Ripresa della sessione La seduta è aperta alle 15.10. 2. Dichiarazioni della Presidenza Il Presidente esprime la sua più ferma condanna dei recenti attacchi terroristici che, dopo l'attentato a Manchester il 22 maggio, hanno colpito l'Egitto, l'Iraq e l'Afghanistan, e trasmette il cordoglio del Parlamento alle famiglie delle vittime. Il Parlamento osserva un minuto di silenzio in memoria delle vittime. Il Presidente comunica la decisione del Presidente americano Donald Trump di ritirare gli Stati Uniti dall'accordo di Parigi sul cambiamento climatico e indica che si consulterà con il Presidente della Commissione Jean-Claude Juncker e il Presidente del Consiglio europeo Donald Tusk sulle iniziative da adottare. 3. Approvazione del processo verbale della seduta precedente Il processo verbale della seduta precedente è approvato. 4. Composizione del Parlamento Le autorità competenti della Repubblica francese hanno comunicato l'elezione di Thierry Cornillet e Patricia Lalonde in sostituzione, rispettivamente, di Sylvie Goulard e Marielle De Sarnez, come deputati al Parlamento, con decorrenza dal 18 maggio 2017. Il Parlamento prende atto della loro elezione. A norma dell'articolo 3, paragrafo 2, del regolamento, finché i loro poteri non siano stati verificati o non sia stato deciso in merito a una contestazione, Thierry Cornillet e Patricia Lalonde siedono con pieni diritti nel Parlamento e nei suoi organi, purché abbiano preventivamente dichiarato di non ricoprire alcuna carica incompatibile con quella di deputato al Parlamento europeo. Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones.
