It is matter of great satisfaction that since long, this institution has been serving the community and providing the quality education in the fields of Business Administration, Management Sciences and Information Technology. The alumni of the University of Kotli Azad Jammu and Kashmir are serving in esteemed organizations in academia, industry and actively working not only within Pakistan but abroad as well. The evolution of the campus into a full-fledged university has opened up new horizons of knowledge, not only for the youth of thickly populated Kotli district but also for the rest of the population in the state of Azad Jammu and Kashmir and Pakistan. Newly established departments of the University having dynamic and competent faculty with international exposure in research can help in grooming students in the years and decades to come, the graduates to be trained in a rich and vibrant research environment will contribute in the sustaining the country's economy. Student support in the shape of Prime minister's laptop scheme, Merit scholarships, Fee reimbursement and Higher Education Commission (HEC) need based scholarships are being offered as per guidelines of HEC Pakistan. The diaspora of Kotli residing particularly in UK has shown its keen interest in university development and student's progression by establishing "British Forum for University of Kotli" and hope will be helpful to establish its linkages with HEI's in UK. AJ&K has been administratively divided in to 10 districts including Muzaffarabad, Neelam, Hatyan Bala, Bagh, Poonch, Sudhnoti, Haveli,Kotli, Mirpur and Bhimber. Azad Kashmir is globally acclaimed for its exceptional and amazing natural beauty. The state has a distinct fame among all the tourist resorts in the world. Beautiful valleys, snow-capped mountain peaks, mountain streams, waterfalls, lovely lakes, green meadows, snow-covered landscapes, gardens, trekking routes, religious shrines, historical monuments, cool and delightful climate are to make Kashmir the "Heaven on the Earth". Hiking and tracking sites, trout fishing in the frozen waters of the Neelum River and the remains of the Buddhist civilization in the Sharda Valley are other areas of attraction. The beautiful wood work, the famous Kashmiri handicrafts, traditional Kashmiri foods and above all a clean and immaculate environment presents other areas of delight in Kashmir. The custom rich and traditional society of AJ&K is also a subject of anthropological value. The State of Azad Jammu & Kashmir contributes a distinctive cultural entity developed by its people, which is profoundly different from the rest of the sub-continent. Its mountain terrain and wide valleys decanted harsh terms on the development of its culture. This is why the people of Azad Jammu & Kashmir have developed into a persistent hard working, non aggressive race which leads a simple and frugal life. Their folk dances, music, dress, traditions, jewellery, handicrafts and performing arts all are windows to their character. Its tremendous beauty for which reason it is also described as the "Switzerland of Asia". In addition to exceptional landscape, the state has been known for its rich heritage of diversity in flora and fauna of immense value. 06 University of Kotli Azad Jammu and Kashmir Kotli Kotli is the largest district of Azad Jammu and Kashmir both in population and area. District Kotli is the centre of almost 1 million population. The city is situated on foot hills of lower Himalayas surrounded by the Peer Panjaal Mountain range in North and fascinating valleys of Banah, Sehnsa, Sarsawa and Charhoi in South and West. One of the most attractive tourist sites, Kotli offers the eye catching scenic beauty in its surroundings. The city of more than 300 mosques, tombs and spiritual shrines, has its catchment area of marvelous waterfalls, mountains and vallies. Being the land of peace loving people, Kotli has many attractions other than a fast growing economic hub in the middle of Himalayan Mountains. The hot spring just a few miles away from city is a remarkable miracle that a t t r a c t s t h o u s a n d s o f tourists. The river Poonch flowing in zigzag patterns between the mountains with incredible beauty exhibits fabulous scenes just 10 minutes' drive from the University campus. Kotli has classical buildings and forts of Tharochi and S e h n s a . K o t l i h a s a n excellent location between north and south tourist resorts of Nakyaal, Banjosa, Tolipir and Mangla Lake.

The bulk of international human rights instruments provide that human rights are available to ‘everyone’ as grounded in Universal Declaration of human rights (UDHR), (1948) and other human rights instruments. In relation to women, economic, social and cultural (ESC) rights are specifically grounded in UDHR, Women’s Convention and the International Covenant of Economic, social and cultural rights (ICESCR), (1966). In this context, this paper analyses relevant provisions of women’s rights in order to highlight obligations of AJK pertaining to protection of ESC rights. It discusses the ESC status of women with linkage to Millennium development goals (MDGs). It aims to discuss that what are socio-economic conditions of women in AJK? Is there any pattern of vulner- ability in this respect? In general, ESC rights are considered as mere aspirations and goals therefore the Maastricht guidelines are also formulated. The argument developed throughout article is that though AJK is not a State but is state-like entity and has its human rights obligations, in particular, ESC obligations for promotion and protection of women. The women in AJK are vulnerable and may be empowered by promotion of ESC rights.
