composite Dialogue.

Shamshad Ahmad also served as Pakistan’s Ambassador to South Korea (1987-1990), Iran (1990-1992), as Secretary-General of the Economic Cooperation Organization (ECO) (1992-1996), and as Pakistan’s Ambassador and Permanent Representative to the United Nations (2000-2002). At professional level from 1965 to 1987, he served in various posts at headquarters in and in Pakistan Missions in , Dakar, Paris, Washington and New York.

As ECO Secretary-General, he was instrumental in its transformation from a trilateral entity (Iran, Pakistan and Turkey) into a major 10-member regional cooperation with the induction of seven new members, namely, Afghanistan, Azerbaijan, Kyrgyzstan, Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan.

During his tenure as Ambassador to the UN, he co-chaired the United Nation’s Preparatory Committee on Financing for Development (Ffd) and the UN General Assembly’s Working Group on Conflict Prevention and Sustainable Development in Africa (2000-2002). He also served as Senior Consultant to the UN on economic and social matters (2002-2004).

Member of ASEAN Regional Forum (ARF) Experts and Eminent Persons group since 2006.

Shamshad Ahmad has authored two books ‘Dreams Unfulfilled’ (2009) and ‘Pakistan and World Affairs’ (2014) and has also been contributing to Pakistan’s major English and Urdu newspapers. His articles were also published in Washington Times, Foreign Affairs Magazine and Cambridge University Review of International Affairs (CRIA).

Born on 09 July 1944. Holds degrees of B.A. (Hons.) and Masters of Arts

Joined the Pakistan Foreign Service in October 1969. Held various diplomatic assignments in Pakistan Missions abroad, including Moscow (twice), New York, Washington (twice) and Beijing.

Served at Headquarters from 1981-1986 as Director and Director General of the Foreign Minister's Office. As head of this office, he was associated with all important negotiations conducted by the Minister. From 1996-1998, he was Additional Foreign Secretary, in chare of the Americas and Europe Divisions. Later he moved to the Prime Minister's Office, where he was in charge of Defence, Defence Production, Atomic Energy Programs and Foreign Affairs. In 1999, he was promoted to the highest rank in the country's civil service, that of a Federal Secretary.

He was a delegate to the UN General Assembly Sessions from 1982 to 1986 and has also attended numerous Non-Aligned and OIC Summits and Conferences. He was also a member of the UN sponsored Geneva negotiations on Afghanistan from 1982-1986.

He has served as High Commissioner (Ambassador) of Pakistan to Zimbabwe, with concurrent accreditation to Angola, Botswana, Namibia and Zambia. Later, he also served as Ambassador to the United States, Jordan, Belgium and Luxembourg and as Head of Mission to the European Union, from where he returned to Pakistan in July 2004, on having reached the age of retirement.

On return to Islamabad, he has joined the teaching faculty of the Foreign Service Academy, and writes for the daily Dawn and appears as a political analyst on TV and radio.

He is fluent in Russian and Bengali.

Ambassador Javid Husain retired from the Foreign Service of Pakistan in March 2004 after a distinguished diplomatic career during which he served as the Ambassador of Pakistan to the Netherlands (1992-1995), the Republic of Korea (1995-1997) and Iran (1997-2003).During his posting at Tehran, he was also the Pakistan Permanent Representative to the Economic Cooperation Organization (ECO).His last posting was as the Head of the Pakistan Foreign Service Academy from 2003 to 2004.

After joining the Foreign Service of Pakistan in 1967, he served on diplomatic assignments in Pakistan Embassies/Missions in several important capitals including Paris( 1969-1971 ),Tripoli( 1971 -1974),Washington( 1974-1978), New York( 1982-1985) and Beijing(1985-1988).He was First Secretary(Political) during his posting at the Pakistan Embassy, Washington, D.C. At the Pakistan Mission to the UN at New York, he served as Counselor and later as Minister. From 1985 to 1988, he served as Minister and the second highest ranking officer in the Pakistan Embassy at Beijing.

Ambassador Javid Husain has also held important assignments at the Ministry of Foreign Affairs including the positions of Director (Afghanistan) from 1978 to!980 and Director in charge of the Foreign Secretary's Office from 1980 to 1982.He was posted as Director General for the United Nations and Economic Coordination from 1988 to 1991.

From May 1991 to December 1992, he served as the Additional Foreign Secretary/Deputy Foreign Minister. During this period, he supervised the work of the United Nations and Policy Planning Divisions of the Foreign Office besides acting as the Spokesman of the Foreign Office.

In August 1999, Javid Husain was promoted as Ambassador with the rank of Vice Foreign Minister. From January 2003 to March 2004, he was the senior most serving officer of the Foreign Service of Pakistan.

Ambassador Javid Husain has been a member of the Pakistan delegations to a large number of International Conferences and Meetings, notably UN General Assembly sessions, UN Security Council Meetings, Non-Aligned Summit and Ministerial Conferences, Organization of Islamic Conference Summit and Ministerial Meetings and ECO Summit and Ministerial Meetings.

