Ishtiaq Jamil 141 University of Bergen, Bergen, Norway, and Received 13 March 2020 Hasan Muhammad Baniamin Revised 31 March 2020 North South University, Dhaka, Bangladesh Accepted 4 June 2020 Abstract Purpose – The purpose of this paper is to investigate, firstly, to what extent has Nepal’s bureaucracy become representative in terms of reflecting the country’s demographic composition, and secondly, has the bureaucracy become more responsive to citizens since the implementation of a quota policy in 2007. Design/methodology/approach – This paper relies on factual and perceptual data in analysis. In order to analyze and interpret representative bureaucracy, this paper adopts factual data derived from the secondary sources, especially data generated by the Government of Nepal. Second, the perceptual set of data was collected through two rounds (2008, 2014) of a country-representative survey in Nepal. Findings – The findings suggest that in terms of representativeness, the bureaucracy is still dominated by high-caste Hindus, while other ethnic communities, except the Newars, are utterly under-represented. Surprisingly, Dalits are represented in higher posts as per their percentage in the population, but they are still underrepresented in the civil service in general. Women’s representation has also increased through participation in the civil service, but they still mostly hold junior or non-gazetted posts. Citizens’ evaluations regarding responsiveness and processes of service provision are also mixed.

The Women’s Refugee Commission (WRC) improves the lives and protects the rights of women, children and youth displaced by crises. We research their needs, identify solutions and advocate for programs and policies to strengthen their resilience and drive change in humanitarian practice. The United Nations High Commissioner for Refugees (UNHCR) leads and coordinates international action for the worldwide protection of refugees and the resolution of refugee problems. UNHCR’s primary purpose is to safeguard the rights and well-being of refugees. The Association of Medical Doctors of Asia (AMDA) Nepal is UNHCR’s health implementing partner in the Bhutanese refugee camps in Damak. The Nepal Disabled Women Association (NDWA) is a self-help organization led by women with disabilities that supports other women with disabilities through promoting health, education, representation and participation, economic empowerment/livelihoods, capacity building, rehabilitation services and prevention and response to gender-based violence. The National Federation of the Disabled Nepal (NFDN) is an umbrella organization of organizations of persons with disabilities established to protect and promote the rights of persons with disabilities in Nepal through enhancing their participation in decision- making processes. Abstract In Amdanda, a small Bahun hamlet in the foothills of Gorkha, West Nepal, generational and gendered conflicts over keeping buffalo have arisen. The central argument in this thesis is that work – which is what is at stake in discursive associations with, or a distancing from, buffalo – makes human-environment relations. Through work the tensions and contradictions inherent in village life – of gender, generations, and caste – and their articulation with national and global relations, come into focus. I argue that: 1. Work makes ‘environment’/ place – it is embedded in place; 2. Work makes people – it is disembedded and transformative (through education, migration, development and ‘knowledge’), and; 3. Work is linked to a particular type of nationalism and state-building in Nepal. The ethnographic material on work from Amdanda brings to light the changes that are occurring in both human-environment relations and between generations. Despite the existence of the climate change mitigation REDD-plus program in the area, the modes of being and realities of rural life in Amdanda, suggest other environmental changes (such as migration, new agricultural practices, soil degradation, and ‘development’) are of more immediate concern to villagers and more a cause of future uncertainty than climate change.
