V Ljubljani, dne 10. 2. 2010 Podpis avtorja/-ice: ________________________ I Javna podoba visokega predstavnika v tiskanih medijih v BiH POVZETEK Od devetdesetih let 20. stoletja dalje je bila javna domena v Bosni in Hercegovini karakterizirana s propagando in sovražnim govorom, ki sta prispevala k polarizaciji političnega in družbenega prostora v BiH, kot tudi bosanskohercegovskih medijev. Ideološki kontekst, ki je prispeval k temu fenomenu, je bila uporaba nacionalizma v dnevnih političnih in družbenih diskurzih, kot tudi možnost manipuliranja etničnih skupin znotraj kompleksne večnacionalne in večetnične družbe, kot je BiH. V takšnem okolju je bilo pomembno orodje pri emocionalizaciji javne sfere v BiH medijski diskurz, ki je revitaliziral in zagovarjal določeno politično sliko(e) dejanskega stanja v BiH. S ciljem zožiti svoje raziskovanje, bo poudarek moje naloge slonel na uporabi metafor v bosnskohercegovskih tiskanih medijih v dveh časovnih obdobjih, in sicer pri poročanju tiskanih medijev o 10. obletnici Daytonskega mirovnega sporazuma in v odnosu do reformnih iniciativ visokega predstavnika, v obdobju od septembra 2007 do aprila 2008. Uporaba metafor v dominantnih ideoloških predstavitvah je bil pogost element v kritičnih diskurznih študijah, saj metafore predstavljajo velik delež tistega, kar nekdo smatra za realnost. Tako bo ta teorija, ob upoštevanju dejstva, da kritična analiza diskurza raziskuje vlogo diskurznih struktur pri ustvarjanju družbenih neenakostih, skupaj s teorijo konceptualne integracije, osnova moje naloge. Podoba visokega predstavnika v tiskanih medijih bo opazovana skozi uporabo omenjenih teorij v šestih dnevnih in štirih tedenskih časopisih z najvišjo naklado, izdanih v različnih delih BiH. KLJUČNE BESEDE kritična analiza diskurza, teorija konceptualne integracije, urad visokega predstavnika, Daytonski mirovni sporazum, policijska reforma II Public Image of the High Representative in BiH Print Media SUMMARY From 1990ies onwards, public domain in Bosnia and Herzegovina has been characterized by propaganda and hate speeches which have contributed to polarization of BiH political and social space, including BiH media. The ideological context which contributed to such a phenomenon has been use of nationalism in daily political and social discourse, as well as the possibility to manipulate ethnic communities within the complex multinational and multiethnic society such as BiH. In such a milieu, an important tool in emotionalisation of BiH public sphere has been media discourse, which has revitalized and advocated the specific political picture(s) of the status of facts in BiH. With the goal of narrowing down my research, the focus of my dissertation shall lie on the analysis of metaphor use in BiH print media in two time periods, namely in print media reporting on the 10th anniversary of Dayton Peace Agreement and in relation to the reform initiatives of the OHR High Representative in the period from September 2007 to April 2008. Use of metaphors in dominant ideological representations has been a common element of critical discourse studies, since metaphors constitute a significant part of what one takes as reality. Thus, bearing in mind the fact that Critical Discourse Analysis (CDA) explores the role of discourse structures in creating social inequality, this theory, together with Conceptual Blending Theory shall be the basis of my research. The print media image of the High Representative shall be observed through the application of the listed theories on six daily and four weekly newspapers issued in different parts of BiH, which have the highest print run in the country. Of course, the media always play a key role in providing quality information to the general public, with the aim of better understanding all the benefits that these Chinese initiatives can bring to Bosnia and Herzegovina. Also, the media can have a great influence on decision makers by creating a positive environment and by accurate and objective information. Therefore, when it comes to media articles related to these topics, it is important to look at the situation objectively and professionally. The purpose of this paper is to provide an overview of the media treatment of the Belt and Road Initiative and Platform "17+1" in Bosnia and Herzegovina, quantitative measuring of the total number of media releases dealing with these topics in the media with editorial board or visible editorial policy, and their qualitative analysis, as well as the analysis of additional, special relevant articles.

