    MINISTRY OF TRANSPORT DRAFT SECTOR MEDIUM-TERM DEVELOPMENT PLAN FOR 2014 - 2017 January 2014 Ministry of Transport SMTDP 2014-2017 Page 1 Ministry of Transport SMTDP 2014-2017 Page 2 EXECUTIVE SUMMARY This is the first Draft of the Ministry of Transport Sector’s Medium Term Development Plan (SMTDP) which has been developed through a consultative process involving the Ministry of Transport and the transport sector Agencies over which it has oversight responsibility. Led by the Ministry, the process commenced in April with consultations and briefings, progressed through August. This SMTDP broadly follows the guidelines and structure proposed by NDPC although, in a search for more detailed and relevant guidance. Chapter 3 looked at the challenges typically presented by the sector to discover the underlying reasons particularly for the perpetually reported ‘lack of financing’, the policy objectives and strategies of the sector. Every effort has been made to harmonize the performance review undertaken in Chapters 1 and 2 with: The sector objectives set out in the Ghana Shared Growth and Development Agenda (GSGDA); the analysis undertaken as part of the Integrated Transport Planning (ITP) project; and the annual performance and operational reviews undertaken by the Agencies. The transport sector benefits from alignment between the objectives set out in the GSGDA with the policy goals and objectives set out in the National Transport Policy (NTP). Chapter 3, provides the adopted policy objectives and strategies from the National Medium Term Development framework 2014-2017 to achieve MDA and National goals in relation to the appropriate theme and also make development projections for 2014-2017 It is the intent of the Ministry and its Agencies to update and integrate more of the ITP recommendations into future plans for the sector.

Lioba Assaba Hirsch 2 Abstract This thesis draws on Black Studies to explore how antiblackness is entangled in the field of global health. Drawing on ‘the wake’, a theorisation of Black life in the aftermath of enslavement and colonialism articulated by Christina Sharpe, it argues that the British- led, international response to the Sierra Leonean Ebola epidemic (2014-16) worked through colonial infrastructures and colonial imaginations of Sierra Leone as a de- historicised landscape, unaffected by transatlantic antiblack violence. It enhances existing analyses of the response by showing that historical entanglements of care and antiblackness signal ‘the wake’ as an epistemic and geographical reality. In Sierra Leone this reality is largely normalised and was, despite its ubiquity, given little consideration in the international Ebola response. The thesis takes the form of a multi-sited, non-linear, geographical study of the international response. It shows that ‘the wake’ underlies the international Ebola response; that it can be traced in Freetown’s cityscape, in the mobilities connecting Sierra Leone and the UK, in British archives and in colonial and contemporary expert accounts. Methodologically the research draws on interviews with international health responders and members of the Sierra Leonean diaspora involved in the Ebola response, fieldwork in Sierra Leone and London, and archival research on British colonial disease control.

INTRODUCTION 1.1 The 13th meeting of the Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan) Steering Committee was held from 29 to 30 May 2014 at the ICAO Regional Office in Dakar, Senegal. The meeting was attended by eighty-one participants including members and observers from the ICAO Council and the Air Navigation Commission (ANC), and senior officers of African Civil Aviation Authorities that accompanied the members of the AFI Plan Steering Committee. OPENING REMARKS 2.1 The Chairperson opened the meeting by recognizing and thanking attendees for the high level of participation in this 13th AFI Plan Steering Committee meeting. He especially thanked the honorable Members of the Council and permanent Representatives to ICAO for their support to the AFI Plan.     EBOLA FACT SHEET AND GUIDANCE ISOS Background Information The largest outbreak of Ebola virus is currently underway in West Africa. The current outbreak is spreading person to person, via bodily fluids (not an airborne virus), causing significant international concern and disrupting both the health and economy of these countries as well as neighboring nations. This outbreak began in Guinea. The first case there occurred in December 2013, though it was not reported to the World Health Organization/identified as Ebola until March 2014. This significant delay means that control measures were not enacted for months, allowing the virus to take hold in the community. Soon after the disease was brought to international attention, cases were also reported in neighboring Liberia. This progression was upsetting but not unpredictable: borders in the affected area are often porous, with people walking from one nation to another on a daily basis. Control measures were enacted in both countries, and seemed effective. By the beginning of April, disease activity slowed. It looked like the outbreak was heading to its end. However, unexpectedly, cases spiked again in late May. New areas were affected. Ebola struck people in areas that had never had an Ebola infection before. The disease also intensified in places where people had previously been infected. There have been cases transported to Europe and North America. The Ebola outbreak in West Africa is not under control, and resources and personnel are stretched in trying to handle the situation. Cultural concerns also play a role: some people in these countries do not believe Ebola is an actual disease.

    Executive Summary The Gambia has an active private sector and the government is committed to encouraging local investment and attracting foreign direct investment. There is a government agency dedicated to attracting foreign investment and promoting exports and it provides guidelines and incentives to all investors whose portfolios qualify for a Special Investment Certificate. Although a smaller market compared to some of its West African neighbors, The Gambia has a comparative advantage of being one of the most politically stable countries in the region. There is a visible presence of foreign investors, particularly from Nigeria, East Asia, the Middle East and North Africa and a limited number of European and American-owned businesses. Trade relations with Turkey have also increased recently. There are opportunities for investment in various sectors such tourism and the hotel industry, agriculture and manufacturing for the larger West African market. There are also opportunities for cashew processing with one of West Africa’s biggest cashew growers, Guinea Bissau, less than a day away by truck. The country has a functioning bank system, although the Central Bank recently took control over two Nigerian-owned banks due to concerns over bad assets and issues with capital reserves. There are currently no restrictions on the conversion of funds. Investors may repatriate profits and dividends through commercial banks or licensed money transfer agencies at prevailing exchange rates. Bank customers can also open foreign currency denominated accounts (FCDs). There is no legal distinction between the treatment of foreign and domestic investors but anti- Western discourse emanating from senior government officials has been of concern to many private sector operators.
