3. Business

(1) Reports from the PCC

(a) Annual report

Nick Thwaites presented the Annual Report. Copies of the report were distributed by email in advance of the meeting, in addition to copies being available at the meeting. Special thanks were given to the many people who work for the church, often behind the scenes, in particular Ray and Mary Willmington, the organists, the retired clergy, the Home Visit team, Michelle Lucas, the bell ringers, flower arrangers, tea and coffee team, the cleaners and Rev. (c) Electoral Roll

A new electoral roll was prepared this year. David Chippington reported the number on the roll stands at 87 (73 in the parish and 14 outside of the parish). A copy of the roll notice will be put on the church notice board.

(d) Fabric Report

The fabric report was included in the annual report. Key issues include the need to repair the Lady Chapel (likely cost £17,000 to £20,000), internal redecoration and the roadside wall which seems likely to require rebuilding.

(e) Financial Statements The Treasurer’s report was presented by the Chair on behalf of the Treasurer. An article in the A&W Times highlighted the need for more financial support from the wider community. In 2018 expenditure exceeded income by over £4,000. PCC is looking at how to increase income and where savings can be made.

Copies of the financial statements were distributed by email in advance of the meeting and are on the church noticeboard.

Questions- The Chair invited questions:

Mary Rogers - what is being done to raise additional fund s for the fabric (e.g. Coombe Raleigh bell fund raising). Nick said that applying for grants will be a key part of any fund raising campaign as well emphasising to wider community that St Michael’s is a village asset. Margaret Dymond - noted that the A&W article on church financing was excellent. Sheila Errington - noted that fund raising always comes down to the same few people. Asked how we can get more young people and the school involved. It was noted that links are forged, e.g. with school choir singing at village events. The congregation thanked the Wardens and the Secretary for their work.

The Deanery Synod reported was included in the Annual Report.

2019 Report and Accounts for the Parochial Church Council of St Michael & All Angels Church Awliscombe

Note that although this annual report is being presented at the delayed APCM on 4 October 2020, it relates to the calendar year ended 31 December 2019 unless stated otherwise.

Aim and purposes St Michael’s Parochial Church Council (PCC) has the responsibility of co-operating with the Team Rector, the Reverend Prebendary Sue Roberts, in promoting in the Parish, the mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is responsible for the maintenance of the fabric of the church and maintenance of the churchyard.

Objectives and Activities The PCC is committed to enabling as many people as possible to worship at our Church and to become part of our parish community, listening to all views and bearing in mind the practicalities of being a part of the Mission Community (HMC). The PCC maintains an overview of worship throughout the parish and considers how as many of the village groups as possible might be involved. Our services endeavour to put faith into practice through prayer and scripture, music and sacrament. ● Through worship and prayer; learning about the Gospel and developing knowledge of and trust in Jesus; ● Provision of pastoral care for people living in the parish; and ● Missionary and outreach work. To facilitate this, it is important that we maintain both the fabric of the building and the churchyard.

Achievements and progress

Worship

The PCC offers a range of services across the month. Sunday morning services are always at 9.30am with the exception of HMC services held in St Paul’s Honiton, for example to celebrate Pentecost together and Confirmations.

This year we continued to welcome families to our Family service on the first Sunday of the month. The order of the liturgy for the Family Service, introduced in 2016, has become an established part of our monthly cycle of worship. The Revd. Ann Stuckey invariably presides at family service and brings to it a distinct and well received flavour. Thank you Ann. The Family service is an opportunity for Baptisms to be held during the service, but they may also be held during any service with the exception of the fourth Sunday which is lay led and called New Life. It is led by 5 teams and offers a well supported non-Eucharistic alternative. On the 2nd and 3rd Sundays Sundays in the month Parish Eucharists take place; on fifth Sundays we join with other parishes in the HMC at St Paul’s Honiton, often followed by a parish lunch .

A weekly reflective Eucharist is held on a Thursday evening. During the winter months this is by candlelight Sadly declining attendance at this suggests that with limited clergy resources this service may not be viable in the immediate future. (NB With effect from March 2020 this Eucharist has been replaced by a simple service of Compline which we hope will appeal to a wider congregation and reduce pressure on clergy resources)

Choral evensong is conducted monthly, except in July and December, in one of the MC churches. This service has a band of loyal supporters, many to sing in the choir, from across the MC.

The Team Rector moves around the MC, conducting services and is ably assisted by retired clergy. Without the support of retired clergy, St Michael’s and the MC as a whole would be challenged severely. We are most appreciative of the services of Archdeacon John Rawlings, Revd Ann Stuckey, Revd John Harrison, Revd Stephen Treeby, and the Revd Christine Donkersley.

