Created by RusVinyl LLC page 1 RusVinyl – Summary of Social Issues February 2008 Introduction This Summary of Social Issues is a public document in English and in Russian and is available for viewing at the www.solvinpvc.com web-site, www.sibur.ru and shortly at www.rusvinyl.ru, which is currently under construction. It has been prepared by RusVinyl LLC to present the findings of a review of the social issues relating to the RusVinyl Project for stakeholders. Project Description The objective of the Project is the construction of a 330 thousand t/y Integrated Vinyls Plant near Kstovo in the Nizhniy Novgorod region. The Project is supported by the Regional Authorities and will be located within an existing designated Industrial Zone. For the purpose of construction JV “RusVinyl” LLC was created by “SIBUR Holding” JSC and SolVin (JV of Solvay & BASF). The advanced technology of PVC (polyvinyl chloride) production from the Solvay Company has been selected for the project. A series of plants constructed using the same technologies are successfully operating in Western Europe. Integrated Vinyls Plant will produce PVC (suspension and emulsion), as well as caustic soda (sodium hydrate). The ethylene and kitchen salt will be used as main raw material by the Plant. The ethylene will be supplied from the Petrochemical Plant based in Kstovo, and the kitchen salt from the Astrakhan, Donetsk and Solikamsk region. In accordance with the General Plot Plan, the process buildings and facilities will include VCM (vinyl chloride monomer), EDC (dichloroethane), kitchen salt and caustic soda storages, chlorine compressor, Electrolysis unit, Cracking unit, Oxychlorination unit, EDC polymerization unit, PVC drying, process effluent treatment installation also a part of site is dedicated for parking of freight vehicles and passenger cars, rain water. -

"As the administration, we conduct all our activity in close contact with the [Moscow Patriarchate] Diocese," the official who drafted the refusal, Svetlana Zakharova, confirmed to Forum 18. "There's not a single question affecting the interests of one side or the other that we don't decide collegially." It is highly unusual for Russian officials to make such admissions, especially in writing, Forum 18 notes. Truck & Bus GmbH is to become the new Volkswagen Group holding for the MAN and Scania commercial vehicle brands. To this end, the shares in Scania AB held by Volkswagen AG will be transferred to Truck & Bus GmbH. The wholly-owned Volkswagen subsidiary already holds 75.28 percent of the voting rights in MAN SE. The company will be led by Andreas Renschler, member of the Board of Management of Volkswagen AG. Truck & Bus GmbH will steer and coordinate cooperation among the three commercial vehicle companies MAN Truck & Bus AG, MAN Latin America Ltda. and Scania AB. Volkswagen Nutzfahrzeuge (Volkswagen Commercial Vehicles), Volkswagen Group’s manufacturer of light commercial vehicles, will also form part of the integrated commercial vehicles group and will report to Renschler. The New York City Subway
John Stern, a consultant on the faculty of the not-for-profit Aesthetic Realism Foundation in New York City, and a graduate of Columbia University, has had a lifelong interest in architecture, history, geology, cities, and transportation. He was a senior planner for the Tri-State Regional Planning Commission in New York, and is an Honorary Director of the Shore Line Trolley Museum in Connecticut. His extensive photographs of streetcar systems in dozens of American and Canadian cities during the late 1940s, '50s, and '60s comprise a major portion of the Sprague Library's collection. Mr. Stern resides in New York City with his wife, Faith, who is also a consultant of Aesthetic Realism, the education founded by the American poet and critic Eli Siegel (1902-1978). His public talks include seminars on Fiorello LaGuardia and Robert Moses, and "The Brooklyn Bridge: A Study in Greatness," written with consultant and art historian Carrie Wilson, which was presented at the bridge's 120th anniversary celebration in 2003, and the 125th anniversary in 2008. The paper printed here was given at the Aesthetic Realism Foundation, 141 Greene Street in NYC on October 23rd and at the Queens Public Library in Flushing in 2006. Six hundred guests assembled inside flag-bedecked City Hall listened to speeches extolling the brand-new subway, New York's first. After the last speech, Mayor George B. McClellan spoke, saying, "Now I, as Mayor, in the name of the people, declare the subway open."1 He and other dignitaries proceeded down into City Hall station for the inau- gural ride up the East Side to Grand Central Terminal, then across 42nd Street to Times Square, and up Broadway to West 145th Street: 9 miles in all (shown by the red lines on the map). -

PRESS-RELEASE 17 MARCH 2021 AUTOMOBILE MARKET OF RUSSIA IN FEBRUARY AND JANUARY-FEBRUARY 2021 In February 2021, sales of new MOTOR VEHICLES in Russia, based on registration data, grew by 2.4% year- on-year to 125 936 vehicles. In January-February 2021, the total sales were 235 280 vehicles*, down 2.4% year-on-year, of which: • Passenger cars – 109 898 units in February 2021, up 1.7% YOY; 205 903 units in January-February 2021, down 2.4% YOY. Among them electric vehicles – 75 units in February 2021, up 435.7% YOY; 186 units in January-February 2021, up 675.0% YOY. • Light commercial vehicles including light trucks (N1 category, without pickups) and minibuses (M2 category) – 8 590 units in February 2021, up 16.5% YOY; 15 603 units in January-February 2021, up 7.2% YOY. • Picku ps – 610 units in February 2021, down 23.8% YOY; 1 090 units in January-February 2021, down 37.6% YOY. • Truck s (except N1 category) including special-purpose vehicles – 6 093 units in February 2021, up 10.5% YOY; 10 984 units in January-February 2021, down 3.4% YOY. • Buses (except М2 category) – 745 units in February 2021, down 39.9% YOY; 1 700 units in January-February 2021, down 27.0% YOY. *without sales to military, law enforcement and diplomatic agencies in RF COMMENT: Alexander Kovrigin, Deputy Managing Director of ASM Holding, commented: Sales of passenger cars in February 2021 were up 1.7% year-on-year and down 2.4% year-to-date.
