I. SITUATION OVERVIEW

A. BACKGROUND

The northeast monsoon that prevailed over Northern and Central and the tail- end of a cold front affecting Southern Luzon, and triggered the occurrence of moderate to heavy rains and subsequent floodings and series of landslide incidents affecting 24 provinces in Regions IV-B, V, VII, VIII, X, XI, CARAGA and ARMM. Listing of areas affected by landslides, flooding & storm surge is on Tab A. As of 5:00 PM today, 09 January 2011, Northeast Monsoon still prevails over Northern and Central Luzon and the Diffused Tail-end of a Cold Front affect Southern Luzon and Visayas.

B. EFFECTS

1. Affected Population (Details on Tab B)

 Number of population affected remains at 213,264 families / 1,120,685 persons in 1,073 barangays of 124 municipalities and 10 cities of 21 provinces in Regions IV-B, V, VII, VIII, X, XI, CARAGA and ARMM  Among the eight (8) affected regions, CARAGA got the highest number of affected population with 112,096 families / 601,804 persons, followed by Region VIII (35,463 families / 185,675 persons), while Region V ranks 3 rd with 37,514 families / 191,777 persons  A total of 44,836 families / 231,925 persons have been served both inside and outside evacuation centers from the combined sources of DSWD and LGUs: Inside 82 Evacuation Centers = 4,022 families / 17,353 persons Outside Evacuation Centers = 40,851 families / 214,755 persons

4. Status of Lifelines

4.1 Roads

Region VIII – Northern Samar –Catarman Macagtas Section in Brgy. Macagtas and National Highway along Brgy Washington and via Catarman-Lope de Vega are still impassable due to road slippage CARAGA – All national and secondary roads are already passable as of reporting time Region XI – Compostela Valley -Two (2) footbridges in Brgy Andap, New - washed-out. Davao del Sur Roads along Brgys. Pongpong and Buca, Sta. Maria, Davao del Sur are impassable to all types of vehicles Davao del Norte – Kapalong-Talaingod-Valencia- Road in Brgy. Sto. Nino (Km 1524+300-1513+600) is closed to traffic due to landslide

2. EMERGENCY MANAGEMENT

A. EXTENT OF ASSISTANCE  The estimated cost of assistance from the combined resources of DSWD, DOH, LGUs and NGOs/Other GOs is Php12,227,103.82 (Details on Tab F)

4 NDRRMC  Continuously disseminating General Flood Advisories for , Eastern Western and Central Visayas, Northern Mindanao, Davao Region and CARAGA to the RDMMCs concerned for further dissemination to their respective local DRRMCs; Conducted an emergency meeting on 3 January 2011 presided by USEC Benito Ramos, Executive Director of NDRRMC and Administrator, OCD and attended by NDRRMC member agencies such as: PAGASA, AFP, DOH, DBM, PIA, DSWD, DPWH, PNP, PCG, PMS, OCD Division Chiefs and OCD Regional Directors and discussed the extent of damages caused by the tail-end of a cold front and the assistance and responses provided by the concerned agencies and OCDRCs in Regions IV-B, V, VII, VIII, X, XI, ARMM, and CARAGA

Philippine Information Agency  Posts situation reports at Weather Watch (a facebook account) on the effects of the continuous rains in Southern Luzon, Visayas and Mindanao which can be accessed through website: www.pia.gov.ph which has a link that takes the searcher directly to the account. Aside from the use of social media, PIA also do SMS to relay important information like what PIA Director General Jose Fabia did last Sunday, January 02, 2011

Department of Social Welfare and Development  DSWD-CO prepositioned P30.99 Million worth of stand-by funds ( PhP3,926,755), family packs ( PhP2,519,467.28) and food (PhP2,347,779.28) and non-food items (PhP25,201,785.26) in all concerned DSWD FOs:  Breakdown: Region Amount Percentage DSWD CARAGA PhP 6.6 Million 19.42% DSWD IV-B PhP 3.40 Million 10.00% DSWD V PhP17.09 Million 50.28% DSWD VII PhP 2.40 Million 7.06% DSWD VIII PhP 2.06 Million 6.06% DSWD X PhP 1.20 Million 3.53% DSWD XI PhP 1.20 Million 3.53%

