P a g e 2 | 13 NATIONAL SUPERBIKE CHAMPIONSHIP (NSC) Dear racers and interested participants, In 2017 The Superbike Association (TSA) approached the Kenya Motor Sports Foundation (KMS Foundation) requesting for the formation of a closed circuit superbike racing championship recognized by, and run under the regulations of the Fédération Internationale de Motocyclisme (FIM). The KMS Foundation were enthusiastic over the request to grow motorcycle sports in the country and consented for the four-race TSA 2018 East Africa Superbike Championship (EASBC) (formerly known as the Superbike Championship (SBC)) to be run under observance as a candidate event. KMS Foundation was impressed by the organizational capabilities of TSA during the 2018 candidate season and proceeded to form the four-round, eight-race National Superbike Circuit Racing Championship (NSCRC) for 2019. KMS Foundation developed a set of rules known as the National Competition Rules (NCRs) which all competitors must adhere to. It must be emphasized that the national championship belongs to MSFK. KMS Foundation does not organize any of the four rounds but has instead delegated hosting to race promoters. Hosting rights for the NSCRC are currently shared by two clubs; TSA and Road Warriors (RW) on two homologated racetracks; The Great Rift Valley (TGRV) in Mai Mahiu and Whistling Morans (WM) in Athi River. TSA is at liberty to independently organize clubman championships in addition to hosting the national championship. The TSA clubman championship is the East Africa Superbike Championship (EASBC). Lady Rider of the Year: Amina Reeve (412) Changes for 2020 1) The National Superbike Circuit Racing Championship (NSCRC) was renamed National Superbike Championship (NSC) 2) The Motorcycle Sports Federation of Kenya (MSFK) was registered. Due to confusion of names between the Kenya Motorsports Federation (FIA licence holder which organizes car racing) and Kenya Motorsports Foundation (FIM licence holder which organizes motorcycle sports); and also to comply with the Kenya Sports Act, it was seen fit to register the MSFK to take over motorcycle sports. 3) Races shall be timed using transponders. Some of you may be wondering “Who is the Motorcycle Sports Federation of Kenya (MSFK) and why are they relevant to us superbike racers? Why do we need to be governed by them?” FIM, founded in 1904, is the governing body for motorcycle sport and the global advocate for motorcycling. In 1998 the FIM created six Continental Unions (CONUs) which are recognized geographic subdivisions of the FIM. The African CONU is known as FIM-Africa. As the local representative of the FIM, FIM-Africa is responsible for promoting and growing motorcycling across the African continent – not only in respect of motorcycle sporting events organised under its jurisdiction, but also for other non- sporting matters such as leisure riding, touring, road safety; environmental awareness; medical and safety matters and increasing the number of women in all spheres of motorcycling. P a g e 3 | 13 NATIONAL SUPERBIKE CHAMPIONSHIP (NSC) Each CONU comprises of a number of national bodies known as Fédération Motocycliste Nationale (FMN). An FMN is the National Motorcycle Federation or other national body recognised by the FIM as the sole holder of sporting power in the country. In our case, MSFK is Kenya’s only FMN and exercises delegated power from FIM. FIM currently has 113 affiliated members with 14 in Africa namely: South Africa, Kenya, Uganda, Zimbabwe, Zambia, Botswana, Namibia, Madagascar, Algeria, Egypt, Libya, Mauritania, Morocco and Tunisia. The license which would ordinarily cost Ksh. 14,000 has been discounted by 71% in order to encourage participation in the 2020 season. Each competitor shall therefore be required to pay MSFK Ksh. 4,000. Junior riders (under 18) shall also pay Ksh. 4,000; ordinarily their license would cost Ksh. 12,000. This represents a 67% discount. Fees paid to MSFK are used to run the secretariate. Each club organizing a round of the NSC also charges an entry fee used to fund the event. In the case of TSA adults shall pay Ksh. 3,500 per event and juniors Ksh. 1,500. The club shall also generate revenues from penalties such as late registration and late scrutineering on race day. TSA encourages all riders to register for the national championship, NSC. Benefits of participating in the NSC include: 1) Recognition as Kenya's national champion in your respective class. NSC supersedes all other club championships. Results of NSC, which are remitted to FIM-Africa, will be the official record for national championships. 2) The MSFK License allows the holder to participate in any FIM licensed superbike championship globally. 3) Invitation to the annual MSFK prize giving ceremony where riders will be feted. 4) Subject to availability, MSFK will secure sponsorship that will enable it subsidize the competitor's costs. For TSA races, riders may participate in in more than one class provided they have submitted the necessary Entry Form for each class. As an incentive, the registration fee shall be for one class. For example, a rider competing in the Superbike and Sport 250 shall pay Ksh. 3,500 per round. PROCEDURE FOR ACQUIRING MSFK COMPETITOR LICENSE Step 1: Fill in Competition Licence Application Form Step 2: Undergo medical check-up. Fill in Medical Form and Medical Card from the CMO. Step 3: Submit the forms by Friday 6th March 2020. MSFK will issue the Competition Licence Number immediately the forms are submitted. In the following weeks after registration is completed competitors will be issued with their FIM Competition Licence Identification Card. Recent Passport Size Photographs (2 Photographs) P a g e 5 | 13 NATIONAL SUPERBIKE CHAMPIONSHIP (NSC) MEDICAL Medical examinations conducted by MSFK certified doctors shall be mandatory for the 2020 season. Competitors shall be issued with a form and medical card that MUST be signed and stamped by the doctor after the check-up before presenting to MSFK for application of a competition licence. Anti-doping and alcohol tests may be carried out according to the FIM Africa Medical Code. A rider who tests positive will be excluded from the whole event. Further penalties may be imposed. Applicants using substances included in the WADA Prohibited List will not be accepted except with a valid Therapeutic Use Exemption (TUE) approved by the KMS Foundation. For safety reasons riders must not participate in competition if they are found to have a blood alcohol concentration superior to the threshold of 0.00. g/L. It is the discretion of the Medical Director or Doctor in charge at any race meeting to carry out any anti-doping tests or verify alcohol abuse by any rider.
