Governed, except as otherwise provided herein, by Rules and Regulations published in Plains LPG Services, L.P.’s F.E.R.C. No. 10.3.0, and reissues thereof, for joint movements for that portion of the transportation services via route from Marysville Station, St. Clair County, Michigan to a Point on the International Boundary, Near Port Huron, Michigan and Ontario. The movements for that portion of the transportation services from a Point on the International Boundary Near Port Huron, Michigan and Sarnia Ontario to Sarnia Station, Lambton County, Ontario are governed under the rules and regulations contained and referenced in Plains Midstream Canada ULC’s NEB Nos. 34 and 91, and reissues thereof.

The rates listed in this tariff are payable in United States currency and are applicable on the International movement of Ethane tendered to Carriers between established receiving and delivery points in the United States and Canada.

SPECIAL PERMISSION REQUESTED Issued on less than one day’s notice under authority of 18 CFR 341.14. This tariff publication is conditionally accepted subject to refund pending a thirty (30) day review period.

(1) Incentive Rate – The Incentive Rate is applicable to light hydrocarbon liquids products movements from Marysville Station, Michigan to Sarnia Station, Lambton, Ontario and is available to any single Shipper that ships in excess of 1,250 barrels per day in a calendar month or has shipped an annual historical average volume of at least 1,250 barrels per day during the calendar year prior to the month for which service will be provided.

Other Charges Under this tariff, a deduction will be made by the Carrier to cover cost of future NEB LMCI Abandonment [N] 3.42 abandonment as a result of the Land Surcharge (Cents Per Barrel) Matters Consultation Initiative (RH-2-2008, MH-001-2013).

Joint Tariff Routing: 1. Plains LPG Services, L.P. – From Marysville Station, St. Clair County, Michigan to a Point on the International Boundary, Near Marysville, Michigan. 2. Plains Midstream Canada ULC - From a Point on the International Boundary, Near Marysville, Michigan to Sarnia Station, Lambton County, Ontario.

Exceptions to the Tariffs and Rules and Regulations:

In lieu of the payment provisions stated in Item 50 of Plains LPG Services, L.P.’s tariff, F.E.R.C. No. 10.3.0 and reissues thereof, the following will apply: The payment of transportation will be subject to Plains Midstream Canada ULC’s tariff, NEB No. 34 and reissues thereof, Item 50, Payment of Charges.
