GODINE Sažetak Edukacija, osobito mladih ljudi, predstavlja temelj razvoja i pros- periteta svakog društva i države. S obzirom na činjenicu da je država Bosna i Hercegovina još uvijek država postratne tranzicije i obnove, koja teži većem stepenu ukupnog razvoja, ne smije se zaboraviti i preći preko činjenice da je tokom agresije na Republiku Bosnu i Hercegovi- nu, tačno prije 20 godina, počinjen genocid nad Bošnjacima u sigurnoj zoni UN-a Srebrenici, kao i u svim okupiranim mjestima i gradovi- ma u opsadi. Zaborav je nešto najgore za jedan narod, jedno društvo. Stoga, imperativ prosperiteta ne smije nadvladati sjećanje i saznanje (edukaciju) o tome da je u julu mjesecu 1995. godine u sigurnoj zoni UN-a Srebrenici počinjen zločin genocida nad Bošnjacima. Edukaci- ja o genocidu u sigurnoj zoni UN-a Srebrenici, pored ostalog, treba biti sastavnim dijelom edukacije svih građana Bosne i Hercegovine, osobito mladih ljudi, čime će se dati jasne poruke i pouke budućim generacijama da se takvo nešto nikad i nigdje ne dogodi. S tim u vezi, u aktualne sisteme obrazovanja u Bosni i Hercegovini treba uključiti i edukaciju o genocidu u sigurnoj zoni UN-a Srebrenici, kao sastavnom dijelu nastavnih planova i programa. Takvim pristupom se jedino mogu spriječiti svjesna falsificiranja povijesti i prevenirati radikalni (naciona- listički) stavovi i postupci kod mladih ljudi u Bosni i Hercegovini. To je i osnovna zadaća, svrha i cilj ovog rada. Ključne riječi: edukacija, genocid, Srebrenica, mladi ljudi, sistem, zločini, istina 11 Uvod Edukacija (obrazovanje) o ma kojoj društvenoj pojavi, pa tako i o počinjenim zločinima protiv čovječnosti i međunarodnog prava, pred- stavlja važan aspekt ukupnog društvenog razvoja, izgradnje educiranog društva u skladu s principima i načelima istine kao vrhunskim načelom znanstvenog znanja i saznanja. Ove činjenice su osobito važne i značaj- ne za bosanskohercegovačko tranzicijsko društvo i državu. Znanstvena je istina i društveni fakt kako je u sigurnoj zoni UN-a Srebrenici tač- no prije 20 godina počinjen zločin genocida kao najteži oblik zločina protiv čovječnosti i međunarodnog prava. U tom genocidu ubijeno je 8.372, te nasilno protjerano preko 30.000 Bošnjaka-civila. Ove činjeni- ce su potvrđene presudama Haškog tribunala mnogim zločincima, kao i u presudi iz 2007. godine u predmetu Bosna i Hercegovina protiv Srbije i Crne Gore1, te presudama Suda Bosne i Hercegovine, osobito presude za genocid u Srebrenici. Edukacija o genocidu u Srebrenici u sistemu obrazovanja Od počinjenog genocida u sigurnoj zoni UN-a Srebrenici prošlo je tačno 20 godina. Promatrano sa današnje distance, postavlja se oprav- danim pitanje koliko se doista radi na tome da se istina o genocidu sa- čuva i prenese na nove generacije? Da li se dešava individualni i kolek- tivni zaborav ili se radi na afirmiranju sjećanja, podsjećanja i transfera znanja i saznanja na nove generacije mladih ljudi unutar bosanskoher- cegovačkog društva, kao i regije, ali i cijelog svijeta? Da li je imperativ prosperiteta i traženje, odnosno insistiranje pojedinih velikih svjetskih sila nadvladalo sjećanje i saznanje istine o tome da je u mjesecu julu 1995. godine u Srebrenici počinjen genocid nad Bošnjacima? Mnogo je pitanja koja, u tom kontekstu, traže relevantne odgovore. 1 Više u: Presuda Međunarodnog suda pravde. Sarajevo: Institut za istraživanje zločina protiv čovječnosti i međunarodnog prava Univerziteta u Sarajevu. 12 Osnovno i polazno stanovište, koje treba ponuditi relevantne odgo- vore na navedena pitanja, jeste to kako edukacija o počinjenom genoci- du u sigurnoj zoni UN-a Srebrenici, pored ostalog, treba biti sastavnim dijelom ukupne edukacije budućih generacija. To se ne treba i ne smije odnositi samo i isključivo na građane Bosne i Hercegovine, već i na sve generacije mladih ljudi u regionu i svijetu. Aktualni sistemi obrazovanja u Bosni i Hercegovini, kao ključni ka- nali za transfer znanja i istine o genocidu u sigurnoj zoni UN-a Srebre- nici, nedovoljno ili nikako toj temi ne posvećuje neophodnu pozornost. Naime, u Bosni i Hercegovini funkcioniraju i djeluju tri paralelna obra- zovna sistema, tri paralelna nastavna plana i programa i, nažalost, tri različite istine. To se osobito odnosi na edukaciju o agresiji i počinje- nim zločinima u periodu od 1992 – 1995. godine. Evidentno je, dakle, da ovakvi sistemi obrazovanja, bez jedinstvenog sistema na državnom nivou, ne mogu značajnije doprinijeti, a neki ni ne žele (npr. u etitetu Republika Srpska), širenju i transferu istine o genocidu u sigurnoj zoni UN-a Srebrenici. Of course, the media always play a key role in providing quality information to the general public, with the aim of better understanding all the benefits that these Chinese initiatives can bring to Bosnia and Herzegovina. Also, the media can have a great influence on decision makers by creating a positive environment and by accurate and objective information. Therefore, when it comes to media articles related to these topics, it is important to look at the situation objectively and professionally. The purpose of this paper is to provide an overview of the media treatment of the Belt and Road Initiative and Platform "17+1" in Bosnia and Herzegovina, quantitative measuring of the total number of media releases dealing with these topics in the media with editorial board or visible editorial policy, and their qualitative analysis, as well as the analysis of additional, special relevant articles.