 Released and transported a truckload of Php1,084,067.23 worth of food and non-food items to DSWD FO V from the DSWD National Resource Operations Center (NROC) on December 31, 2010 and January 08, 2011 as additional augmentation support for the flood-affected municipalities in the province of Albay which were turned over to PSWDO  DSWD CO allocated PhP1 Million for Region VIII for the purchase of emergency relief supplies in addition to its pre-positioned relief resources  Mobilized/deployed the Regional QRT and SWAD Teams to assist the affected LGUs in the disaster operations  DSWD VIII delivered PhP136,000.00 worth of assistance to St. Bernard consisting of 500 family food packs and 500 packs clothing and delivers 10 boxes of mineral water on January 6, 2011. Other municipalities are also receiving various sources of donations (food and water)  SWAD team in Southern Leyte continuously coordinate with the MDRRMC St. Bernard on the status of disaster operations in terms of relief distribution, master listing of evacuees, reporting and monitoring of donated goods received to ensure that these are distributed properly  PSWD Eastern Samar allocated family food pack and used clothing to Maslog and Jipapad at 500 packs and 500 packs used clothing in each municipality  DSWD CARAGA provided relief augmentation in San Francisco, Agusan del Sur in the form of 1,000 family packs worth PhP341,030

Department of Health  DOH-HEMS–OPCEN’s Staff is fully activated to include field response teams and PHTO- Based Response Teams conducted rapid health assessment in respective areas and

5 augmented assorted medicines, medical supplies, family kits, first aid kits and WATSANS logistics to various Regional CHDs  CHD IV-B pre-positioned assorted medicines, medical supplies, water testing reagents and disinfectants  CHD Bicol intensified dissemination of health advisory on common disease in evacuation centers  UNFPA has completed the delivery of 1,000 Hygiene kits requested by CHD 5 for implementation of minimum initial service package for reproductive health for women in crises in evacuation centers in Albay pregnant and lactating women as the target population. Initially, 500 kits were already released to PHO Albay for distribution  PHT Albay conducted rapid health assessment and disease surveillance in evacuation centers as well as prevention of said diseases  CHD8-PHO team led by PHTL Dr. Matibag was deployed to conduct rapid health assessment bringing initial logistical support (drugs and medicines) to conduct technical assistance; CHD representatives led by Dr. Verna Fernandez coordinated with MDRRMC to closely monitor the situation; augmented 10 boxes of assorted fluids to Anahawan District Hospital l  CHD Region X augmented assorted drugs and medicines worth Php50,000 and 20 pcs Jerry Cans in Lala, Baroy and Tubod

Department of Agriculture  DA Central Action Center (DADAC) submitted its assessment on agricultural productions. based on the report of its Regional Field Offices in Luzon, Visayas and Mindanao

Armed Forces of the Philippines  The headed by Commander Joel Babas organized search and rescue operations using one (1) Islander fixed-wing aircraft for the 5 missing fishermen in Catanduanes  OCDRC-V Regional Director requested from the AFP Command Center for the availability of two (2) PAF aircraft (UH1H) to conduct SAR operations for the missing fishermen in Catanduanes  The AFP Command Center facilitated the availability of two (2) PAF aircraft (UH-1H): One (1) for OCD-5/PDRRMC Albay in the conduct of aerial survey and inspection at the landslide prone areas in Cagraray Islands in Albay and the other one for the team composed of DSWD, DPWH, PNP, OCD, Local Media and Chairperson, RDRRMC 8 in the conduct of aerial survey and clearing operations in Libagon and Sogod landslide areas in Region VIII  The CENTCOM OPCON units conducted disaster response operations in areas affected by floods and landslides in Samar Province and deployed SAR assets to the following areas on January 1–2, 2011 to conduct rescue operations and provide assistance :  One Platoon from 14IB, PA in Jipapad, Eastern Samar  Loop de Loop Detachment of DCoy 52CBn, PA in Taft, Eastern Samar  One platoon from TG Gabay 801Bde, PA in Hinabangan, Western Samar; and  One platoon from 14 IB PA in National Highway in Taft, Eastern Samar  PA Special Forces deployed Hoover Craft Air Boats donated by the Australian Government to Liguasan Marsh in Province for use in the on-going disaster monitoring/operations in the area  Philippine Navy, TOG5-PAF-DRU 207 th / 505 th SRG, 9ID, PA, 901 st Bde, 902 nd Bde and 903 rd Bde assets/personnel were put on standby; established close coordination with Chairpersons, RDRRMC Regions IV-A, IV-B and V; and Public Affairs Team joined Chairperson, PDRRMC Albay with national media for assessment and preparedness measures

6  , 901 st IBde, PA committed 4 vehicles (2M35, 2 km 450)) and 11 on call vehicles (6 M35 trucks, 4 km 450, 1 Elf from 901, 2IB, 7SRC, 3 RCDG and 5FSSU) and 16 personnel  The 9ID PA V is on stand-by alert and continue the distribution of relief goods to the evacuees, continue providing transportation and security assistance and monitoring of the situation in the flooded municipalities of , Juban and Casiguran, Sorsogon and Provinces of Catanduanes and and prepositioned the following assets:  Castilla, Sorsogon (1 M 35 truck, km450 and 3 Officers/14 EP)  49IB Juban ,Sorsogon (1 M35 truck, 1 km 450 and 5 Officers /108 EP)  Pilar, Sorsogon – (1 M35, 1 km 450,, 1 Officer, 28 EP)  – (Mini Cruiser jeep, 1 Officer, 24 EP)  9IB Masbate (1 M35 truck, 1 km 450, and 5 Officerss.108RP)  TOG 5 - PAF assisted in the distribution of relief goods in Brgy Buhatan, Sto Domingo Albay and picked up 200 bags of assorted relief goods for relief distribution at Moreras, and , Albay. Directed all stations and detachments to place respective DRGs on standby for possible dispatch and SAR equipment (rubber boat and 1 ¼ ton Troop Carrier Truck) at PDRRMC Albay for possible SAR operations

