(iii) ".'Y' ' INTRODUCTION I, the Chairman Railway Convention Committee, 1973 hntq been authorised by the Committee, pl'8I8nt this Fifth Report of the Railway Convention Committee, 1973 on action taken bJ Govern- ment on 'the recommendations contained in the Fourth Report of the Railway Convention Committee, 19'11 on "Commercial " ~lted Matters (Part fi)". ". 2. The Fourth Report of the Railway Convention Committee, 1971 was presented to both the Houses of Parliament on the 25th April, 1973. Government furnished their replies indicating the action taken on the recommendations contained in the Report on the 15th Sep- tember, 1973, 8th July and 27th July, 19'14. At their sitting held on the 20th November, 1974 the Committee considered Government's replies and finalised their comments thereon. The Committee also considered and approved draft Chapter-I of the Report. 3. The Report has been divided into the following Chapters:- I. Report. n. Recommendations which have been accepted by Govern- ment. m. RecommeJldations which the Committee do not desire to pursue in view of Government's reply. IV. RecommeDdattou in respect of which Government's replies have not been accepted by the Committee. V. Recommendations in respect of which final replies of Gov- ernment are still awaited. 4. An analysis of the action taken by Government on the recom- mendations contained in the Fourth Report of the Railway Con- yention Committee, 1971 is given in Appendix. It would be observed therefrom that out of 141 recommendations made in the Report, 112 recommendations i.e. 79:5 percent have been accepted by the Gov- ernment and the Committee do not desire to pursue 18 recommen- dations i.e. 12.7 percent, in view of Government's repUes. How- ever, the provision made in the Plan based on the limitation of pro- duction capacity as well as resources, was expected to allow an increase of nearly 19.8 per cent in the non-suburban passenger vehi- cle kilometres. For the suburban traffic the estimates had to be determined by trend projection.

This compendium will provide a glimpse of the events and technological upgradation over last 80 years since inception of this committee. As very old records were not available easily, efforts have been made to collect as much records for the ESC, particularly for pre-independence period. Initially separate ESC meetings used to be held for General Services and Traction. From 49th ESC onward, which was held in January’1999 at Pune, a decision was taken to convene a common ESC meeting for all items of Electrical department. It profiles growth and development of passenger travel market in India. Along with a historical and evolutionary account of modal share underscoring the ecosystem in which the market has functioned, an imperative need for an optimal modal mix is suggested in the interest of the economy as well as environment. Pricing and cost matrix is an important element, so also the demand and supply analysis, particularly of rail services, for investment planning. Some essential features are catalogued by way of lessons learnt for an optimal modal share, which, in turn, implies judicious investments for capacity build-up and development.     Booking Train Ticket through internet Website: irctc.co.in Booking Guidelines: 1. The input for the proof of identity is not required now at the time of booking. 2. One of the passengers in an e-ticket should carry proof of identification during the train journey. 3. Voter ID card/ Passport/PAN Card/Driving License/Photo Identity Card Issued by Central/State Government are the valid proof of identity cards to be shown in original during train journey. 4. The input for the proof of identity in case of cancellation/partial cancellation is also not required now. 5. The passenger should also carry the Electronic Reservation Slip (ERS) during the train journey failing which a penalty of Rs. 50/- will be charged by the TTE/Conductor Guard. 6.     Dhanbad Division-A Historical Perspective Dhanbad is a premier coal loading division of Indian Railways. The first colliery line on this division was laid in 1894 and the Grand Chord section was opened in 1906. The division was initially created as a transportation sub-division of Asansol division in 1946. A full-fledged division became operational in 1963. Dhanbad division was initially one of the five divisions of the Eastern Railway but after the formation of ‘East Central Railway’ on 1stOctober, 2002,Dhanbad division became part of East Central Railway along with four other divisions i.e. Mughalsarai, Danapur, Sonepur and Samastipur with headquarter at Hajipur. Dhanbaddivision primarily loads coal.Most of the coal is carried to ‘Up’ country power houses located in Punjab, Haryana, Delhi and U.P. Coal is also loaded for industries (non-core) located in Northern India. Coal also moves for ‘Down’ country destinations viz. power houses located in West Bengal, and washed coal to steel plants located at Durgapur, IISCO Burnpur&Tisco. Other commodities loaded on the division are bauxite from Tori, Richughuta and Meralgram for Hindalco plant at Renukoot, lime stone/dolomite from Bhavnathpur for Bokaro steel plant and cement from ACC-Sindri and Lemos-Khalari. The territorial jurisdiction of the division covers Pradhankhunta(incl.)-Manpur(excl.), Gomoh-Barkakana-Garwa Road-Chopan, Chopan-Singrauli-Mahadiya, Karaila Road- Shaktinagar, Dhanbad-Sindri town, Dhanbad-Patherdih&Dhanbad-Chandrapura sections. It deals with traffic on two important routes namely G.C. (Grand Chord) section from Pradhankhunta to Manpur& the CIC (Central Industrial Coalfields) section from Gomoh- Barkakana-Garwa road.

Though the Club Memorandum of Association states that the object of the Club is to operate on a no profit and no loss basis, in terms of financial management, it is difficult to aim at such a status. Our efforts at increasing sales, cutting costs, developing new vendors, maintaining good control over inventories and motivating staff to reduce wastage, have all paid off. Joint Secretary Mr. Ganesh Kamath, who is also the Chairman of the Sub Committee on Finance and Kitchen, has been the key driver. Issue 04 As of now, we have not taken up any new large capital expenditure project. Our focus in the last three months has been on completing the pending works of the AC Hall and Gym. We have ordered a Cabin for our Security Guards at a cost of Rs. 1.40 Lakh which should be ready before Christmas. We have floated enquiries for 150 banquet chairs for the new Hall and for an automated boom gate at the entrance. The committee has also approved the installation of a new elevator which will cost somewhere between Rs.10.00 and Rs.15.00 Lakh and negotiations with 3 suppliers are in progress to get the best in terms of costs and quality. The Managing Committee has approved the affiliation requests of The Ranchi Club Limited and The Mumbai Police Gymkhana.