Our worship is greatly enhanced by the accompaniment by the organists and pianists Ken Wood, Mary Boulton, Michelle Lucas, and Julia Thwaites and by the singing group led by Nick Thwaites. The Christmas choir, augmented with other local singers, is a boost and a joy for all. We are also grateful to Rick, Nick, Michelle and Sophie for their musical contribution on guitar, clarinet, recorder and flute.

The bell ringers continue to ring to a high standard led by their Captain Roger Sprigg. They practise weekly on a Tuesday evening, ringers coming from Buckerell , Gittisham and from St Michael’s and including learners. The ringers take it in turns to visit the different towers. The Captain would like to see ringing every Sunday here at St Michael’s but unfortunately there are not enough ringers to do this. The bells were rung before the Carol Service and Mothering Sunday. Ringers rang for weddings during the year. More ringers are always welcome.

As usual the church was beautifully decorated for the Harvest Festival, Christmas and at Easter. Thanks are extended to our flower rota coordinator, Jane Davies and all who volunteer.

The Christmas Carol service was well attended with the choir once again giving a wonderful performance. The Christingle was also well attended and the music group splendidly augmented under the leadership of Michelle Lucas and Timandra Burford. Midnight Mass was available in 3 of the other HMC Churches.

The Easter celebration, followed by an Easter egg hunt, was very well attended as usual.

All are welcome to our services; at present (October 2020) there are 85 parishioners on the Church Electoral Roll – compared with April 2018 when there were 98. Participation continues to decline, as some of our members age and find attendance an increasing challenge, and also in the absence of a Team Vicar residing in the village. On average 19 adults attend a normal service, together with 2 – 4 children at the Family Service – compared with 22 adults and 2 children last year We have celebrated, during the year, 3 weddings, 4 baptisms, and 2 funerals. We have shared in the happiness of the gift of new life and the starting of their journey of faith. We have also shared in the joy of two people joining together through marriage and the sorrow of families in the loss of a loved one, together with thanks for lives lived here on earth.

Deanery Synod

When possible Grace Gillard our Deanery Synod representative attended the Deanery Synod The Synod is intended to provide the PCC with a link between the parish and the wider structures of the Church. Subjects discussed included the future structure of parishes within the Deanery.

Fabric

In common with so many parish churches there is the real danger that maintaining the fabric of the church becomes the raison d’etre of the PCC. The damp around the window in the Lady Chapel has involved several investigations, the obtaining of quotes and advice from church architect Russ Palmer. Early in 2018 the PCC authorised Mr Palmer to obtain quotations for this work and and seek the consent of the Diocesan Advisory Committee for work to proceed. Unfortunately progress with obtaining the necessary DAC consent has been slow. Once obtained the PCC will be seeking funding from within the parish and from external grants. In December 2019 Mr Palmer resigned from his position as Church Architect. Steps were initiated to make a new appointment (NB. In February 2020 the PCC appointed Ms Jo Hibbert BA(Hons) DipArch AABC RIBA as Church Architect. One of her first actions was to notify the churchwardens of the availability of emergency funding for fabric repairs, and to assist with the application, which has now been submitted, for funding of the repairs to the Lady Chapel roof)

In April Awliscombe School expressed concern about the condition of the south wall of the churchyard and the possible danger to children should the wall collapse. This wall whose top is at ground level of the churchyard over many years has developed a lean outward which now is approximately 20 degrees. The PCC consulted Mr Palmer and consequently obtained an engineer’s report. The PCC has been advised that the wall, which is Listed Grade 2, should be dismantled to ground level and re-built. Quotations for this work were obtained. The approximate cost of restoring the wall is of the order of £21,000. The PCC has sought from the Diocesan Advisory Committee List B approval for the work to be undertaken (approval was granted in February 2020). The PCC will seek grant funding to assist with undertaking this task.

Redecoration of the church interior is on hold until the problems of damp have been resolved.

Minor Quinquennial and other work has continued through the year including the start of a project to paint the gutters and downpipes. Our volunteer cleaners, from within and outside the normal congregation, keep the church looking spick and span throughout the year.

Following the demise of the old ride-on mower In 2018 the PCC resolved to engage a contractor to cut the churchyard grass. The Awliscombe & Weston Parish Council very generously agreed to make a significant contribution toward the cost of this, and the PCC is hopeful that further support may be available from the East District Council. The contractor has maintained the churchyard in good order.

PCC member, Mark Dalrymple, holds the PCC’s fabric portfolio and we are grateful for his perseverance in addressing the seemingly never-ending demands of the building.

