ABSTRACT

This thesis deals with an era of democracy and good governance in Pakistan from 2008 to 2018. It was unique in the because it brought closer political parties to democracy, restore, and continue democracy in democracy. However, after a decade of this period, sometimes it is also a specialty because the age of Charter of Democracy (COD) appears to be relevant due to the anti-democratic forces of the surface. Both PPP and PML (N) learned the lesson when they were sent by General Musharraf to their respective exile. After learning their lessons, both decided to strengthen the culture of democracy in Pakistan. There is a complete desire for peace, good governance and democracy. People have confirmed their priorities for the legitimate government, the rule of law, and the democratic government has been strengthened to strengthen an independent judiciary. Now, in 2018, the political scene of the country has completely changed and the PTI government announced progress and announced for the revolutionary programs for the first time, but it would decide that which was best for Pakistan.

CHAPTER 1 1 INTRODUCTION Democracy is a type of government in which all of the people contain equal rights in the decisions that influence their lives. In a democratic and independent nation, it is the society who embrace the right to select their legislative body and their leading authorities. The frequent masses may not familiar of the political issues or problems in society, that might result in people taking the bad decision throughout the election. Good governance or supremacy is, surrounded by additional things, participatory, crystal clear and responsible, useful and impartial, and it promotes the regulation of law. It makes sure that the political, community, social and financial priorities are based on wide consent in society, that the voices of the poorest and the most helpless are heard in the decision-making above the distribution of development assets (James, 2005).

1.1 Democracy and Good Governance: An Overview In Democratic government, all the people have the similar life in decisions making that affect their lives. In a self-governing nation, it is a citizen who has the civil liberties to its legislative body and their government officials. According to the common inspection, all general public are not completely familiar of their country's supporting landscape or political issues. The general public cannot be aware of political issues in the society. As an outcome, citizens can make wrong choices during election (Leftwich, 2001). Since the Government is subject to change in every election period, the officers can employment with temporary basis. Since every term is held for election after their election, they can focus on focusing on people work and focus on winning the elections. One more drawback of democratic state is that people can by manipulate by other people (Fritz, 2007). In the influence of the majority, they can vote in favor of the Citizen Party. Forcing or impressed by the people around the world, a person cannot listen to his real voice. The risk of democracy is a systematic risk (James, 2005).

Governance is presently on a middle period in the progress communication and it is furthermore measured to be an essential factor to be included within the enlargement policy. Good governance, interactive, transparent and responsive, with other things, is effective and justified, and it enhances the regulation of law and commandment. It makes sure that political,

communal, social and financially viable priorities are based on wide consent in society and the voices of the needy and poor people will be listened in deciding on the distribution of enlargement the assets. Governance is about processes, not about the end. On the other hand, at a distance from the general recognition of its meaning, variations regarding theoretical formulas, strategy prescription and the concept of the issues are prevalent. As a hypothetical conception, governance is different from the state's doctrine, not no more than in one emergent phase, however its arrangement besides different among researchers on the basis of their ideological determinations. Good governance not only expresses the type of government, generally the approval of democracy and its related political values (for example human rights), but also for some additional components (Leftwich, 2001). Good governance ' Liberal democracy 'is not. It does not come after democracy; nor is the 'existence' in the shadow of the hierarchy. For example, the UN Global Compact System of Good Governance is a structure used for those businesses that bring into line, and their techniques and strategies with generally acknowledged ideology in field of human being rights, labor, upbringing environment, fraud and corruption (Jalaal, 2014). The exceptional type used in the good government global development journalism is to explain how government agencies manage community matters and manage their resources. However, there is a government deciding process and by means of which decisions are made or not implemented. Other definition of good and better governance is "continuous monitoring of their proper implementation of policies and regulations, and members of the country's government organization" (James, 2006). Center for Catero said that Rome today is true: "Simple Thief lies in prison and stocks. Community robber goes in a foreign country in gold and silk. Intelligibility, authenticity, and regulation of law, are the main pillars good and better governance (Kajar, 2004).

