Europa-Gespräche Institut für Geschichte, Stiftung Universität Hildesheim Professor Dr. Luciano Monzali Die Lösung eines europäischen Minderheitenkonflikts: Giulio Andreotti, Italien und die Südtirol-Streitbeilegung vor der UNO 1989-1992 1 22. Mai 2017 Zum Referenten Luciano Monzali studierte Politische Wissenschaften an der Universität Bologna und schloss 1990 sein Studium mit einer Arbeit zum Antisemitismus im französischen Na- tionalismus 1885-1914 ab. Er promovierte im Bereich der Geschichte der internationa- len Beziehungen am Institut für Politische Wissenschaften an der Universität La Sapienza in Rom zum Thema „Die äthiopische Frage in der italienischen Außenpolitik 1914-1919“. Zwischen 1995 und 2001 arbeitete er am Lehrstuhl für Geschichte der Verträge und internationalen Beziehungen der Universität Parma. Seit 2005 forscht Luciano Monzali am Institut für politische Wissenschaften der Universität Bari, seit 2005 als Professor für die Geschichte der internationalen Beziehungen. Vortrag Der mehrmalige italienische Ministerpräsident Giulio Andreotti erlebte die schwierigen Beziehungen und heftigen Auseinandersetzungen zwischen gtalien und Österreich nach dem Zweiten Weltkrieg höchstpersönlich und als Protagonist mit. Der Monsignor Gio- vanni Battista Montini nahestehende römische Politiker, erst Präsident der FUCg (Ka- tholischer Studentenverband) und später Journalist, war an der Gründung der Democrazia Cristiana beteiligt und wurde zum engen Mitarbeiter von Alcide De Gasperi, dem Führer seiner Partei, der ihn 1947 zum Staatssekretär im Amt des Minis- terpräsidenten ernannte, ein Posten, den er bis Anfang 1954 innehatte. Als De Gasperi ihn zu seinem Staatssekretär berief, vertraute er Andreotti das Ufficio per le zone di confine (Amt für die Grenzgebiete) an, ein Organ des Minister- ratspräsidiums, der das österreichisch-italienische Abkommen De Gasperi-Gruber von 1946 umsetzen sowie damit verbundene Problematiken und Fragen hinsichtlich des Gebiets Südtirol in Angriff nehmen sollte. -

Wien, im August 2016 i Abstract This thesis investigates the party positions that South Tyrolean regionalist parties hold towards European integration and the European Union from 1989 onwards. Focusing on the German speaking minority in Italy allows for the analysis of several regionalist parties that operate under the same institutional and historical conditions. The positions of the following South Tyrolean parties are scrutinized: the Südtiroler Volkspartei (SVP), the Grüne-Verdi-Vërc (Greens), die Freiheitlichen, the Union für Südtirol (UfS) and the Süd-Tiroler Freiheit (S-TF).These parties compete on a territorial (center-periphery) and a cultural (identity-based) conflict dimension. While parties with a clearer profile on the former conflict axis view European integration predominantly as a driver or an obstacle for territorial autonomy or secession, parties that put more emphasis on cultural issues tend to shape their perceptions of the EU accordingly. -

Die rechtlichen Grundlagen dafür wurden hart erkämpft, ein Meilenstein war die Abstimmung zum Paket auf der Versammlung der Südtiroler Volkspartei im Kursaal von Meran am 23. November 1969. Die Historikerin Martha Stocker beschäftigte sich anlässlich des 50-Jahr- Jubiläums detailliert mit der Paketschlacht. Der Ort der historischen Landesversamm- lung von 1969 war der Kursaal von Meran. Es ging es um eine entscheidende Weichen- stellung für die Zukunft, um eine Entschei- dung von historischer Tragweite. Sollte man ja oder nein sagen zu einem Paket an Maßnahmen, welches eine erweiterte Au- tonomie für Südtirol bringen sollte, aber doch nicht alles enthielt, was man ur- sprünglich als notwendig erachtet hatte. Sollte man den „Sieg des Verständigungs- willens über das Misstrauen“ stellen oder sollte man besser beim durchaus berech- tigten Misstrauen bleiben? Einer historischen Landesversammlung an- gemessen war die Länge. Diese Versamm- lung ging von 10 Uhr am 22. November bis 3 Uhr am 23. November. Journalisten gebnis dankbar gewesen sei, weil Rom da- Handschlag zwischen Silvius Magnago und waren nicht zugelassen. -

Attila Dabis The South Tyrolean Party System Introduction South Tyrol has inspired numerous in-depth analyses, mostly describing the functioning of the legal and institutional framework of the autonomous province, its adoptability in similar minority conflicts, or the history of its coming into being, with special regards to violence applied, and the role Austria as a kin-state played in the process.1 The distribution of financial competencies is a highly discussed topic as well, witnessing increased scientific and political attention since the economic crisis started to unfold in 2008. The party system of the province, however, is a subject that has received a more modest attention compared to the aforementioned issues. The following study professes to be a humble contribution to this topic. The rise Europe has been witnessing in the popularity of parties exhibiting a secessionist agenda makes it particularly topical to cast a glance on the party system of South Tyrol. The current economic crisis has provided new arguments for, and fueled a substantial growth in the popularity of secessionist parties in numerous regions, including Catalonia, the Basque Country, Flanders, or Scotland. South Tyrol, as well as the rest of Italy, has been struck by the finan- cial crisis, still one can see only moderate changes in the popularity of secessionist political groups, compared to pro-autonomy parties. It appears that the Autonomous Province of Bozen/Bolzano resil- iently keeps on revolving around an anti-secessionist political core, centripetally drawing the vast majority of the votes towards a central force that is committed to the further development of the autono- mous competencies of the province. -
