TV Shows THE VOICE Channel One Russia announced casting for a new talent show Format: The Voice. CHANNEL ONE RUSSIA The Voice based on the Dutch company Talpa format. The show will premiere later this autumn.

Contestants are aspiring singers drawn from public auditions. The show’s format features three stages of competition. The first is the blind audition, in which four coaches listen to con- tenders without seeing them, and turn their chairs to signify that they are interested in working with that artist. If more than one coach turns the chair, the artist chooses the coach he or she would like to work with. The blind audition ends when each coach has a set number of artists to work with. The competition then enters into a battle phase, when the coaches picks two of their own team members against each other to sing the same song together in front of a studio audience. After the vocal face-off, the coach must choose which singers will advance. At the end of the battle episodes, the strongest members of each coach’s roster proceed to the live stage shows. In this final per- formance phase of the competition, the top contestants from each team compete against each other during a live broadcast.

This August Ukrainian TV channel Inter announced casting for Format: Don’t Stop Me Now. INTER a new talent game show Don’t Stop Me Now based on the British company Magnum Media format. The show will pre- miere this autumn.

In this show where everyone in the audience thinks they’re a superstar and wants the chance to prove it, a studio full of acts are all hoping that they’ll get called onto the stage to perform in front of the nation and win a cash prize. The stage will have three different looks for three different types of acts and will see stand-up comics, singers and variety acts all try their hand at impressing the audience. The only downside is that if they’re not as good as they think they will be literally ejected from the show. The rest of the audience act as judge and jury: every member of the studio audience has a voting keypad and the moment more than half of them have had enough, it’s all over for the performer. Those who make it through the full 100 sec- onds will line up for the final judgement in which the host will re- veal who will be the winning act and walk away with prize money.

1+1 Ukrainian TV channel 1+1 acquired rights for the production of the local version of ITV Studios Global Entertainment scripted format The Last Cop. The original German TV drama The Last Cop (Der letzte Bulle, Germany, 2009-2011) was produced by ITV Studios Ger- many and Granada Produktion. Three seasons 13 episodes each aired on German Sat.1 channel. 1+1 is now working on script adapta- tion. Shooting is planned to start in spring 2013.

In original series the plot revolves around German homicide detective Format: The Last Cop. Mick Brisgau who was shot in the head on duty in the late 1980’s. As a Duration: 45 min. result of this headshot, he was in coma for 20 years. The show starts when he suddenly awakes. As an old-school macho-cop, he doesn’t know about modern technology (i.e. cellphones, computers, modern investigation methods) and deals with homicide cases in his 80’s style manner that makes him a unique officer in the today’s city of Essen police headquarters.

CHANNEL 31 Kazakh Channel 31 operated by Russian independent media com- pany CTC Media signed a multi-year output deal with Warner Bros. International Television Distribution. This agreement marks the first time an exclusive output deal has been done in Kazakhstan. Some foreign distributors showed their interest in Ukrainian anima- tion. Television market in the CIS countries is a rapidly developing industry both in terms of the quantity of TV channels and locally produced television content. For the past ten years CIS TV market drew dramatically, FOCUS especially in such countries as Russia, Ukraine and Kazakhstan which are the biggest regional TV markets. Nevertheless television industry evolve rapidly also in other CIS countries, such as Uzbekistan, Kyrgyzstan, Azerbaijan, Tajikistan, Armenia, Moldova and Belorussia. The only one “closed for the others’ eyes” mar- ket of the region is Turkmenistan, where there are only 5 TV channels, all of which are state-owned.

CIS TV market The most competitive TV markets of the region with the biggest number of national-wide analogue TV nets are Russia (19 national-wide TV channels), Ukraine (14) and Kazakhstan (11). After analogue switch off overview (in the majority CIS countries deadline for digital terrestrial TV switchover is set for 2015) the number of national-wide terrestrial TV channels will double or even triple in the CIS countries.

From the advertising point of view Russia, Ukraine and Kazakhstan are also the biggest markets in the region. TV advertising in Russian reached in 2011 more than $4.35 billion, in Ukraine – $440 million, in Kazakhstan – $380 million. It’s necessary to mention that economic crisis of 2008-2009 influenced negatively advertising revenues of the CIS countries broadcasters. For example, in Ukraine TV advertis- ing market fell almost twice in 2009 and still cannot recover after the crisis. In Belorussia crisis for TV industry started in 2011 when advertising revenues decreased 40% (to $68 million) comparing with 2010. This tendency in Belorussia continues till now and analysts say 2012 will show 25% drop of the local advertising market.