Overview of development1 * The conditions in which the media in Bosnia-Herzegovina operate are very dynamic. In the past years, the media situation has radically changed. The first turnabout took place in 1990 when the dissolution of the socialist system began. New papers of a critical orientation were launched and a generation of young, nonconformist journalists developed. Many of them even today make up the nucleus of the liberal and professionally reputable papers. The media ownership transformation also began. The first multi-party elections were held in the fall of 1990. At that time, national homogenization was carried out to a large extent in the entire Yugoslavia. Yugoslavia’s disintegration began. The national parties which won the elections in Bosnia-Herzegovina were trying to obtain positions for themselves in the media. This primarily refers to the extremely mountainous and coastal regions that are recognizable mainly for ski tourism or bathing tourism. However, the regions without a recognizable "tourist identity" with an attractive natural base and many potentials, especially climate, such as Northeast Bosnia have the opportunity to develop different forms of recreational tourism (sports - recreational, excursion - recreational, health - recreational) in individual parts throughout the year. The favorability of climatic predispositions of Northeast Bosnia is highlighted by the results of analyzes which show that during the year there are neither adverse nor impossible climatic conditions for the development of different forms of recreational tourism. While analyzing the media excerpts, attention was aimed toward determining the qualifications of the mentioned corruptive activities, i.e., the way they were mentioned and interpreted – who is the one that points out to the examples of corruption, who interprets them, and who is named as the perpetrator of these actions. The analysis included 135 texts and features from 9 daily newspapers (Dnevni avaz, Dnevni list, Euro Blic, Fokus, Glas Srpske, Nezavisne novine, Oslobodjenje, Press, Vecernji list), 2 weekly papers (Dani, Slobodna Bosna), 3 television stations (news programme of BHT, FTV, and RTRS, with two features from OBN and TV SA) and 7 web sites (24sata.info, bih.x.info, biznis.ba, depo.ba, dnevnik-ba, Sarajevo-x.com, zurnal.info) in the period between August 15 and 28, 2011. The excerpts were cross-referenced with each date during the analyzed period in order to estimate their frequency in newspapers, assuming that the frequency is one of the indicators of importance of the topic of corruption.

A number of international organizations, governmental, non-governmental, or inter-governmental, foundations and professional organizations are getting involved in assisting media to develop, while sending material and technical support, offering trainings but also getting involved in the establishment of regulatory bodies, and introducing media laws. This method is yet not well researched, and its effectiveness is under the question in academia as well as by practitioners in the field. In this thesis, I explore whether media assistance was an effective tool of democratization and state-building in post-war Bosnia and Herzegovina, a country that became semi-protectorate after the signing of the Dayton Peace Accord. This thesis discuses if the imposition of the rules that regulate the media, can contribute to the process of democratization and state building, and look into how it affected professionalization of the media. The case of Bosnia is particularly indicative since it was one of the first and one of the biggest media assistance efforts, and some of the methods tested here have been transferred to other post-conflict countries, like Kosovo, Afghanistan, Iraq.

    Reconstruction National Integrity System Survey Bosnia and Herzegovina 2007 FINAL DRAFT RNISS Bosnia and Herzegovina 2007 Report Authors Omer Car, Zarko Papic International Bureau for Humanitarian Issues, Bosnia and Herzegovina The National Integrity System The National Integrity System (NIS) approach was developed by Jeremy Pope to understand the weaknesses of state institutions and the failings of previous reform initiatives by asking about corruption from a number of perspectives: the causes of corruption; the relationships of the Executive to other state institutions; key areas where corruption occurs or where democratisation is constrained; those institutions or areas with a role to play in promoting reform and democratisation, and for dealing with corruption; progress with government strategy and donor anti-corruption initiatives; and the relative strengths and weaknesses of these institutions or areas on an individual and collective basis to ensure their own capacity to be free from corruption (‘corruption-proofing’) as well as to promote a more integrated approach to dealing with corruption. The Reconstruction NIS (RNIS) takes the approach further by using it to assess post- conflict countries as they rebuild the state and move toward democratistaion. The RNIS provides a framework through which to assess the impact and legacies of conflict, the multiple political and institutional issues, and the role of donors, not only generally in terms of reconstruction, anti-corruption development, and priorities but also in terms of the often complex and continuing issues of power, corruption and democratization. The RNIS country studies worked to a common template, requiring a country overview and corruption profile, supported by evidence of patterns, levels and causes of corruption.