Good and better governance to smooth management of administrative machinery and solving public affairs is an essential condition. It strengthens state institutions to work for public discrimination. Therefore, for this reason, ultimately, it is probably, to get good and better governance in Pakistan, while all of its parameters will be trusted and honored in the managerial formation. In the Pakistan, good governance organization is not generally satisfying. As a result, "the country in progress with a pathetic political, secretarial communications and infrastructure" (LeftWave, 2001). Now we see the rule of good rule and democratic system. Equally democratic system and good governance agree. According to the Abraham Lincoln; Democracy is for public all the way through people to people. Decision making process requires people's active participation. Therefore, good and better governance is considered as the heart and spirit of every country. This brings the organization and administration .It is necessary for the development procedure to work. It promotes the growth process. This social economic base gives foam.

1.2 Good Governance in Pakistan

The background of good and better governance in Pakistan is serious and depressed. This has not been achieved by anyone since its origin due to poor and weak institutional and organization set-ups; political insecurity, out of control corruption, bribery, recurrence of armed dictatorship, is deficient in of responsibility and intelligibility and no rule of any law. On the other hand, all these issues and problems have dangerously pressed the offending position of the bad governance of the country. Nowadays Pakistan is going through a state improbability, the most horrible law and order and dishonesty are the main issues (Leftwich, 2001). Of course, is the biggest lack of expansion. It is consequently argued that uncontrolled corruption and bribery can lead to misallocation and misuse of public property, which eventually, their essential rights from dispossession. On the other hand, corruption will not only misallocate resources but resource of people's talent. In future, the future of a capable person can worsen in the troubles of corrupt practices in Pakistan. It is a subject of serious concern to emphasize and chat about the political affairs of red-tapes, partiality, nepotism, favoritism and money making (Hussain, 2010). In the state of corruption, good governance has been very important in our state; Red tape 'and inability to crept into the country's internal structure.

Good governance is also stated as "good governance organization" (Mkandawire, 2001). It is engaged on validity and responsibility. The praise of Quaid-e-azam established the foundation and basis of Pakistan. Unluckily, Pakistan was poorly suffering in the initial years of installation. It had to face millions of issues and problems. These problems and issues are briefly summarized as i.e.; Political unrest, a autonomous system, armed interruption, big corruption, feudal lords disputes, institutional conflict, constitutional crisis, increase in inflation, management of assets, be deficient in liability, law enforcement state, utilization of wealth, secretary, ethnic clash, radicalism and worldwide conspiracy. Each and every single issue is the major cause for the breakdown of governance in Pakistan. All of these problems and issues are so connected that it is very complex to get rid of them. They are consuming the ancestry and roots of Pakistan (Dahal, 1997). Political temptation plays a very pessimistic position in every country. Any state in this position cannot live easily in political unrest. Political insecurity is the main root cause of all troubles. Since sovereignty, Pakistan is facing the threat of political degradation (Leftist, 2000). It made a big difference in financial progress and progress. It provides a stage for many other problems. Pakistan's state is not commendable. Due to political instability, it is facing bundles of threats. To prevent this hazard, the government should play an effective role. Many enemies are benefiting as of this self-sufficient political degradation. In support of their existence, politicians are trapped in difficulty with trouble makers (Julian Go, 2007).

Good and better governance cannot be established in the occurrence of political temptation. Politicians of Pakistan have turn out to be power greedy desire for more power has firmly stopped up the covering of the brain. They may not contain the ability to understand the cleverness of the mess makers. They are the habit of allowances, privilege and power. No self- governing set exists in the Pakistan. Deteriorating situation has increased. It has created an unstable atmosphere throughout the country. No one is pleased and happy after sovereignty and independence. The absence of self-governing order gives rise to the number of issues and problems. The main problem is causing chaos. Constitutional disaster was Pakistan's major problem. After independence, Pakistan took seven years to make a draft about constitutions. It as well kept obstacles in the pathway of supremacy. Constitution and organization provides framework for policies. Decision has been in use to see the justifiable boundaries. No resolution has been taken out of the constitutional framework. Violation of the establishment and

constitution is measured as a crime. Those who violate will be given severe punishment (Fritz, 2007). In the power corridor, politicians and other state officials make unlawful arrangements in various public offices. They could appoint unqualified people on the political basis without qualification, and for wealth, red tape, partiality and devotionals. Therefore, the disaster of good governance in Pakistan has been reduced. In order to achieve satisfactory results, the government needs to pay close attention to the issue of good governance. The lack of good governance in the nation can lead to the worst situation, which will totally destroy country’s institutions and organization (Julian Go, 2007).

