The Law Amending the Law on the Courts of The
LAW AMENDING THE LAW ON COURTS OF THE REPUBLIKA SRPSKA Article 1 In the Law on Courts of the Republika Srpska (“Official Gazette of the Republika Srpska”, No: 37/12) in Article 26, paragraph 1, lines b), e), l) and nj) shall be amended to read as follows: “b) the Basic Court in Bijeljina, for the territory of the Bijeljina city, and Ugljevik and Lopare municipalities,”, “e) the Basic Court in Doboj, for the territory of Doboj city and Petrovo and Stanari municipalities,”, “l) the Basic Court in Prijedor, for the territory of Prijedor city, and Oštra Luka and Kozarska Dubica municipalities,” and “nj) the Basic Court in Trebinje, for the territory of Trebinje city, and Ljubinje, Berkovići, Bileća, Istočni Mostar, Nevesinje and Gacko municipalities,”. Article 2 In Article 28, in line g), after the wording: “of this Law” and comma punctuation mark, the word: “and” shall be deleted. In line d), after the wording: “of this Law”, the word: “and” shall be added as well as the new line đ) to read as follows: “đ) the District Court in Prijedor, for the territories covered by the Basic Courts in Prijedor and Novi Grad, and for the territory covered by the Basic Court in Kozarska Dubica in accordance with conditions from Article 99 of this Law.” Article 3 In Article 29, line g), after the wording: “the District Commercial Court in Trebinje”, the word: “and” shall be deleted and a comma punctuation mark shall be inserted. CHAPTER I INTRODUCTION 1.1 Research Background Bosnian War (Bosnian Genocide) from 1992 until 1995 was the worst massacre occurred since the Holocaust in the World War II. In 1992, Serbia set out to “ethnically cleanse” Bosnian territory by regularly eliminated all Bosnian Muslims (Bosniaks). Serbian together with Bosnian Serbs ethnic attacked Bosniaks with former Yugoslavian military equipment, and then surrounded Sarajevo as the capital city of BiH. In consequence, many Bosniaks were driven into concentration camps, where Bosniaks women and girls were raped and other civilians were tortured, starved and murdered (Lampe, 2019). This conquest made 70% of the territories in Bosnia-Herzegovina (BiH), wherein the closest Republic from Serbia, was ethnically cleansed from Bosniaks and Croats civilians (Flögel, Lauc, and Goreta, 2010). The Serbian army first traced of the boundary along the valley of Drina, whereabouts plenty of towns with Muslim majority. In the first weeks of April, Serb military force that was backed up by regular units of the JNA (Yugoslav People's Army) struck into districts such as Zvornik, Višegrad, Bratunac, Srebrenica, and Foca, and then attacked, exiled, murdered, terrorized, and expelled the poor defenses of the Muslim populations. Subsequently, millions of Bosnian Muslims were displaced and forced in immigrating to other safer country as refugee (Nation, 2003, p. 160, 189, 203). In fact, one of the safest powerful countries that Bosniak refugees chose to settle in was United States. In 1992, after 1 2 the Bosnian War started, there was a wave of Bosnian refugees to United States that had primarily been Muslim. From the year of 1991 to 1994, around 11,500 Bosnian immigrated, and within the U.S. -

Life standard in the social and economic spheres transposes contradiction in the political system. Departure of professional forces abroad and losing most vital segments of the population in whose education and training is spent a fifth of the budget. Quality of life depends on many factors, of which in this paper we point out: the conditions in which we work and live, housing and health conditions, possibilities to meet the cultural, sports, entertainment, and numerous other requirements and needs of a modern man. Economic sphere determines the standard of living of every man. Key words: employment, black market work, life standard, poverty, sustainable levels, occupations Introduction Unemployment is a direct cause of the poor state of the economy and thus society. The causes of unemployment are numerous, among which we highlight those that directly or indirectly impact on unemployment: • In the war devastated economic capacity with outdated technology, without the experts who carried the development, • Lost earlier market and demand for goods and services, • Poor business environment after the war and privatization, • Weakness in the international division of labor and lack of competitiveness in the market • Lack of basic and working capital for investment and development, • Educational system adapted to the needs, requirements and possibilities of the economy, • Targeting on imports and strengthening the consumer society instead of the production and service economy. -