Philippine National Police  Initiated SAR and evacuation operations through its Regional units:  PRO5 assisted in evacuating the 8,259 families/37,631 persons in Albay and Sorsogon;  PD, Albay PPO with two (2) rescue units from Police Provincial Public Safety Company proceeded to Padang-Lidong, Sto. Domingo, Albay to assist motorist;  Manito, Albay Municipal Police Station (MPS) conducted SAR on the reported missing persons in Brgy Nagotgot, Manito who were recovered dead  SAR team led by Police Inspector Marcelo Bernardino of Saint Bernard MPS recovered three (3) dead bodies at the landslide areas and the elements of Southern Leyte Police Office and participated in the evacuation of 392 families/1,504 persons in the flooded areas in Southern Leyte  PNP–PRO 13 assisted in the evacuation of affected families in the low-lying barangays in Agusan del Sur  The elements of PNP HPG CARAGA conducted traffic, direction and control while the elements of Agusan del Sur Police Station participated in the SAR operations to locate reported missing persons  Activated its Police Regional Disaster Operations Center (PRDOC) in close coordination with the RDRRMC Operation Centers  Assisted in disseminating warning advisories to the local Chief Executives, local DRRMC Action Officers, RDRRMC Member agencies and local radio and television stations thru fax, and text messages/SMS  The RPSB CARAGA personnel led by P/SUPT Francisco Dungo Jr., BATCOM conducted visitation and SAR operations in Brgy Lemon to rescue the family of Boy Ebdan and seven family members of Rodillo Simili in Brgy Mahay all in Butuan City  PNP-PRO 5 placed on alert standby sixty (60) personnel from Regional Public Safety Bn 5 for possible deployment to landslide and flashflood areas in Albay, Sorsogon and Camarines Sur, SKW Cargo Truck and H-Lux Patrol Car; SAR equipment (rubber boat, life vest and ropes) and dispatched 30 RPSB5 personnel to Albay PDRRMC to assist in repacking of relief goods

Philippine Coast Guard  PCG District Palawan (CGDPAL) dispatched 1 Rescue Team of SOG Divers to Brgys El Vita and Paracan, Narra, Palawan in connection with flashflood in said areas  CGD Central (CGDCEV) deployed 1 Team of Deployable Response Group (DRG) from Coast Guard Station to Brgy Pulot Pulot, Saint Bernard

7 (SARV-001 on standby). Four (4) SOG personnel from HQ, SOG departed today 06 January 2011 to augment the present rescue responders in CGS Maasin to support and assist SAR operations thereat  CGD Northern Mindanao (CGDNM) dispatched 1 Team of SOG Divers to Brgy Buhangin, Butuan City (SARV-3501 on standby ). Four SOG personnel from HQ, SOG departed on 06 January 2011 to augment the on-going SAR operations in CGDNM Butuan City  CGD BICOL (CGDBCL) dispatched 1 Team of DRG to Brgy 17 Legaspi City, SOG personnel assisted stranded persons from Penaranda Park, transported the strandees to St. Rafael Church, Legaspi City using PCG rubber boats and assisted 172 persons in Albay and Legaspi City; One (1) team of DRG personnel (2 SOG, 2 Medical and 3M-35 Truck crew) departed HPCG enroute to Legaspi City on 05 January 2011 to augment the present rescue responders. In addition, 2 SOG personnel earlier deployed to CGS will also join the team to support response operations thereat  PCG assets on standby/ready for dispatch (1 PCG Islander aircraft, 1 PCG HELI and 4 teams of DRG at PCG Headquarters)

Department of Public Works and Highways  DPWH, through its Maintenance Engineering Crews in various affected regions has been continuously undertaking the following activities such as: removal and clearing of debris and rock/slides; installation of barricades and warning signs along the national and secondary roads; declogging of culverts/ditches and removal of debris along bridge waterways; and emergency repairs of roads

Department of Interior and Local Government  DILG CARAGA reiterated the implementation of Memorandum Circular No. 2010-79 dated August 24, 2010 re Calamity Response Protocols and Associated Actions to ensure an active local government compliance of said issuance