International conspiracy has turn out to be the standard of the today’s politics. Pakistan's presence in these conspiracies has become the latest thing. Furthermore, it had a bad influence on good governance. Now let's take a look at the imperatives of good and better governance. Good governance can simply grow in the existence of compliance; Public contribution, national unity, national integration, lawful supremacy, institutional ascendancy, strong fundamentals, autonomous judiciary, liberated media, social economic growth, etc. The occurrence of public contribution in the institution of good partnership plays a very effective role. It rotates around the decision-making procedure (Dahl, 1971). General public support and collaboration are very important in the betterment of good governance. It plays the important role in good governance. National integration and integration are important for establishing good governance. While people shake hands together, no power can defeat them. Therefore, national integration in this view, it is very relevant. Lawful supremacy in this regard is very significant. It provides structure for policy and strategy makers. Similarly institutional dominance is also very important (Leftwich, 2001).

Now let's see the idea of good and better governance through Islam. Islam is the religion of harmony and prosperity. In view of prosperity and peace, it spread the message of equal opportunity, impartiality, accountability, proper check and balance and so on. Good governance completely spin around authenticity, accountability, rule of law, and opens the organizational system while terrible governance indicates the random policy making, no rule of law, capriciousness, injustices the legal system, reserved association between leader and ruler (Linz, 1996). Good governance affects optimistic impacts on human being life, social life, political life,

and financial life. It spreads the background of harmony and prosperity. Person feels secure, while all his / her essential desires of life will be rewarded. It removes the emotion of self- deprivation and uncertainty. When people feel safe, eventually, the whole society feels protected. The world is created from groups and groups are created from individuals (Hussain, 2010). Nowadays good and better governance not just only takes position in our country but it is also important as the primary constituent in the construction of the country. State cannot grow in the absence of good and better governance. It takes time. Lacking of good governance, in any country can play the major role in degradation of that country. It is considered as the soul and spirit of the country (Kajir, 2004). Better Governance is very important in every field of life, whether it is in a home or in an office, good and better governance should be effective. It provides a strong establishment for the enlargement process. The rule is more than organization. It is not only about taking decision, making policy formulating, main concern is settings up the better organization of government, but also implementation of rules and law (Mkandawire, 2001)

1.3 Democracy in Pakistan Democracy stated that, "the government of the general public, for people" (Hussein, 2010). On the other hand, in Pakistan's case it is quite contrary. In political instability in Pakistan, democracy has greatly damaged the State and society has been completely eliminated, it has given the army a quick step, which is unnecessarily necessary to protect the national security interests. Interrupted Accountability is an necessary step in good governance, the rulers and the state institutions are responsible for the people, but it is very difficult to set up weak Pakistan institutions, it is a result of strict social relations and politics of key organizations. Political institutions of state institutions have meant to eradicate its arrangement Institutions have certainly been prohibited to establish checks and balance systems and bring counterfeit organizations to responsibility and impartiality (Boucher, 2000). Officials, police and NABs are not self-sufficient to work in their work. None of them can be given full freedom under severe political pressure, a criminal, brave and principal man lives in this system and the criminals take justice and the case of big guns. Resources and money making, his batsmen in offices are more vulnerable to the survival of Pakistan's poor people. Official employees, political capabilities, and military royalty are usually not fewer than the dacoits, the variation between the roads and them is obviously remarkable that they returned to their staying power, whereas white and blue

collar criminals and looters Their unlimited wishes and luxuries were returned (Jamal, 2008). They are the most important people in the world. Let's know how to ignore all this in different institutions of Pakistan. The election commission has to take oath from educational institutions and in numbers like courts, PBS, police etc. Neb is an influential organization, which requires a lot of attention to disable its arrangement. Before this law, absolute independence should be given for the corrupt politicians and other state officials (Julian Go, 2007).

Police and Bureraucy should work without fear or political way without any freedom. These are institutions that will maintain law and order. But at what time they are free from political interference, the local government should understand the lucidity by animated efforts to include the government in the entire society. The participation of people in many fields is very important in the disaster of good governance in the Pakistan (Karol Quigley, 1983).
