Venkatraman (Minister of Surface Transport ) laid on the Table, under sub- section (4) of Section 124 of the Major Port Trusts Act, 1963 a copy each (in English and Hindi) of the following Notifications of the Ministry of Surface Transport (Ports Wing) :- (1) G.S.R. No. 398 (E), dated the 2nd September, 1996, publishing the Madras Port Trust Distraint or Arrest and Sale of Vessels (Amendment) Regulations. (2) G.S.R. No. 452 (E), dated the 3rd October, 1996, publishing the Visakhapatnam Trust Dock (Amendment) Regulations, 1996. Shri Maqbool Dar (Minister of State in the Ministry of Home Affairs) laid on the Table, under sub-section (3) of Section 18 of the Central Reserve Police Force Act, 1949 a copy (in English and Hindi) of the Ministry of Home Affairs Notification. G.S.R. No. 392 dated the 21st September, 1996 publishing the Central Reserve Police Force (Medical Officers Cadre) Rules, 1996. Shri N. V. N. Somu (Minister of State in the Ministry of Defence) laid on the Table - 1. A copy each (in English and Hindi) of the following papers under sub-section (1) of Section 619A of the Companies Act, 1956 :- (a) (i) Annual Report and Accounts of the Mazagon Dock Limited, Mumbai for the year 1995-96, together with the Auditors' Report on the Accounts and the comments of the Comptroller and Auditor General of India thereon. 27th and 28th NOV 1996 (b) Statement by Government accepting the above Report . (h) (a) Thirty-second Annual Report and Accounts of the Bharat Earth Movers Limited Bangalore for the year 1995-96,together with the Auditors Report on the accounts and the comments of the comptroller and auditor general of India thereon. (b) Statement by Government accepting the above Report. II A copy (in English and Hindi ) of the following papers :- (i) Memorandum of understanding between the Government of India (Ministry of Defence Department of Defence Production and supplies) and Bharat Earth Movers Limited for the year 1996-97. (ii) Memorandum of understanding between the Government of India (Ministry of Defence - Department Of Defence Production and supplies ) and Goa Shipyard Limited, for the year 1996-97. (iii) Memorandum of Understanding between the Government of India (Ministry of Defence Department of Defence Production and Supplies) and Bharat Dynamics Limited for the year 1996-97. (The House adjourned for lunch at 1.07.p.m and re-assembled at 2.12.p.m ) 3. Government Bill - passed The Maulana Azad National Urdu University Bill, 1995. Further discussion on the motion for consideration of the bill moved by Shri Somappa R. Bommai (Minister of human Resource Development) on the 26th November, 1996, continued. Members took part in the discussion. Shri Somappa R. Bommai replied to the debate. The motion for the consideration of the Bill was adopted. Thereafter, clause by clause consideration of the Bill was taken up. Clauses 2 to 43 and the Schedule were adopted. Clause 1 was adopted, amended. The Enacting Formula was adopted, as amended. The Title was adopted. Shri Somappa R. Bommai moved : That the Bill, as amended, be passed. On, the motion moved by Shri Somappa R. Bommai that the Bill, as amended by passed, Dr. Jagannath Mishra spoke. Shri Somappa R. Bommai replied. The motion thereafter, was adopted and the Bill, as amended, was passed. 4. Clarifications on the Statement by Minister Members sought further clarifications on the statement made by the Minister of Agriculture in the Rajya Sabha on the 26th November, 1996 regarding the situation arising from Cyclone in Andhra Pradesh. Shri H. D. Deve Gowda (Prime Minister) replied to the clarifications. 4. Statements by Ministers (1) Shri Inder Kumar Gujral (Minister of External Affairs ) laid on the Table a Statement (in English and Hindi) regarding the situation in Afghanistan. (2) Shri C. M. Ibrahim (Minister of Civil Aviation and Information and Broadcasting ) laid on the Table a Statement (in English and Hindi) regarding MidAir Collision between Saudi Arabian and Kazakhstan Aircrafts on the 12th November, 1996, near Delhi. (3) Shri Chaturanan Mishra (Minister of Agriculture) laid on the Table a Statement (in English and Hindi) regarding the situation caused by drought the Orissa.
