1. PAPERS LAID ON THE TABLE

Shri R. L. Jalappa (Minister of Textiles) laid on the Table-

I. A copy each (in English and Hindi) of the following papers, under, sub-section (1) of section 619A of the Companies Act, 1956:-

(i) (a) Seventy-fifth Annual Report and Accounts of the British Corporation Limited, Kanpur, for the year 1994-95, together with the Auditors' Report on the Accounts and the comments of the Com- ptroller and Auditor General of India thereon.

(b) Review by Government on the Working of the above Corporation.

(ii) (a) Annual Report and Accounts of the National Jute Manufactures Corporation Limited, Calcutta, for the year 1993-94, together with the Auditors' Report on the Accounts and the comments of the Com- ptroller and Auditor General of India thereon.

(b) Review by Government on the Working of the above Corporation.

II. Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (1) above.

Shri T. G. Venkatraman (Minister of Surface Transport) laid on the Table-

I. A copy each (in English and Hindi) of the following papers, under section 24 of the Inland Waterways Authority of India Act, 1985:

(i) Annual Report and Accounts of the Inland Waterways Authority of India, Noida (U.P.), for the year 1994-95 together with the Auditor Report on the Accounts.

(ii) Review by Government on the Working of the above Authority.

II. Statement (in English and Hindi) giving reasons for the delay in laying the papers mentioned at (I) above.

Shri N. V. N. Somu (Minister of State in the Ministry of Defence) laid on the Table, under Article 309 of the Constitution of India, a copy (in English and Hindi) of the Border Roads Development Board, Notification G.S.R. No. 343, dated the 22nd July, 1995, publishing the General Reserve Engineer Force Group, 'C' and Group 'D' Recruitment (Amendment) Rules, 1995, together with a Statement giving reasons for the delay in laying the Notification.

2. MESSAGES FROM THE

(I) Parliamentary Committee to review rate of Di....vidend payable by Indian Railways to the General Revenues.

....(II) The Appropriation (Railways) No. 3 Bill, 1996.

(III) The Representation of the people (Amendment) Bill, 1996.

Secretary-General reported to the House the following messages received from Lok Sabha, signed bythe Secretary-General of Lok Sabha-

"I am directed to inform you that Lok Sabha, at its siting held on Tuesday, the 30th July 1996, adopted the following resolution:-

That this House do recommend to Rajya Sabha to agree to associate six Members from Rajya Sabha with the Parliamentary Committee to repayable by the Indian Railways to the General Revenues as well as other ancillary matters in connection with Railway Finance vis-a-vis the General Finance and to make recommendations thereon, and to communicate the names of the Members of appointed to this House.

I am to request that the concurrence of Rajya Sabha in the said resolution and also the names of the Members of Rajya Sabha so appointed, may be communicated to this House."

"In Accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Appropriation (Railways) No. 3 Bill, 1996, as passedby Lok Sabha at its sitting held on the 30th July, 1996.

The Speaker has certified that this Bill is a Money Bill within the meaning of article 110 of the Constitution of India."

III "In accordance with the provisions of rule 96 of the Rules of Procedure and Conduct of Business in Lok Sabha, I am directed to enclose the Representation of the People (Amendment) Bill, 1996, as passed by Lok Sabha at its sitting held on the 30th July, 1996."

3. BILLS LAID ON THE TABLE

Secretary-General laid on the Table a copy of the following Bills, as passed by the Lok Sabha:-

(i) The Appropriation (Railways) No. 3 Bill, 1996.

(ii) The Representation of the People Amendment Bill, 1996.

4. MOTION FOR ELECTION TO THE NATIONAL WELFARE BOARD FOR SEAFARERSADOPTED

Shri T. G. Venkatraman (Minister of Surface Transport) moved:

"That in pursuance of clause (i) of rule 4 of the National Welfare Board for Seafarers Rules, 1963, read with sub-section (2) of section 218 of the Merchant Shipping Act, 1958 (44 of 1958), the House do pro- ceed to elect, in such manner as the Chairman may direct, one member from among the members of the House, to be a member of the National Welfare Board for Seafarers."

The motion was adopted.

5. CALLING ATENTION TO MATTER OF URGENT PUBLIC IMPORTANCE

Shri Gururdas Das Gupta called the attention of the minister of Labour to the need of enacting a legislation for protection of rights and improvement of living conditions of agriculture workers

Shri M. Arunachalam (Minister of Labour) made a statement.

Thereafter, members sought Clarifications on the statement.

Shri M. Arunachalam replied to the clarifications.

6. THE BUDGET (RILSAYS) 1996-97

Further discussion on the Budget (Railways), 1996-97 continued.

Members took part in the discussion.

Shri (Minister of Railways) replied to the debate. The discussion on the Budget (Railways), 1996-97 was concluded.

9. @ (a) STATUTORY RESOLUTION SEEKING DISAPPROVAL OF THE EMPLOYEES' PROVIDENT FUNDS AND MISCELLANEOUS PROVISIONS (AMENDMENT) THIRD ORDINANCE, 1996 WITHDRAWN

Shri Satish Agarwal moved:

"That this House disapproved of the Employees' Providents Funds and Miscellaneous Provisions (Amendment) Third Ordinance, 1996 (No. 24 of 1996) promulgated by the President on the 20th June, 1996."

@(b) GOVERNMENT BILL-PASSESD

The Employees' Provident Fund and Miscellaneous (Provisions (Amendment) Bill, 1993 as reported by the selected Committee.

"That the Bill further to amend the Employees' Provident Funds and Miscellaneous Provisions Act, 1952, as reported by the Select Committee, be taken into consideration.

Members took part in the discussion on the Resolution and the Motion for consideration of the Bill.

(a) The Resolution disapproving the Ordinance was withdrawn by leave of the House.

"That the Bill further to amend the Representation of the People Act, 1950 and the Representation of the People Act, 1951, as passed by the Lok Sabha, be taken into consideration."