Overview of development1 * The conditions in which the media in Bosnia-Herzegovina operate are very dynamic. In the past years, the media situation has radically changed. The first turnabout took place in 1990 when the dissolution of the socialist system began. New papers of a critical orientation were launched and a generation of young, nonconformist journalists developed. Many of them even today make up the nucleus of the liberal and professionally reputable papers. The media ownership transformation also began. The first multi-party elections were held in the fall of 1990. At that time, national homogenization was carried out to a large extent in the entire Yugoslavia. Yugoslavia’s disintegration began. The national parties which won the elections in Bosnia-Herzegovina were trying to obtain positions for themselves in the media.     Negative trends associated with the media sphere in previous years persist, such as the media’s low level of professionalism, poor protection and conditions for journalists, a weak and oversaturated media market, an unsustainable public media service, a fragmented media scene, and political influence. BOSNIA & HERZEGOVINA 16 EUROPE & EURASIA MEDIA SUSTAINABILITY INDEX 2014 introduction OVERALL SCORE: 2.04 BOSNIA & HERZEGOVINA Bosnia and Herzegovina (B&H) did not show signs of political or economic stabilization in 2013. The governing political parties avoided focusing on substantive reforms and implementing international standards. In April, Ba new political party launched—the Democratic Front, led by Željko Komšić, the Croat member of the B&H tripartite presidency. In the same month, the president of the Federation of B&H, Živko Budimir, was arrested on the accusation of taking bribes to approve amnesties but was released in May due to lack of evidence. In June 2013, public protests in front of Sarajevo’s parliament building and in other cities in B&H highlighted the lack of regulation of citizen IDs for newborns. The citizen initiative across B&H, although holding a promise of revolutionary change, ended as an unsuccessful bid to change politicians’ corruption, inequality, and incompetence. Finally, at the beginning of November, the B&H House of Peoples, in an emergency session and without debate, adopted the proposed amendments and changes to the law on ID numbers. The fact that the protests were organized through online platforms and social media illustrated new media’s growing influence in socially mobilizing the country. However, Serb and Croat parliamentarians framed the protests as an ethnically driven threat to their security and refused to attend parliamentary sessions for several weeks.

Media Intervention and Transformation of the Journalism Model in Bosnia and Herzegovina Amer Džihana* SUMMARY Transformation of a journalistic model in Bosnia and Herzegovina is a long-term challenge both for international organizations engaged in media reform and for local media professionals who strive to establish a model according to developed democratic countries. Although enormous efforts have been made to establish a model that embraces the values of impartial, correct and fair reporting, patriotic journalism - based primarily on the principle “us against them” - remains as the norm for reporting on a great number of social events. It is believed that patri- otic journalism is the essential journalistic model when reporting about contro- versial social events where opposite perspectives of ethno-political elites occur. This claim is supported by the results of analysis of reporting about the trial of Radovan Karadžić, the former president of Republika Srpska before the Inter- national Tribunal for War Crimes. The reasons for the survival of this model are found in non-reformed political spheres that generate social divisions. Radical Islamists used the wars to recruit a large number of Sunni Muslims in the Balkans (Bosnian and Herzagovina and Albanian) for the cause of political Islam and militant Jihad. Converts to Wahhabi Islam not only provide recruits for the so-called “White Al-Qaeda,” but also exhibit growing territorial claims and seek the establishment of a “Balkan Caliphate.” Powers outside the Balkans re- gard this with indifference or even tacit approval. Radical Islamist activity is en- dangering the security of not only Serbia, Macedonia, Montenegro and Bosnia- Herzegovina, but also Europe and the world. The Problem of Ethnic Politics and Trust: The Missing Persons Institute of Bosnia-Herzegovina Kirsten Juhl Research Fellow, University of Stavanger After the violent conflict in the 1990s, between 25,000 and 30,000 persons were missing in Bosnia-Herzegovina (BiH), their fates and whereabouts unknown. Solving the missing-persons issue, and thus reducing some of the damages of the conflict, has been important in the aftermath crisis management and has been considered a prerequisite to prevent recurrences. Two of the latest developments in these efforts are the adoption of the Law on Missing Persons in October 2004 and the establishment of a state-level institution, the Missing Persons Institute (the MPI BiH) in August 2005. This article examines the missing-persons issue from a risk management and societal safety perspective aimed at creating resilient societies.

While analyzing the media excerpts, attention was aimed toward determining the qualifications of the mentioned corruptive activities, i.e., the way they were mentioned and interpreted – who is the one that points out to the examples of corruption, who interprets them, and who is named as the perpetrator of these actions. The analysis included 135 texts and features from 9 daily newspapers (Dnevni avaz, Dnevni list, Euro Blic, Fokus, Glas Srpske, Nezavisne novine, Oslobodjenje, Press, Vecernji list), 2 weekly papers (Dani, Slobodna Bosna), 3 television stations (news programme of BHT, FTV, and RTRS, with two features from OBN and TV SA) and 7 web sites (24sata.info, bih.x.info, biznis.ba, depo.ba, dnevnik-ba, Sarajevo-x.com, zurnal.info) in the period between August 15 and 28, 2011. The excerpts were cross-referenced with each date during the analyzed period in order to estimate their frequency in newspapers, assuming that the frequency is one of the indicators of importance of the topic of corruption.
