As a new Vice Chancellor of the University, I am committed to make this University among one of the high ranking institutions of the country in every respect. In order to achieve this goal, I would fully utilize my energies, experience and potentials. As University of Kotli ushers into its fourth academic year and achieved significant milestones and there is much that the institute has yet to be achieved in coming years. Higher Education and creation are key sources for the enlightening & developing communities, nations and will be highly sought-after within Pakistan and around the world. Our challenge is to generate ideas that will benefit society, and to educate and train people to work in fields where they will be valued both for their specialized knowledge, and their ability to research, and derive solutions of problems through discussion. University of Kotli, Azad Jammu and Kashmir is a credible academic hub for the students of Azad Jammu and Kashmir due to its quality education and catchment area. The University during the last three years has earned its name due to significant achievements in academic and human resource development. Despite of embryonic stage of its development; University of Kotli has hosted a mega event of an International Conference focusing on indigenous resource of the region. University of Kotli is nurturing more than three thousand students in an array of degree programs because of its peaceful and calm learning environment. It is a matter of great satisfaction that this organization has produced high quality graduates in administrative sciences in near past whom hold key positions in regional, national and international organizations. Newly established faculties including Social Sciences and Humanities and Sciences are taking off for a glorious flight to earn excellent repute in academia and research in the country and globe. Since District Kotli and its catchment area is blessed with tremendous biological and physical resources, the applied research on these resources can act as catalyst to bring about a socio-economic change in the society with sustainable development. University of Kotli is very popular for its conducive environment for learning and support it provides to its students. Student support in the shape of Prime minister’s laptop scheme, Fee reimbursement and HEC need based scholarships are available and are being offered to students as per guidelines of HEC, Pakistan. The University management and faculty is focusing on quality education as well as research to groom the younger generation for national and international services. I welcome all the perspectives students in University of Kotli and wish them best of luck. The University Newsletter is the only source of information of all the curricular, co-curricular, conferences, workshops, seminars, development and social activities the institute is enduring in the region to uplift the standard of education in Azad Kashmir under the umbrella of HEC. It has been my great pleasure working with the University of Kotli (UoK) to present you the 2nd volume of University Newsletter on Academic and Research activities in the year 2017 with high quality content. The UoK Newsletter welcomes submissions that explore social, educational and career aspects of students and teaching because the University Newsletter takes a broad and inclusive view of the study at UoK including all the aspects of teaching-learning. This Publication outlet is suitable for a wide variety of interests. As this is the 2nd edition of Newsletter, it’s been a delightful run, and we would like to thank those who have stuck with us all this time, those that came along for part of the ride, and those who helped to ensure the quality in academic and social learning in the campus. Mr. Muhammad Mubashir Deputy Director Directorate of Planning and Development 4 NEWSLETTER 2017 Thw President of the State of Azad Jammu and Kashmir Sardar Muhammad Masood Khan visited the University of Kotli on December 26, 2017 for stone laying ceremony of Girls Hostel of the University and also distributed PM need based scholarships' cheques among the students of the university. The President addressed the faculty and students of the university. In his address Masood Khan emphasized the quality of education, merit, awareness about use of information technology and positive use of social media. The President encouraged the students of the university to develop their skills and enhance their knowledge for meeting the future challenges and job market needs. Moreover, Honorable President also gave a comprehensive talk on Kashmir issue and its future aspects. He addressed the young talent of the university to play their part for promoting the Kashmiri culture at national and international level and how the youth of AJK can highlight human rights violation in J&K by Indian armed forces at International level through social media. On this occasion The Vice Chancellor University of Kotli Professor Dr. Syed Dilnawaz Ahmad Gardezi , all Deans, HoDs, teaching faculty, administrative staff of the university were present . 5 NEWSLETTER 2017 1st INTER-DEPARTMENTAL NAAT COMPETITION AT UNIVERSITY OF KOTLI ORGANISED BY UNIVERSITY LITERARY SOCIETY ON 21-12-2017. University Literary society organized 1st inter-departmental Naat competition in the conference hall of the university to encourage and motivate the students of the university towards literary activities and engage them in re-creational and positive activities which promote literary sense among youth. Naat competition was organized under the Supervision of Directorate of Students Affairs . In the competition one student from each department competed to represent the concerned department. The chief guest of the event was In- charge Dean Faculty of Social Sciences and Humanities Dr Iftikhar Ahmed Butt. Moreover, in the event Director students'' Affairs Mr. Liaqat Hussain and other distinguished teaching faculty members were also present. The event was won by Anum Rathor Public Administration Department, . Moreover, Mr. Aqeel Kiani got 3rd position in the competition.     1 2 3 DEVELOPMENT SCENARIO General Azad Jammu and Kashmir lies between longitude 730 - 750 and latitude of 33o - 36o and comprises of an area of 5134 Square Miles (13297 Square Kilometers). The topography of the area is mainly hilly and mountainous with valleys and stretches of plains. Azad Kashmir is bestowed with natural beauty having thick forests, fast flowing rivers and winding streams, main rivers are Jehlum, Neelum and Poonch. The climate is sub-tropical highland type with an average yearly rainfall of 1300 mm. The elevation from sea level ranges from 360 meters in the south to 6325 meters in the north. The snow line in winter is around 1200 meters above sea level while in summer, it rises to 3300 meters. According to the 1998 population census the state of Azad Jammu & Kashmir had a population of 2.973 million, which is estimated to have grown to 3.868 million in 2009. Almost 100% population comprises of Muslims. The Rural: urban population ratio is 88:12. The population density is 291 persons per Sq. Km. Literacy rate which was 55% in 1998 census has now raised to 64%. Approximately the infant mortality rate is 56 per 1000 live births, whereas the immunization rate for the children under 5 years of age is more than 95%. The majority of the rural population depends on forestry, livestock, agriculture and non- formal employment to eke out its subsistence. Average per capita income has been estimated to be 1042 US$*. Unemployment ranges from 6.0 to 6.5%. In line with the National trends, indicators of social sector particularly health and population have not shown much proficiency.