Non-Government Organization  Gawad (GK) headed by Mari Oquinena, sent a team to St Bernard on January 4, 2011 to assess and start relief operations. In addition, GK team stationed in Father Saturnino Urios University (FSUU) in Butuan City is on standby ready to be activated to receive evacuees  FSUU offered its Gynmasium as Coordination and Relief Center of Butuan City DRRMC

RDRRMC  RDRRMCs and local DRRMCs’ Chairpersons in Regions IV-B, V, VII, VIII, X, XI, XII, ARMM and CARAGA orchestrated the emergency management in the flood and landslide- stricken areas in terms of search and rescue, evacuation, relief operations, conduct of emergency meetings and disseminations of warnings to the public  Disaster Operations Centers of affected regions maintain 24/7hours monitoring operations and dissemination of warning advisories to RDRRMC member agencies; local Chief Executives (LCEs), local DRRMC Action Officers; and local radio/television stations thru fax, voice, SMS and email  Affected local DRRMCs dispatched their respective emergency response groups for the conduct of SAR, evacuation operations and clearing operations of damaged roads

Region V  RD, OCD5 provided daily media interview re preparations of the new weather disturbance; conducted consultation meeting with PAGASA, and PDRRMCs Albay, Camarines Sur and Sorsogon; and conducted relief operations at Manito Elementary School in coordination with Salceda, Cedric Daep (AFPSEMO), BGEN Marlou Salazar (9ID, PA), Col Ang (901 st Infantry Brigade, PA); PDRRMC Albay conducted a pre-emptive evacuation in the critical barangays of Sto. Domingo, Manito, Guinobatan, Bacacay and with an estimated population of 1,576 families / 8,200 persons; ordered the suspension of classes in Elementary and High School levels in Legaspi City,

8 Manito, , , Sto. Domingo, Malilipot and Bacacay both in public and private; coordinate with local school officials of DepEd in their area of responsibility; and advised Chairpersons, City/MDRRMC to properly implement Advisory No. 8 re suspension of classes  The LGUs of Manito, Sto Domingo and Malilipot, Albay effected a pre-emptive evacuation as part of its disaster preparedness and response activities in areas prone to floods, landslides and lahar flows. The families were provided with 5 kls of rice t  The LGU of Camalig, PA and PNP are on standby to effect pre-emptive evacuation ready to effect its pre-emptive evacuation in case the water levels along the creeks and rivers rise  At 9:30 AM today, PCG V rescued Joselito Soledad alive, a fisherman of Sitio Cabungahan, Brgy. Cagdarao, Panganiban, Catanduanes who was earlier reported missing

Region VIII  Emergency Responders (NGAs, GOs and Other Agencies) that provided assistance in St Bernard, Southern Leyte: Government – PDRRMC Southern Leyte, CDRRMC Maasin City, DSWD 8, DPWH; DOH 8, TOG8-PAF, OCDRC8, DOH-8 LMP, 8ID–PA, Ormoc City Government, Sogod Water District, Baybay Water District, PNP Bontoc and Delta Fire Brigade, Leyte Metropolitan Water District, BFP-Bontoc & St. Bernard, NIA Maasin, NFA Maasin, League of Mayors in the Philippines, NGOs – Cebu Pacific Air, , 7 TH Day Adventist, LMWD, Philippine Amateur Association, SMART Communication, Coca Cola Bottlers, Ivanhoe Philippines, PNRC, Absolute Bottled Water, Cellcom World Tacloban, GTZ DRM, Catholic Women’s League, CNDR, An Waray Tacloban, Simbahang Lingkod ng Bayan, An Waray Tacloban INGOs - Plan International Media – ABS-CBN Sagip Kapamilia, GMA Kapuso Foundation, DX5RAN and DX2AAA, Radnet 5 Tacloban  The MDRRMC Saint Bernard provided coffins and embalming fees to the bereaved families  MDRRMC St Bernard constituted a Public Information Committee to report regularly on the status of donations received and status of relief operations

Region X  PDRRMC Lanao del Norte extended 1,970 food packs consisting of 5 kgs rice, 5 pcs noodles, 5 tins sardines, 1 mat and 1 cooking pot in Tubod, Lanao del Norte  Conduct of needs assessment for permanent shelter, agricultural, livelihood and other assistance is on-going  MDRRMC Lala provided 424 family packs consisting of 4.5 kgs rice, 3 pcs noodles and 2 tins of sardines

Region XI  PDRRMC Lanao del Norte provided 590 family packs to affected families in Tubod consisting of 5 kgs. rice, 5 pcs. noodles, 5 tins sardines, 1 mat and 1 cooking pot per pack and MDRRMC Lala also provided 424 family packs to the families consisting of 4.5 kgs. rice, 3 pcs. noodles and 3 tins sardines