Pastoral

Pastoral care is provided by members of the Church; Home Communion is taken to Hembury Fort Residential Home and to other individuals on a monthly basis.

We are very grateful to the commitment of the members of two teams, including Mary Willmington, Doreen Chippington, Maureen Perry, and Allison Bryant who visit so faithfully.

Volunteers

We would like to thank all the volunteers who work so hard to make our church the lively and vibrant community it is. In particular we want to mention our churchwardens Nick Thwaites and Roger Caudwell who have worked tirelessly on our behalf, our Treasurer Mrs Trudie Jenkins who has helped us to understand the church’s finances, our PCC Secretary Mrs Sharon Thwaites for attending to the multifarious matters and returns that are the lot of the PCC secretary, and for compiling rotas for tea/coffee making, sidespersons, readings, intercessions and other tasks, and not least to all those who perform these duties and contribute to the smooth running of our services. Special thanks to Mary and Ray Willmington, who in so many ways ‘oil the wheels’ to ensure that our Sunday services go as they should.

Mission

The occasional offices of Baptism, weddings and funerals give us great opportunities to welcome and reach out to those who come to our church in joy and in sorrow. Other opportunities include all fundraising events, for example the fete (again most successful, raising about £2,950 and our thanks to Sharon Thwaites and her committee for all their hard work), the Harvest auction, and the Soup and Puds lunch. In June in a new fundraising venture Mr and Mrs Fortescue invited the Awliscombe and Weston community to visit their immaculate garden and to tea, the latter organised by Nick Thwaites and a band of volunteers. Once again members of St Michael’s congregation played their part in contributing to the staffing of the MC Tea Tent at the Honiton Show, this year on sunny day.

The HMC parish magazine, Christian Review has been distributed monthly to a declining number of parishioners. In December the MCC agreed to launch in January 2020 a briefer and snappier on-line monthly newsletter, Around the Parishes. This is sent to all who have agreed to receive information by email, and in hard copy to the small number not on email. The newsletter, which is edited with great style and imagination by Revd. Sue, is designed to keep our parishioners informed of the important matters affecting our Church and articles that help develop our knowledge and trust in Jesus.

School

Awliscombe Primary School’s Federation with C of E Primary School remains a great success, both schools increasing in size and enjoying strong support from parents and the local community. In September 2019 there were 91 children on role (excluding the pre-school) at Awliscombe and this number has increased in 2020. Mrs Penny Hammett continues as executive head of both schools, with Mrs Vicky Morris as Head of School at Awliscombe.

Youth This is an area that has seen a sad but steady decline over recent years. With a small congregation and relatively few families, only two teenagers attend church with any regularity and it is likely that the number will fall to zero in the foreseeable future. Making church attendance appealing to children once they no longer want, or feel obliged, to accompany their parents to services, is a challenge that we have so far not found an answer to.

Team Mission Community

St Michael’s is one church among five to form a Mission Community with St Paul’s, Honiton, St Nicholas, Combe Raleigh, St Mary and St Giles, Buckerell, St Michael’s, Gittisham and Cotleigh. The Mission Community Council met four times during the year. The MC met socially to play skittles – the Awliscombe team won for a third consecutive year!

Financial Review (prepared by the outgoing treasurer, Mrs Trudie Jenkins)

The total receipts for the year were £30,793 (2018 - £26,484)and the total expenditure was £30,193 (2018 - 31,417), resulting in a total surplus of £600 (2018 - £4,933 deficit). This surplus is comprised of a deficit on unrestricted funds of £3,525 and a surplus on restricted fabric, bell and churchyard maintenance funds of £4,125. Total expenses included our Diocesan parish share which was £21,743, however £10,354 of this was still owing to the Diocese at the end of the year. During 2020 we received the outstanding gift aid claims, which enabled us to make a payment of £11,000 to the Diocese in July 2020. The Diocese have allocated this payment to our 2020 common fund, therefore the creditor for 2019 will remain unpaid, as the unrestricted funds as at 31.12.19 are only £1,539. Utility costs and insurance were on a par with last year. Total donations received increased by £3,468 from the previous year to £21,970. However, the increase is entirely due to a single large donation referred to below, as regular planned giving in 2019 has decreased significantly, falling from £18,152 to £15,555, a drop of £2,597. On the other hand our fund raising and church activity income increased from £6,294 last year to £8,186 this year, a rise of £1,892, largely due to increased wedding and funeral fees. We have also received an anonymous donation of £5,000 (plus Gift Aid of £1,250, not recovered at the end of 2019), for the repair of the Churchyard wall as well as £1,000 from the Parish Council towards maintenance of the Churchyard. Total one-off gifts therefore totalled £6,415, a rise of £4,965 from last year. Our total funds as at 31/12/2019 were £34,845. This figure is made up of the designated Bell fund £2,360, the restricted fabric fund £30,946 (including investments) and unrestricted general funds of £1,539. Reserves Policy It is PCC policy to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments, equivalent to £6,862 to cover emergency situations. Please note that this policy could no longer be maintained at the end of 2019, due to the fall in unrestricted donations and giving. It is also PCC policy to maintain a restricted fabric fund balance of £10,000, as a contingency against emergency repairs of the Church building. Thank you to everyone who gives regularly to St Michaels & All Angels. The PCC would especially like to thank the Parish Council for their generous donation of £1000 to the costs of mowing the Churchyard.

