1. On 4 May, six skipjack sailing sloops, with junior officer skippers, got underway in Mayport basin under my tactical command. We conducted 60 destroyer tactical evolutions in two hours. These included columns, lines abreast, diamond formations, search turns, corpens, exchanges of station, changes of speed (one third, two thirds and full).

2. By the end of the first hour, a much clearer idea of relative motion and speed caught up with the skippers. The close calls were exciting, but not deadly, learning experiences. By going over difficult maneuvers enough times they became understandable and easier to remember. Progress along the learning curve was highly evident. By the second hour and by the end they had basically mastered the boats and the tactics. Signals were given using R/T procedures over a loud hailer from a chase boat and rogered for by the lift of an arm. Both delayed and immediate executive signals were given.

3. The chase boat used two quarts of gas and the boats belong to the fleet training center, Mayport. The cost of the evolution was minimal.

4. For those who think sailing is only a recreational thing, like golf and tennis, the message in this message may not make sense, but for a commodore who never gets to take his squadron to sea as a squadron to teach the ships these maneuvers, it is an invaluable training aid. The esperit and positive desire to learn the tactics by these junior officers was inspiring. Each officer did all the maneuvers rather than each officer doing one maneuver as normally happens during a one or two hour DivTac scheduled as part of a daily schedule at sea.
