At the present time, it is estab- lished as one of the leading journals in Central and Eastern Europe, dealing with a range of issues from international relations theory to contemporary internation- al politics, and regional and global issues that affect international relations. Per- spectives invites papers and enquiries from interested scholars. Guidelines for Authors The aim of Perspectives is to produce an eclectic mix of articles dealing with various areas of international relations and regional studies. These may include articles on recent history, specialised articles on some legal or political area which affects international affairs, or articles that capture some issue which, while seen from a national perspective, is at the same time of importance at a regional or international level. While there will naturally be some bias towards the Central and East European region, the same principles will also apply to articles from other parts of the world. The journal publishes three types of articles (Research Articles, Discussions and Consultations), Book Reviews and Review Essays. Research Articles are full- length papers (between 6,000 and 10,000 words, including endnotes and references) that contain an original contribution to research. Discussions are topical commentaries or essays (between 6,000 and 8,000 words, including endnotes and references) with the aim to provoke scholarly debates. Consultations are full-length papers (between 6,000 and 8,000 words, including endnotes and references) of descriptive character that bring information on topical international developments or present results of recent empirical research. Each article should be accompanied by a one-paragraph abstract. Book Reviews should not exceed 2,000 words and Review Essays should be 3,500 words maximum, including endnotes and references. All submissions should be made in electronic form, unless this is impossible for some practical reason. Notes should by numbered consecutively through the article with a raised numeral corresponding to the list of notes placed at the end. A list of References should appear after the list of Notes containing all the works referred to, listed alphabetically by author’s surname (or name of sponsoring body if there is no identifiable author). References to literature in the text should be made by giving author’s name and year of publication, both in parentheses, e.g. (Wendt, 1999). AXELROD Abstract: Nuclear energy has received increased attention in the European Union (EU) as a source of energy with the enlargement of 10 members many with Soviet designed nu- clear power plants. It has been discussed as an alternative to fossil fuel plants as a strate- gy to meet Kyoto Protocol goals, reducing greenhouse gas emissions. However nuclear se- curity and safety issues are major concerns. The European Union Commission introduced legislation harmonizing existing safety standards for all Member States. However, a con- flict emerged between the Commission and Member States as to whether the EU should expand its legal authority

In order to portray significant changes as well as key continuities in the FPÖ discourse over time, the chapter focuses on two distinct periods: on the one hand, late 1990s and early 2000s and, on the other hand, mid/late 2000s. Whereas in the former period the FPÖ was still a government member under the (either official or symbolic) leadership of its charismatic head Jörg Haider, the arrival of mid/late 2000s saw the secession of the party (into Haider-led BZÖ and the FPÖ as of 2005) and the FPÖ’s return to the opposition as well as the arrival of the party’s new chairman H.

Founded in Vienna in 1945 by conservative Christian-Socialists, the OVP formed a coalition in the post-World War II government with the Social-Democratic Party of Austria (SPO) and the Austrian Communist Party (KPO). The latter eventually left the coalition in 1947, leaving the Conservatives and Social Democrats to share the leadership. Austria then entered a period of economic prosperity, thanks primarily to the economic policy of the conservative political duo, Julius Raab-Reinhardt Kamitz. The OVP won the absolute majority in the 1966 elections and governed alone. Its leadership was short-lived, however, since Social Democrat Bruno Kreisky led his party to victory in 1970. The OVP, perceived as outdated by an Austrian youth longing for change and tending to favour the Left, remained in the opposition for 17 years. From 1987 to 2000, an SPO-OVP Grand Coalition ruled Austria, while Jörg Haider’s FPO gained stronger electoral support. In the 1999 elections, the FPO obtained more votes than the OVP, thereby becoming the country’s second largest party. OVP leader Wolfgang Schüssel chose that moment to integrate the FPO into a small coalition government.

MA Thesis Supervisors: Prof. Klaus Segbers; Prof. Vello Pettai Berlin 2018 Abstract A large body of literature finds a negative relationship between oil abundance and different governance indicators in developing countries. Still, there is a substantial variation among them in terms of quality of governance (QoG). Why do even similar oil-rich countries differ in QoG? This master thesis investigates that puzzle, taking three oil rich post-soviet states - Azerbaijan, Kazakhstan and Turkmenistan during 1996-2014- as examples. Relying on the literature on the rentier state theory, fiscal sociology paradigm and ownership structure theory, this study finds that the difference can be explained by the chosen ownership structure of natural resources. Not aimed at generalizing the findings, this study shows that the more substantial role private companies have in the oil industry the better is the QoG. It reflects in which way political parties have steered and how public opinion has accompanied this process and what it meant for the development of the Austrian army, the Bundesheer. 1. Austria in Europe until World War II After the Austrian Emperor Franz II had laid down the crown as German Emperor under the pressure of Napoleon in 1806, the Austrian Empire (K.u.K.-monarchy) was one of the five important players in the European Concert for a whole century. The territory, which was ruled from Vienna, extended from today’s Czech Republic in the North to Milan (Italy) and today’s Croatia in the South, from the Swiss border in the West to parts of today’s Ukraine in the East.
