Kinder Morgan, though, is still confident. “Pipelines take years to develop, years to build, and provide service for decades afterward. All of this is done in an environ- ment of changing markets, political envi- ronments and regulations,” Hounsel said. “The Trans Mountain Expansion Project began commercial discussions in 2011 and has overcome every challenge since then, going through the most comprehensive regulatory review in Canadian history.” Meanwhile, if Enbridge’s Line 3 is com- pleted successfully — something Auers said most in the industry think will happen — and Trans Mountain isn’t delayed by the B.C. government, Keystone XL could have trouble securing the 90 percent commit- ment rate TransCanada has said it wants for the project. TransCanada claimed a $2 bil- lion writedown on the project in the fourth quarter of 2015 after the U.S. declined the company’s request for a presidential per- mit that November.