Safeguarding Policy

The following policy was agreed at the Parochial Church Council (PCC) meeting held on 25 June 2019.

“In accordance with the Church of Safeguarding Policy our church is committed to: ❖ Promoting a safer environment and culture. ❖ Safely recruiting and supporting all those with any responsibility related to children, young people and vulnerable adults within the church. ❖ Responding promptly to every safeguarding concern or allegation. ❖ Caring pastorally for victims/survivors of abuse and other affected persons. ❖ Caring pastorally for those who are the subject of concerns or allegations of abuse and other affected persons. ❖ Responding to those that may pose a present risk to others. The Parish will: - Create a safe and caring place for all. - Have a named Parish Safeguarding Officer (PSO) to work wlth the lncumbent and the PCC to implement pollcy and procedures. - Safely recruit, train and support all those with any responsibility for children, young people and adults to have the confidence and skills to recognise and respond to abuse. - Ensure that there is appropriate insurance cover for all activities involving: children and adults undertaken in the name of the Parish. - Display in church premises and on the Parish website the details of who to contact if there are safeguarding concerns or support needs. - Listen to and take seriously all those who disclose abuse. - Take steps to protect children and adults when a safeguarding concern of any kind arises, following House of Bishops guidance, including notifying the Diocesan Safeguarding Adviser (DSA) and statutory agencies immediately. - Offer support to victims/survivors of abuse regardless of the type of abuse, when or where it occurred. - Care for and monitor any member of the church community who may pose a risk to children and adults whilst maintaining appropriate confidentiality and the safety of all parties. -. Ensure that health and safety policy, procedures and risk assessments are in place and that these are reviewed annually. - Review the implementation of the Safeguarding Policy, Procedures and Practices at least annually.

Each person who works within this church community will agree to abide by this policy and the guidelines established by this church.”

The PCC appointed Mrs Jane Davies as the Parish Safeguarding Officer.

Governance and management

The method of appointment of PCC members is set out in the Church Representation Rules. At St. Michael’s the membership of the PCC consists of the incumbent (our Team Rector), churchwardens, and members elected by those members of the congregation who are on the

church electoral roll. All those who attend our services / members of the congregation are encouraged to register on the church electoral roll and stand for election to the PCC.

The Annual Parochial Church Meeting (APCM) was held on 30th April 2019 during the Sunday morning service with Eucharist.

The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members are encouraged to receive initial training into the workings of the PCC.

The PCC met four times in 2019 and meetings were well attended. Meetings were held at the Honiton Inn. The PCC has two committees. The Worship committee which meets once a quarter together with other representatives from the HMC; and report to the PCC. Details of good practice are exchanged, joint HMC services are planned and the diary for festivals is discussed. The second committee is the Standing Committee comprising the Incumbent, the Churchwardens, the PCC Secretary, and the Treasurer. The Standing Committee’s role is to manage day to day church affairs between PCC meetings and with the Team Rector to draw up the agenda for PCC meetings.

The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2020) and a charity currently excepted from registration with the Charity Commission.

The Future

The retirement of the Team Vicar Revd Jane Lankester in February 2018 provided an opportunity for the Diocese to review the structure and organisation of the Honiton MC and the adjacent parishes. Initially the Diocese proposed that the HMC and the Offwell Benefice be merged which with 9 parishes would justify the appointment a full time Team Vicar. This proposal proved not to be acceptable to two of the Offwell Benefice parishes and subsequently the Diocese determined that two of the Offwell Benefice parishes become part of the Holyford group, Cotleigh become part of the MC and the remaining two parishes stay in a reduced Offwell Benefice. As a consequence the Diocese decided that there should be a 0.6 FTE Team Vicar appointment in the expanded MC. We look forward to an appointment being made in 2020. Change is always a challenge. Your PCC is ready to make a positive contribution!

Your Church Wardens Nick and Roger had another interesting year continuing to discover more about their roles and responsibilities and our church.
