CHAPTER 43 ELECTORAL STATISTICS 43.1 India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a commitment to hold regular, free and fair elections. These elections determine the composition of the Government, the membership of the two houses of parliament, the state and union territory legislative assemblies, and the Presidency and vice-presidency. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. 43.2 The Election Commission of India is an autonomous, quasi-judiciary constitutional body of India. Its mission is to conduct free and fair elections in India. It was established on 25 January, 1950 under Article 324 of the Constitution of India. Since establishment of Election Commission of India, free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice- President of India. The Election Commission is headed by the Chief Election Commissioner and other Election Commissioners. There was just one Chief Election Commissioner till October, 1989. In 1989, two Election Commissioners were appointed, but were removed again in January 1990. -

Apart from reflecting the prestige and authority of the position, these descriptions point to the key role the Speaker plays in the healthy functioning of parliamentary democracy. This purpose is woven into the tenets of the Speakership, and is evident in the Speaker's role as Presiding Officer of the House. This paper tries to explain the role of the speaker in India. Descriptive Representation and Conflict Reduction: Evidence from India’s Maoist Rebellion* Aidan Milliff † & Drew Stommes ‡ April 19, 2021 Abstract Can greater inclusion in democracy for historicallydisadvantaged groups reduce rebel vio lence? Democracybuilding is a common tool in counterinsurgencies and postconflict states, yet existing scholarship has faced obstacles in measuring the independent effect of democratic reforms. We evaluate whether quotas for Scheduled Tribes in local councils reduced rebel vi olence in Chhattisgarh, an Indian state featuring highintensity Maoist insurgent activity. We employ a geographic regression discontinuity design to study the effects of identical quotas implemented in Chhattisgarh, finding that reservations reduced Maoist violence in the state. Exploratory analyses of mechanisms suggest that reservations reduced violence by bringing lo cal elected officials closer to state security forces, providing a windfall of valuable information to counterinsurgents. Our study shows that institutional engineering and inclusive representa tive democracy, in particular, can shape the trajectory of insurgent violence. Political Nominations & the Anglo-Indian: A Reality Check BRYAN OLIVER PEPPIN The 11th World Anglo-Indian Reunion 2019 held at Loyola College, Chennai, on January 8, 2019. Photo: M. Karunakaran As India gears up for another general election, a forgotten section of the electorate is the about 1.50 lakh strong Anglo-Indian community. Under the constitutional guarantee of Article 331, two members would be nominated to represent the community in the next Lok Sabha as has been the procedure since independence. In this analysis, Bryan Oliver Peppin, Retired Professor of English, The New College, Chennai, and author of Black and White: The Anglo-Indian Identity in Recent English Fiction, discusses the issues that matter for the Anglo-Indian community. Emphasising that “no other individual parliamentarian serves people across the length and breadth of the country” he calls for consensus in the process of nominating the Anglo-Indian representatives to the Lok Sabha. Moreover, the nominated MPs “must have unblemished records and be well-known regarding the welfare of the people they are supposed to represent”. Peppin points out that it is “always better to have outspoken crusaders rather than people who simply sign above the dotted lines” and that the nominated Members of Parliament should be ready and willing to take up a just cause and see to it that justice prevails in all disputes. “Since the two representatives are sometimes lucky enough to be chosen, they should not take it as a matter of course to look down on the people they are supposed to serve”.