From the programming point of view entertainment content prevails almost in all CIS markets. Neverthe- less in different countries of the region certain TV content restrictions exist. For example, in Moldova TV channels are not allowed to broadcast foreign movies in Russian translation, in Ukraine panel games are prohibited on TV. But the most strange restriction (we are not talking about Turkmenistan, where almost all foreign and entertainment content is forbidden) was introduced this year in Azerbaijan where starting from this May foreign TV series are prohibited to broadcast by TV channels.

Russia dominates in the region by the quantity of locally produced TV content. There are more than 150 production companies in the country that are supplying channels with TV dramas, comedies, detectives and TV shows. More than 60% of programming content of the largest TV nets in Russia is locally produced. At the same time Ukraine is a region leader by TV shows production (and adaptation of the international formats). In the last 18 months Ukraine has come to be among the top three countries by the volume of foreign TV formats purchase. In the preceding decade (from 2000 to 2009) there were less format shows and programs launched in Ukraine, than in 2011 and first half of 2012. Roughly there were a little over 40 foreign formats adapted in the years 2000-2009. At the same time, in 2011 and first half of this year the amount of format TV-shows produced in this country outnumbered the total of the whole previous decade – the number of foreign formats adapted in the last 18 months crossed the mark of 60 absolutely new proj- ects (not counting the subsequent seasons of the big shows, which were launched earlier). Game shows and reality shows are leading both in Russia and Ukraine.

In Kazakhstan feature movies production is better developed than in Ukraine, but in terms of TV content production this country is just starting to evolve. Local TV production in such countries as Armenia, Azer- baijan, Moldova, Kyrgyzstan, Belorussia, Tajikistan and Uzbekistan is represented by TV shows, because high-quality series production is not yet a matter of fact for these territories. TV channels of above-men- tioned countries prefer to broadcast Russian and American TV content. In Azerbaijan, for instance, Turkish TV dramas are very popular. Romanian content is desired in Moldova, and both Korean and Turkish series are welcomed in Uzbekistan and Kyrgyzstan.

Republic of Belarus is one of the CIS countries where the national cinema chain as well as the industrial enterprises are owned by the state. In an exclusive interview to CIS:Content Report Vasily Coctysh, di- INTERVIEW rector general of Kinovideoprokat unitary company of Minsk municipal executive committee, told about conditions of the local cinema market, peculiarities and pace of modernization of the city cinema chain and also about cooperation with international distributors and right holders and theatrical distribution of Belarusian films. Controlling the city cinema chain Kinovideoprokat also acts as a film distributor. And vice versa, the com- pany is a distributor operating the cinema chain. This scheme appeared to fit the best to the conditions of the local market, at least in Minsk.

Till 1997 the cinemas were in a private property, and only few of them were used for its intended purpose. The renters didn’t care about maintaining the buildings and equipment. Since 1997 Kinovideoprokat start- ed creating its chain gradually joining up Minsk cinemas one by one.

There were some ideas to privatize the company, but Kinovideoprokat net assets value is $28.6 million and the company’s appraised value is even higher. So there is no private businessman yet wishing to buy the chain and to invest into its reconstruction and technical re-equipment.

What was the reason of implementing such a type of organizational structure? What are the ad- vantages of combining the functions of distributor and cinema chain manager?

It is profitable for the cinema to be a part of the chain. Each specific cinema is not a legal body but an affiliate of Kinovideoprokat with some organizational and HR resources management powers excluding all that related to financial issues. Cinemas of the chain do not pay to any distributors. It is the company Vasily Coctysh who decides on where to invest money earned by the whole chain in order to attract more viewers to the cinemas by improving conditions in auditoriums, technical base modernisation and new films screenings. There are four cinemas in Kinovideoprokat chain that are still unprofitable, but it’s just the matter of time.

Before joining the chain each cinema was a separate legal entity, and 12 distributing companies working on the local market gave their law to the cinemas securing the larger part of the profits. Minsk Kinovideo- prokat was the first on the post-soviet territory to form the cinema chain with a joint structure form of or- ganization and managing system. The same year – 1997 – Russian company Caro started reconstruction and re-equipment of the cinema concert-hall Pushkinsky in Moskow.

In the beginning Kinovideoprokat was annually financed over 60% from the Minsk city budget. Another 30% were earned from renting out premises. Nowadays rent makes up only 3% of the company annual profit, 4% - concession business. The main source of income is films exhibition – 93%. So, the company is interested in developing each particular cinema to make it popular among the cinema goers. At the same time the cinemas strive to bring more profit to contribute into further development and technical upgrade of the whole chain.

How do you cooperate with the right holders?

