    Andreas Gottsmann Gasparri e l’Austria: una relazione privilegiata? Abstract In 1920 the director of the Austrian Historical Institute in Rome, Ludwig von Pastor, also known as the historian of the Popes, was appointed Austria’s Ambassador to the Holy See. For many years he maintained scientific relations with Pope Pius XI, who had been elected in 1922. He also had an excellent relationship with the Vatican Secretary of State, Gasparri. Thanks to the Ambassador’s reports the numerous conversations, which took place between Pastor and Gasparri, can be summarized in seven thematic categories: the reorganization of the dioceses in the Burgenland region, the return of the Habsburgs to the royal throne, the Anschluss, the more general context of the Austrian foreign and domestic policy, the militarization of the political life, the restructuring of the Tyrolean dioceses as well as the Austrian-German dispute over Santa Maria dell’Anima. Undoubtedly, the Holy See and the Republic of Austria had privileged relationships in the interwar period thanks to the mutual trust established between the key players involved. In fact, even though the interests of the State took priority over those of the Church for the Austrian Chancellor Ignaz Seipel, he was seen as the “man of Providence”. Hence, Gasparri had an unwavering trust in the Austrian Chancellor. La línea formada por las sucesivas consagraciones episcopales, que, en teoría debería reconducir a los doce Apóstoles, constituye la genealogía episcopal de un obispo. Se presenta en este artículo la genealogía episcopal del primer obispo de Valparaíso, monseñor Eduardo Gimpert Paut, consagrado obispo titular de Equinos por el obispo Ramón Ángel Jara el 28 de octubre de 1916, en Valparaíso, en la parroquia del Espíritu Santo. Abstract For a catholic bishop to be validly consecrated, he requires to be consecrated by another bishop who, in turn, has been previously consecrated by another bishop, and so on. The line of successive episcopal consecrations which, in theory, should lead back to the Twelve Apostles, is the episcopal genealogy of a bishop. This article presents the episcopal genealogy of the first Bishop of Valparaíso, Monsignor Eduardo Gimpert Paut, consecrated as Titular Bishop of Equinos by Bishop Ramón Ángel Jara on October 28, 1916, in the parish of the Holy Spirit. El año 2007 se cumplieron setenta años del fallecimiento de monseñor Eduardo Gimpert Paut, ocurrido el 29 de agosto de 1937. Fue el primer obispo de Valparaíso después que el Papa Pío XI (1922-1939) erigiera la diócesis de Valparaíso el 18 de octubre de 1925 y lo nombrara su primer obispo el 14 de diciembre del mismo año.

Iosif Vissarionovich Dzhugashvili, otherwise known as Joseph Stalin, is reputed to have asked this question in 1944. His cynicism was occasioned by discus- sions on whether the Holy See under Pope Pius XII (1939-1958) should be involved in negotiations on the reorganisation of Europe. Stalin had been one of the not inconsiderable number of contemporary figures to cause sleepless nights already for Pius XI. According to the 1926 Annuario Pontificio, Pius’« divisions » comprised a few companies of the Swiss Guard, the Guardia Palatina di Onore und the Gendarmeria Pontificia, along with 17 officers and, in addition, 93 members of the Corpo delle Guardie Nobili Pontificie.1 It goes without saying that the significance and influence of the Popes in the period after 1870 was not rooted in this token fighting force. Rather their power depended directly on the presence and acceptance of the highest Catholic office and of its incumbents – above all among the Catholic population and consequently in the context of the era’s power games in national poli- tics. Using Austria and Hungary as examples, this article discusses a number of questions with reference to the symbolic and emotional aspects of the reign of Pius XI : Are there signs of a specific « policy of emotions and symbols » ? If so, which traditional or new instruments served this policy, and with what success ? To what degree did curial ambitions encounter resistance or limitations posed by social condi- tions in a particular country ? Austria and Hungary undoubtedly belonged to the countries that lost most as a result of the First World War.

Juli 1920 über seine verschie- denen Ämter reflektierte. Das Thema meiner Diplomarbeit hat sich aus meiner beruflichen Tätigkeit am Institut für Kirchengeschichte und Kirchliche Zeitgeschichte an der Katholisch-Theologischen Fakultät der Universität Graz ergeben. Ich habe seit 2013 die Möglichkeit, am Institut angestellt zu sein, zuerst als Studienassistentin, dann als Projektmitarbeiterin und nun als Universitätsassistentin, und neben anderen Aufgaben auch am „Seipel-Projekt“, der Editierung der Tagebücher Ignaz Seipels, mitzuarbeiten. Aus dieser Nähe zu den Tagebüchern wuchs in mir der Wunsch, mich näher mit der Person Seipel zu beschäftigen und da es schon zahlreiche Veröffentlichungen über ihn als Politiker gibt, lag es nahe, die priesterliche Seite des Priesterpolitikers zu erfor- schen.

THE END OF THE EUROPEAN GREAT POWERS AND A MAN WITH HIS VISION The history of the integration and unification of Europe was often a result of breaks and rifts closely connected with political concepts that ended up reorgan- izing the continent. An overview of these attempts is presented in an illustration,1 which shows that these plans were developed for the most part against the back- ground of far-reaching changes that were characterized by crises and splits: the end of the First World War in 1918 has been viewed as a twofold radical change which consisted of both the internal and external revolutionizing of the world of nation-states. The collapse of the Concert of European Powers (1815–1914) went hand in hand with the fall of four monarchies, the Austro-Hungarian Monarchy, the German Empire (Kaiserreich), the Ottoman Empire, and Tsarist Russia as well as their transition to both democratic-republican and authoritarian and dic- tatorial political systems.2 Austria’s foreign policy was greatly influenced by all of these crucial developments. Its foreign and domestic policy had been operating in the shadow of the question of Anschluss and the virulent scenarios of civil war since 1918–19.
