Shri Inder Gujral (Minister of External Affairs) and Leader of the House introduced 4 Cabi- net Ministers and 1 Minister of State to the House.

2. PAPERS LAID ON THE TABLE

Shri (Minister of Agriculture) laid on the Table, under sub-section (6) of section 3 of the Essential Commodities Act, 1955, a copy (in English and Hindi) of the Ministry of Agriculture

(Department of Agriculture and Cooperation), Notification S.O. No. 306(E) dated the 17th April, 1996, regarding the supplies of fertilisers to be made by domestic manufacturers of fertilisers to various

States, Union Territories/Commodity Board during the period 1st April, 1996 to 30th September, 1996

(Kharif 1996 season).

Shri (Minister of External Affairs) on behalf of Shri laid on the Table-

I. (1) A copy each (in English and Hindi) of the following papers, under sub-section (1) of section 610A of the Companies Act, 1956:-

(i) Eighth Annual Report and Accounts of the Indian Railway Finance Corporation Limited, , for the year 1994-95, together with the Auditors' Report on the Accounts and the comments of the Comptroller and Auditor General of thereon.

(ii) Review by Government on the Working of the above Corporation.

(2) Statement (in English and Hindi) giving reasons for the delay in laying the papers mem- tioned at (1) above. II. A copy (in English and Hindi) of the Ministry of Railways, Notification G.S.R. No. 116(E), dated the 8th March, 1996, publishing the Railways Passengers (Cancellation of Tickets and Refund of Fares) Amendment Rules, 1996, under Section 199 of the Railways Act, 1989.

DR. U. Venkateswarlu (Minister of State in the Ministries of Urban Affairs and Employment and

Parliamentary Affairs) on behalf of Shri Srikanta Kumar Jena laid on the Table, under sub-section (3) of Section 10 of the Salary and Allowances of the Leaders of Opposition in Parliament Act, 1977 a copy each (in English and Hindi) of the following Notification of the Ministry of Parliamentary

Affairs:-

(1) G.S.R. 211(E) dated the 15th May, 1996 publishing the leaders of Opposition in Parliament (Allowances, Medical and other Facilities) Amendment Rules, 1996.

(2) G.S.R. 212(E) dated the 15th May, 1996 publishing the leaders of Opposition in Parliament (Allowances, Medical and other Facilities) Amendment Rules, 1996.

Shri Muhi Ram Saikia (Minister of State in the Deptt. of Education) in the Ministry of Human Re- source Development) laid on the Table a copy each (in English and Hindi) of the following papers:-

(i) Annual Report and Accounts of the National Book Trust, India, New Delhi, for the year

1994-95, together with the Audit Report on the Accounts.

(ii) Statement by Government accepting the above Report.

(iii) Statement giving reasons for the delay in laying the papers mentioned at (i) above.

(2) Shri M. Arunachalam (Minister of Labour) laid on the Table a statement (in English and Hindi) ex- plaining the circumstances which had necessitated immediate legislation by the Employees' Provident

Funds and Miscellaneous Provisions (Amendment) Third Ordinance, 1996.

5. ANNOUNCEMENT REGARDING GOVERNMENT BUSINESS FOR THE WEEK COMMENCING 15TH JULY, 1996.

Dr. U. Venkateswarlu (Minister of State in the Ministries of Urban Affairs and Employment and Parliamentary Affairs) announced that Government Business during the week commencing Monday, the

15th July, 1996 will consist of:-

1. Discussion on the Resolution regarding extension of President's Rule in the State of Jammu

& Kashmir beyond 17th July, 1996. 2. Discussion on the Statutory Resolution seeking disapproval of the Arbitration and Conci- liation Ordinance, 1996 and Consideration and Passing of the Arbitration and Concilia- tion Bill, 1995.