    THE ON-OFF DIPLOMATIC TALKS BY MAJ GEN HARSHA KAKAR (RETD) Post the receipt of the letter from Imran seeking a meeting between the two foreign ministers on the side lines of the UN General Assembly (UNGA) session, the government initially agreed, cancelling it the next day, citing few incidents. The first was the brutal killing of the BSF Jawan, Head Constable Narinder Singh. The second was the kidnapping and killing of three J and K police personnel by terror groups supported by Pak. It also quoted the publication of stamps on Kashmir Solidarity day highlighting known terrorists including Burhan Wani. Pak claimed that these stamps were published in July even prior to the elections, well before the present government took office, thus a lame excuse. The spokesperson of the Ministry of External Affairs (MEA) clarified immediately after announcing the acceptance of the meeting that this was not recommencement of bilateral talks, but just a meeting, the agenda of which had yet to be finalized. Even this announcement was ill-timed as it happened on the same day that Narinder Singh was brutally killed. The opposition claimed the government was bending to Pak requests rather than avenging Pak’s brutal actions. Ironically, the incident of Narinder Singh occurred days after the defence minister admitted in a TV interview that India has also resorted to 2 similar actions but does not advertise. This comment was widely covered in the Pak media. Whether it was in retaliation or a challenge is anyone’s guess. The killing of policemen by militants in the valley the next day was the crossing of the threshold of tolerance of the government.

It introduces the importance of class and the state in shaping piety and its politicization. The project challenges the common conflation of piety and politics and thus, the tendency to homogenize “political Islam” even in the context of secular states. It shows how there have been convergent forms of piety and specifically gendered practices across the two cities—but divergent Muslim class relations and in turn, forms of politics. I present four types of movements. In Hyderabad, a Muslim middle-class redistributive politics directed at the state is based on patronizing and politicizing the subaltern masses. Paternalistic philanthropy has facilitated community politics in the slums that are building civil societies and Muslim women’s participation. In Lyon, a middle-class recognition politics invites and opposes the state but is estranged from sectarian Muslims in the working-class urban peripheries. Salafist women, especially, have withdrawn into a form of antipolitics, as their religious practices have become further targeted by the state.

The outgoing Prime Minister Sardar Yaqoob was in office only for ten months since January 2009, when he assumed office after toppling Atiq Ahmed Khan. Atiq Khan was allegedly involved in the overthrow of Yaqoobs's government this time around as is indicated in one of the reports included in this issue. This development reveals the wretched situation of political structures in PoK which are subject to the whims and fancies of the establishment in Pakistan.
