    DANUBE POLLUTION REDUCTION PROGRAMME NATIONAL REVIEWS 1998 BOSNIA AND HERZEGOVINA EXECUTIVE SUMMARY Ministry of Agriculture, Water Management and Forestry in cooperation with the Programme Coordination Unit UNDP/GEF Assistance DANUBE POLLUTION REDUCTION PROGRAMME NATIONAL REVIEWS 1998 BOSNIA AND HERZEGOVINA EXECUTIVE SUMMARY Ministry of Agriculture, Water Management and Forestry in cooperation with the Programme Coordination Unit UNDP/GEF Assistance Preface The National Reviews were designed to produce basic data and information for the elaboration of the Pollution Reduction Programme (PRP), the Transboundary Analysis and the revision of the Strategic Action Plan of the International Commission for the Protection of the Danube River (ICPDR). Particular attention was also given to collect data and information for specific purposes concerning the development of the Danube Water Quality Model, the identification and evaluation of hot spots, the analysis of social and economic factors, the preparation of an investment portfolio and the development of financing mechanisms for the implementation of the ICPDR Action Plan. For the elaboration of the National Reviews, a team of national experts was recruited in each of the participating countries for a period of one to four months covering the following positions: Socio-economist with knowledge in population studies, Financial expert (preferably from the Ministry of Finance), Water Quality Data expert/information specialist, Water Engineering expert with knowledge in project development. Each of the experts had to organize his or her work under the supervision of the respective Country Programme Coordinator and with the guidance of a team of International Consultants. The tasks were laid out in specific Terms of Reference. At a Regional Workshop in Budapest from 27 to 29 January 1998, the national teams and the group of international consultants discussed in detail the methodological approach and the content of the National Reviews to assure coherence of results.

    CHAPTER I INTRODUCTION 1.1 Research Background Bosnian War (Bosnian Genocide) from 1992 until 1995 was the worst massacre occurred since the Holocaust in the World War II. In 1992, Serbia set out to “ethnically cleanse” Bosnian territory by regularly eliminated all Bosnian Muslims (Bosniaks). Serbian together with Bosnian Serbs ethnic attacked Bosniaks with former Yugoslavian military equipment, and then surrounded Sarajevo as the capital city of BiH. In consequence, many Bosniaks were driven into concentration camps, where Bosniaks women and girls were raped and other civilians were tortured, starved and murdered (Lampe, 2019). This conquest made 70% of the territories in Bosnia-Herzegovina (BiH), wherein the closest Republic from Serbia, was ethnically cleansed from Bosniaks and Croats civilians (Flögel, Lauc, and Goreta, 2010). The Serbian army first traced of the boundary along the valley of Drina, whereabouts plenty of towns with Muslim majority. MINUTES OF THE MEETING LOCAL PROJECT APPRAISAL COMMITTEE Project: Increasing resilience of Livno, Mrkonjić Grad and Maglaj Project ID: BHl0/00110813 Summary of the meeting Introduction Mr. Avdić, UNDP BiH Sector Leader for Energy and Environment initiated the meeting by informing all participants of the Local Programme Advisory Committee (LPAC) that Project "Increasing resilience of Livno, Mrkonjić Grad and Maglaj" received Endorsement of the Czech Government. Expected start of the Project is 15 August 2018. Mr. Avdic stressed out that presenting the project activities, methodology and implementation modalities to LPAC, is a formal precondition and underlined the importance of local partners role within this project. Presentation of the Project Document Project budget is EUR 100,000 and anticipated duration is 12 months starting from 15 August 2018 and ending on 14 August 2019. The project would use the Direct Implementation Modality (DIM). The Project Board will be comprised of the following institutions: Ministry of Security of BiH, Civil Protection Directorate/Administration of FBIH, Civil Protection Directorate/Administration of RS, the Czech Republic Humanitarian Aid and UNDP. Project would lean and build on vast and successful UNDP ORR efforts in the local communities. In particular, the project will be closely interlinked with all relevant on-going and planned ORR related projects to secure alignment of results, efficiency, avoid duplication of efforts and ensure contribution to overall strategic direction. Overall objective of the project is to strengthen disaster risk reduction (ORR) capacities at all government levels in BiH and citizens, with focus on vulnerable categories.

    Geneva, 6 July 2017 Mr. Bego Gutić Tuzla Canton Prime Minister Bosnia and Herzegovina Sent by email: [email protected] IndustriALL Global Union calls on Tuzla Canton Government to intervene at GIKIL Lukavac and ensure national and international labour standards are upheld Dear Honourable Prime Minister Gutić, I write to you on behalf of IndustriALL Global Union, which represents more than fifty million workers in mining, energy and manufacturing industries in 140 countries worldwide, including in Bosnia and Herzegovina, to call on your administration to intervene at GIKIL, Lukavac, to guarantee the full respect of workers’ rights at the site. Please note that the Independent Trade Union of Chemistry and Non-metal Workers in the Federation of Bosnia and Herzegovina is affiliated to IndustriALL Global Union, and this union represents the GIKIL workers here, via the Samostalni sindikat hemije i nemetala u Federaciji Bosne i Hercegovine. We strongly condemn the mistreatment of the 1,000 workers at the company, which left the workers no other choice but to strike and demonstrate. Non-payment of wages is an unacceptable breach of international workers’ rights, as well as of the national legislation of Bosnia and Herzegovina. The union was forced to make an agreement with the employer to simply follow the law and pay wages that were outstanding. The employer did then not respect even this agreement as salaries were again being paid late. The core conventions of the International Labour Organization 87 and 98 have both been ratified by Bosnia and Herzegovina since 1993. These international standards bind your administration to ensure basic trade union rights at GIKIL.
