We participated in the 26th General Assembly of the International Maritime Organization and visited a number of United States, NATO, European Union, and coalition partners. There are several themes that emerge from the world of work that our Guardians perform this week and every week beyond our maritime borders. 1. The world is becoming more complex and the trend will continue. 2. The issues we face challenge existing governing structures that were created in different times to address different threats. 3. Asymmetrical threats such as piracy, illegal fishing, and illegal immigration are proliferating and challenge our governing structures and operational response models. 4. The value, relevance, and return of investment of Coast Guard resources has never been more appreciated. 4. Allocating our forces outside the western hemisphere has always been a challenge but the demand is likely to outstrip our capability for the foreseeable future. 5. These realities will require us to make tough choices in the near future as we reconcile supply and demand for our limited resources. I am more well informed and sensitive to the complex issues at play having made these visits.

Who produces indie? What is the ideology behind it? How can they realize their idealistic goals? Who participates in the indie community? Borrowing Stuart Hall’s theory of encoding/decoding, I propose that Chinese indie music production encodes ideologies into music. Pierre Bourdieu has noted that an individual’s preference, namely, tastes, corresponds to the individual’s profession, his/her highest educational degree, and his/her father’s profession. Whether indie audiences are able to decode the ideology correctly and how they decode it can be analyzed through Bourdieu’s taste and distinction theory, especially because Chinese indie music fans tend to come from a community of very distinctive, 20-to-30-year-old petite-bourgeois city dwellers. Overall, the thesis aims to illustrate how indie exists in between the incompatible poles of mainstream Chinese popular music and Chinese rock music, rephrasing mainstream and alternatives by mixing them in itself.

La presente tesis de investigación se inserta dentro de los debates contemporáneos sobre cultura urbana en la frontera norte de México y se resume en tres grandes premisas: la primera es que el corrido y el metal forman parte de dos estructuras musicales de larga duración y cambio lento cuya permanencia es una forma de patrimonio cultural. Para desarrollar esta premisa se elabora una reconstrucción historiográfica desde la irrupción de los géneros musicales en el siglo XIX, pasando a la apropiación por compositores tijuanenses a mediados del siglo XX, hasta llegar al testimonio de primera mano de los músicos contemporáneos.