Kinovideoprokat signed direct long-term contracts with the Russian subsidiaries of Hollywood majors. Belarusian market is Russian-language, so it is convenient to cooperate with Moscow distributors without intermediaries. They receive the specified share of box office. Two months before the release we agree the number of copies, schedule, etc. The company controls every screening. Web-cameras are installed in each auditorium to prevent any abuse of power by the cinema administration and staff. holidays. Kinovideoprokat has never intended to be an intermediary between the right holders and Belaru- sian cinemas but sometimes we did accept offers of our Russian partners to act as an agent in distribution deals with local cinemas (for example, private cinema Rubin Plaza in Minsk).

As for regional cinemas, they usually pay a fixed fee for the exhibition rights to the intermediaries. Major right holders and international film distributors trust the premiere releases only to the companies with a guaranteed income. To keep up with the world premieres schedule Kinovideoprokat is installing digital projection equipment in the cinemas and improving conditions in the auditoriums (comfortable seats, air conditioning, etc.).

How many cinemas does Kinovideoprokat operate? Are you going to expand the chain?

The company operates 15 cinemas in Minsk. One of these is a five-screen multiplex, another one has three screens and three more are two-screen cinemas. All of the rest are one-screen cinemas built in the times of the Soviet Union. Nevertheless, large screens allow viewers to experience new different im- pressions and are very popular with the audience. There are two cinemas equipped with extremely large screens and auditoriums – Octyabr (1188 seats) and Moskva (900 seats), but these are much less profit- able than modern multiplexes. The number of seats in the cinemas of the chain totals 9 thousand. That will do in the city with population 1.8 million people. But there are only 25 screens and it is not enough. 10-15 more screens would be sufficient to comply with the terms of the regional market.

You’ve just told about the re-equipment of the cinemas. What has been done by now and what do you plan to do in the future?

Kinovideoprokat already installed digital projection equipment in seven cinemas of the chain: Berestye, Kiev, Salyut, Tsentralny, Avrora, Oktyabr and Mir. In total 13 auditoriums will be upgraded by the end of 2012. And the next year all the cinemas of the chain will be digital. Re-equipment, construction and recon- struction costs are covered with the funds provided by the state according to the Culture of Belarus state program for 2011-2015.

At the same time Kinovideoprokat is the only Belarusian cinema chain operator that doesn’t receive state subsidies for cinemas maintenance. Expenses for current repairs, new seats installation, bar equipment and spare parts purchasing, etc. are met with the company’s budget.

What is the cinema ticket price in Minsk? How will the price change after installing digital projec- tion equipment?

Tickets for the children movies cost 3 thousand Belarusian rubles ($0.35). The most expensive are the tickets for long length 3D feature films - 40 thousand rubles ($4.7). The pricing is flexible. Twice a week we provide 50% discount for those who can’t afford the full price. Tickets in digital cinemas are 30% more expensive than in those using physical film prints.

What was the total chain box office in 2011? What is the forecast for 2012?

5 million tickets were sold in 2011 in Minsk. As a matter of fact cinemas of our chain provide 60% of the total territory box office. During the first six month of 2012 we sold 2.7 million tickets and collected 36 bil- lion Belarusian rubles ($4.2 million) and the full year box office is expected to reach 75 billion rubles ($8.8 million).

What Belarusian films were released in 2011-2012? Does the audience like local features?

The state film studio Belarusfilm is the only company to produce full length feature films in our country. In fact it mostly fulfills the orders of local TV channels as well as Russian broadcasters and production com- panies. The studio sells theatrical rights for fixed fee, not for the percentage from box office. Only two local Cinema «Oktyabr» films were released in 2011. Neither fantasy for children Ryzhik in Wonderland (6 thousand tickets sold in Minsk) nor melodrama On the Crossroads succeeded. In 2012 Lonely Island - co-production drama of Belarus, Latvia and Estonia - was released. The results are disappointing. Cinema goers pay money for entertainment and Belarusian films don’t entertain them. Viewers will not watch the movie just for patriotic reasons.

Would you describe the situation on the theatrical distribution market in the regions?

The Ministry of Culture didn’t approve the unified strategy of the industry development. In some regions cinemas are controlled by the Ministry, and are affiliated to regional and district executive bodies in the others. They are constantly reformed and reorganized. Some of these cinemas were modernized but the most need to be re-equipped. Private businessmen are not interested in operating cinemas. There are many risks in theatrical business and it needs long term investments. For example, private digital cinema Rubin Plaza in Minsk was shut down not so long ago. Single cinema is not profitable in our country. They should be united in the chains. And it doesn’t matter who owns the chain – state authorities or private businessman. Kinovideoprokat is the example of the effective operating structure.