He was born on 3 March, 1944 and in 1959 he joined the Government College, where he completed his college and University education by getting the degrees of B.A.(Honours) and M.A. in Economics .He had a distinguished academic record securing high positions in the Board and the Punjab University examinations.

Since his retirement from the Foreign Service of Pakistan, Ambassador Javid Husain keeps himself busy in academic pursuits including delivering lectures at prestigious institutions and writing papers/articles on foreign policy issues. He specializes in UN affairs covering human rights, disarmament and international security issues, regional economic cooperation, Economic Cooperation Organization, OIC and Pakistan's external relations with major powers and neighbouring countries.

Ambassador Javid Husain is married and has two children, a daughter and a son. He is a keen reader of books on UN affairs, international politics, international and regional economics and Pakistan's foreign affairs. During his free time, he plays tennis and badminton.

Ambassador Javid Husain represented Pakistan in the ECO Eminent Persons Group which had been mandated by the Organization in 2003 to look into ways and means of improving the ECO's efficiency and effectiveness in the achievement of its goals and objectives. He was also a member of a select group of scholars who represented Pakistan at the International Seminar on the Revitalization of OIC which was held at Islamabad from 1-2 June, 2004. At the end of January, 2005, he attended the Summit at Abuja, as the Special Envoy of the President of Pakistan to convey to African leaders Pakistan's point of view on the reform and expansion of the UN Security Council.

Ambassador Javid Husain, during his posting at the Pakistan Mission to UN, New York from 1982 to 1985 dealt with the Security Council and the First and the Third Committees of the General Assembly. Later, as Director General at the Pakistan Ministry of Foreign Affairs from 1988 to 1991, he supervised all matters relating to the UN and its subsidiary/affiliated organs. Subsequently, as Additional Foreign Secretary/ Deputy Foreign Minister from 1991 to 1992, he was in charge of all policy matters relating to Pakistan's relations with the UN. Since then, he has maintained his interest in UN affairs. Thus, Ambassador Javid Husain carries rich experience of the UN and its affiliated /subsidiary organs.

In addition, his postings at the Embassy of Pakistan, Beijing and as the Ambassador of Pakistan to South Korea exposed him to the complexity of strategic, political and economic factors influencing the evolving situation on the Asian mainland, especially in East Asia. His six-year long assignment as the Ambassador of Pakistan to Iran and the Pakistan Permanent Representative to the Economic Cooperation Organization enabled him to study closely the process of regional economic cooperation and the strategic developments in the region.

Dr. LEE Jaehyon is a research fellow in the ASEAN and Oceania Studies Program in the Center for Regional Studies and the Director of External Relations at the Asan Institute for Policy Studies. Previously, Dr. Lee was a research fellow at the Korean Institute of Southeast Asian Studies (KISEAS) and a visiting professor at the Institute of Foreign Affairs and National Security (IFANS), Korean National Diplomatic Academy (KNDA). Ambassador Barry Desker is Distinguished Fellow at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University. He is a Member of the Presidential Council for Minority Rights, Singapore, a Member of the Board of Directors of the Lee Kuan Yew Exchange Fellowship and Singapore’s Representative to the ASEAN Inter-Governmental Commission on Human Rights.

From 2000 to 2014, he was the Director, Institute of Defence and Strategic Studies and served as founding Dean of RSIS from 2007 to 2014. He was the Chief Executive Officer of the Singapore Trade Development Board from 1994 to 2000 and Singapore’s Ambassador to Indonesia from 1986 to 1993.

Ambassador Desker is currently also Non-Resident Ambassador of Singapore to the Holy See and Spain and Chairman of Singapore Technologies Marine.

A President’s Scholar, he was educated at the University of Singapore, University of London and Cornell University. He was awarded a honorary doctorate by Warwick University in 2012 and by the University of Exeter in 2013.

Associate Professor Dr. Chulacheeb Chinwanno is „Kira-dhayajarn“ – Distinguished Scholar of Thammasat University in Social Science. He was Vice- Rector in International Affairs in Thammasat University from December 2007 through September 2010 and also Chairman of the International Relations Department of the Faculty of Political Science from 2000-2007. He was former Executive Director of Human Resource Institute from 1986-1988 and also former Executive Director of Institute of East Asian Studies from 1988-1991. He was

invited to teach at the International University of Japan in Niigata as Visiting Professor from in 1988 and in 1998. Dr. Chinwanno has also been appointed as the Senior Expert of the Committee of Foreign Affairs, House of Representatives, Thailand.

He received his Bachelor’s Degree in International Relations from Swarthmore College, USA, and his Master’s Degree in East Asian Studies as well as Ph.D. in Political Science from Stanford University, USA. He received H.M. the King’s Scholarship for the undergraduate studies in the USA and the Rockefeller Foundation Fellowship for the Ph.D. program. His works concentrate on Thai foreign affairs, China and other major powers in South East Asia, and Asia-Pacific security issues.
