Truck & Bus GmbH is to become the new Volkswagen Group holding for the MAN and Scania commercial vehicle brands. To this end, the shares in Scania AB held by Volkswagen AG will be transferred to Truck & Bus GmbH. The wholly-owned Volkswagen subsidiary already holds 75.28 percent of the voting rights in MAN SE. The company will be led by Andreas Renschler, member of the Board of Management of Volkswagen AG. My goal is to look for variations in the overall policy environment created by the state with regard to technology enhancement in the automobile industry in China and Russia and particularly focus on policy implementations at the enterprise level by observing the way enterprises appropriate technology by using various sources of technology appropriation provided by the state policies. I believe that this research is important because it reviews the literature on the role of the state in industrial development and introduces the concept of “technology appropriation.” Technology appropriation lies in the heart of the companies’ technological competitiveness and is based on the sources of technology made available to companies by the regulatory environment created by the state. Most importantly, this project offers analysis of the empirical data collected during a series of interviews in the domestic and foreign enterprises operating in both countries. This analysis attempts to lift the “curtain” over the companies’ technology-oriented strategies and the way they take advantage of the existent state policies affecting the process of technology appropriation.

The production and sales growth was insignificant, in comparison with the first quarter of 2012. The increase in the share of foreign cars in the car production and sales structure also slowed down. Car Production Over the first three months of 2013, in Russia, 452.5 thousand cars were manufactured, which is only a 0.62% increase on the production result for the same period of 2012. Shares of Russian and foreign cars in the production structure also remained almost unchanged. In January-March 2013, 140.6 thousand cars of Russian brands were produced, which amounted to 31.07% of the total production volume. For comparison, In January-March 2012, their share was equal to 31.11%. Despite the total production volume stability, in the first quarter of 2013, the dynamics of cars, produced by various manufacturers, differed significantly. So, most enterprises, producing cars of Russian brands, showed the negative production dynamics. AVTOVAZ’s car production decreased by 4.63%, in particular, due to the assembly termination of Lada Kalina cars of the previous generation and preparation for the production of a new model of Kalina cars. The car production of Ulyanovsk Automobile Plant also decreased, by 14.1%.

There are 6.69 million of these vehicles. They occupy about a half (45.7%) of the foreign car park. Then go European cars with 3.92 million units. Currently, over a quarter (26.8%) of the foreign car park belongs to them, but they are losing their share every year, mostly due to the increment of the American (13.7%) and Korean (12.5%) cars, whose aggregate number is comparable to the “Europeans” (3.83 million units).

    PRESS-RELEASE 18 DECEMBER 2020 AUTOMOBILE MARKET OF RUSSIA IN NOVEMBER AND JANUARY-NOVEMBER 2020 In November 2020, sales of new MOTOR VEHICLES in Russia, based on registration data, fell by 4.1% year -on-year to 146 926 vehicles. In the first eleven months of 2020 the total sales were 1 455 096 vehicles*, down 7.7% year-on-year, of which: • Passenger cars – 129 052 units in November 2020, down 4.3% YOY; 1 282 213 units in January-November 2020, down 7.8% YOY. Including electric cars - 55 units in November 2020, up 139,1% YOY; 458 units in January-November 2020, up 76.2 % YOY. • Light commercial vehicles including light trucks (N1 category, without pickups) and minibuses (M2 category) – 8 909 units in November 2020, up 0.5% YOY; 85 882 units in January-November 2020, down 6.5% YOY. • Pickups – 1 052 units in November 2020, down 17.4% YOY; 11 864 units in January-November 2020, down 1.9% YOY. • Trucks (except N1 category) including special-purpose vehicles – 6 690 units in November 2020, down 5.7% YOY; 63 544 units in January-November 2020, down 7.6% YOY. • Buses (except М2 category) – 1 223 units in November 2020, up 3.5% YOY; 11 593 units in January- November 2020, down 4.9% YOY. *without sales to military, law enforcement and diplomatic agencies in RF COMMENT: Alexander Kovrigin, Deputy Managing Director of ASM Holding, commented: Sales of passenger cars showed a slight decline (down 4.3%) in November. This was caused, first of all, by price rise and a low localization rate of production.