3. Discussion on the Statutory Resolution seeking disapproval of the Employees Provident

Funds and Miscellaneous Provisions (Amendment) Ordinance, 1996 and Consideration and

6. PRIVATE MEMBER'S BILLS-INTRODUCED

(1) The child beggars (prohibition and rehabilitation) Bill, 1995

Miss Saroj Khaparde moved for leave to introduce a Bill to prohibit the children form begging and to provide for the deterrent punishment for forcing children to beg either by their parents or by organis- ed gangs or by any children institution and for the rehabilitation of those hapless children who have to beg and subsist on begging by the state by establishing Rehabilitation Centres, special schools and vocational training centres for such child beggars and for matters connected therewith.

The motion was adopted.

Miss Saroj Khaparde introduced the Bill.

(2) The soiled and damaged currency notes (compulsory exchange by banks) Bill, 1995.

Miss Saroj Khaparde moved or leave to introduce a Bill to provide for the compulsory exchange of soiled and damaged currency notes by all the Banking Companies and their branches including rural and cooperative banks without any deductions thereon on being produced by citizens before such banking companies and for matters connected therewith or incidental thereto.

The motion was adopted.

(3) The Housewives (Compulsory weekly Holiday from Domestic chores) Bill, 1995.

Miss Saroj Khaparde moved for leave to introduce a Bill to provide for a compulsory weekly holiday for the housewives from doing the domestic choes to enable them to take rest and enjoy the day according to their pleasure and for making it obligatory for other members of the family to do the domestic chores on that particular day and for matters connected therewith or incidental thereto.

The motion was adopted.

(4) The Constitution (Scheduled Tribes) order (Amendment) Bill, 1995.

Shri E. Balanandan moved for leave to introduce a Bill to provide for inclusion of certain tribes in the list of Scheduled Tribes specified in relation to the State of .

7. PRIVATE MEMBER'S BILL-UNDER CONSIDERATION

The Indecent Representation of Women (Prohibition) Amendment Bill, 1995

Further discussion on the motion for consideration of the Bill moved by Miss Saroj Khaparde on the 1st December, 1995, continued.

Members took part in the discussion.

8. MESSAGE FROM THE LOK SABHA

Secretary-General reported to the House the following message received from the Lok Sabha signed by the Secretary-General of the Lok Sabha:

"That a Joint Committee of the Housed to be called the Joint Committee on Offices of Profit be constituted consisting of Fifteen members, ten from this House and five from the Rajya Sabha, who shall be elected from amongst the members of each House in accordance with the system of proportional representation by means of the single transferable vote: "That the functions of the Joint Committee shall be-

(i) to examine the composition and character of all existing "Committees" (other than those examined by the Joint Committee to which the Parliament (Prevention of Disqualification) Bill, 1957 was referred and all "Committees" that may hereafter be constituted, membership of which may disqualify a person for being chosen as, and for being, a member of either House of the Parliament under article 102 of the Constitution;

(ii) to recommend in relation to the "Committees" examined by it what offices should disqualify and what offices should not disqualify ;

(iii) to scrutinise from time to time the Schedule to the Parliament) Prevention of Disqualification) Act, 1959, and to recommend any amendments in the said Schedule, whether by way of addition, omission or otherwise ;

That the Joint Committee shall, from time to time, report to both Houses of

Parliament in respect of all or any of the aforesaid matters ;

That the members of the Joint Committee shall hold office for the duration of the present Lok Sabha ;

That in order to constitute a sitting of the Joint Committee, the quorum shall be one- third of the total number of members of the Committee ;

That in other respects, the Rules of Procedure of this House relating to Parliamentary Committees will apply with such variations and modifications as the Speaker may make; and

That this House recommends to the Rajya Sabha that the Rajya Sabha do join in the said Joint Committee and to Communicate to this House the names of the members to be appointed by the Rajya

Sabha to the Joint Committee."

2. I am to request that the concurrence of Rajya Sabha in the said motion, and also the names of the members of Rajya Sabha so appointed, may be communicated to this House."
