According to the Serbian Chamber of Commerce, Luka Karadzic is the director of Zdravo and acknowledged his ownership of Zdravo in a 2001 interview with a Belgrade newspaper. Karadzic has been designated as a PIFWC supporter pursuant to E.O. 13304, and entities owned or controlled by designated persons may also be designated under the same authority.

Luka Karadzic is also the director of Komotko, according to the Serbian Chamber of Commerce. Komotko has been described as “one of the enterprises forming part of the network supporting Radovan Karadzic and other war criminals on the run from the Hague Tribunal.”

On March 26, 2002, the ICTY indicted Beara on one count of genocide or complicity in genocide, four counts of crimes against humanity (extermination; murder; persecutions on political, racial and religious grounds; and inhumane acts/ forcible transfer), and one count of murder as a violation of the laws or customs of war. Beara is currently in the custody of the ICTY.

On November 10, 1995, the ICYT indicted Bralo on nine counts of grave breaches of the Convention of 1949 (unlawful confinement of civilians, inhumane treatment, willful killing, torture or inhumane treatment); and 12 counts of violations of the laws or customs of war (outrage upon personal dignity, cruel treatment, murder, torture, outrages upon human dignity including rape). On June 4, 2002, the ICTY indicted Hadzic on eight counts of crimes against humanity (persecutions on political, racial and religious grounds; extermination; murder; imprisonment; torture; inhumane acts; deportation; inhumane acts / forcible transfers) and six counts of violations of the laws or customs of war (murder; torture; cruel treatment; wanton destruction of , or devastation not justified by military necessity; destruction or willful damage done to institutions dedicated to education or religion; plunder of public or private property).

The United States has a vital interest in assuring peace and stability in Europe. In the Western Balkans, the United States is engaged with NATO Allies, the Organization for Security and Cooperation in Europe, United Nations missions, the European Union and other international organizations in an effort to achieve peace, stability, reconciliation and democratic development in the , as well as facilitate the region’s integration into the European mainstream. The United States supports full implementation of the Dayton Peace Accords in Bosnia to achieve these important aims.
