Raisons pour la réalisation des activités d’animation et de sensibilisation Nous avons constaté des problèmes suivants concernant la gestion et la maintenance des installations d’approvisionnement en eau potable dans les zones de cible. La gestion est différente suivant les forages et beaucoup de CPEs ne fonctionnent pas. Il manque des maintenances quotidiennes. Il existe des concurrences entre le système d’AEPS et des forages équipés de PMH dans un village et l’AEPS n’arrive pas à vendre suffisamment d’eau pour qu’il soit rentable. Les usagers ne rendent pas comte des problèmes sur la gestion actuelle des installations d’approvisionnement en eau potable Les communes ne possèdent pas de compétences sur la gestion et la maintenance des installations d’approvisionnement en eau potable de façon quantitative et qualitative. Nous allons réaliser des formations dans le Programme d’animation et de sensibilisation pour résoudre ces problèmes. L’aperçu des activités est le suivant : ① Activités d’animation et de sensibilisations pour les forages équipés de PMH ¾ Reconnaissance du Projet et du système de réforme pour la gestion d’approvisionnement en eau potable (ci-après, « le système de réforme ») à l’échelle communale ¾ Préparation des manuels et du matériel audio-visuel ¾ Atelier pour la sensibilisation des villageois, établissement du CPE par des réunions villageoises. ¾ Formation auprès des personnes chargées d’hygiène et de trésorier du CPE ¾ Formation auprès d’AR ¾ Suivi/appui de gestion ② Activités d’animation et de sensibilisation pour le système AEPS ¾ Reconnaissance du Projet et du système de réforme pour la gestion d’approvisionnement en eau potable (ci-après, « le système de réforme ») à l’échelle communale ¾ Préparation des manuels et du matériel audio-visuel ¾ Atelier pour la sensibilisation des villageois, établissement de l’AUE par des réunions villageoises.

    BURKINA FASO Food Security Update February 2008 This report focuses on market conditions in the western part of the country. It is the product of a joint CILSS/SONAGESS/FEWS NET market and cross‐border trade assessment mission in the Boucle du Mouhoun and Hauts Bassins regions. The methodology used by the mission combines interviews of institutional stakeholders and private market participants and on‐site visits to area markets. • The food security situation in the western part of the country is Figure 1. Current estimated food security satisfactory (Figure 1). Recent measures taken by the conditions (January through March of 2008) government (social marketing programs and restrictions on exports) are helping to drive down prices in many areas. There are also large on‐farm and trader inventories in these regions, despite reported climatic anomalies in certain locations during the past growing season. • Given the current level of domestic supply and demand, there is very little likelihood of a critical food security situation like that of 2005. Traders are asking the government to lift current bans on grain exports to allow them to sell their grain supplies on major markets within the sub region, such as that of Niger, alleging that a continuation of current government measures could force both farmers and traders to build up overly large inventories, penalizing farmers in the event of a good 2008/09 growing Source: FEWS NET season and resulting in the selling off of grain crops at rock‐bottom prices due to a slump in demand. • In the livestock sector, the problem of limited access to feed supplements following this year’s shortfall in cotton production needs to be dealt with immediately to ensure good feeding conditions for livestock during the upcoming lean period for the country’s animal population (from March to April).

AVANT PROPOS Après avoir été l'un des thèmes majeurs de recherche des années 1980, la question foncière semble être aujourd'hui releguée au second plan. La vague de démocratisation qui touche 1Y fripe capte toute l'actualité. Mais les conflits fonciers nombreux, pafois meurtriers (entre Konkomba et Dagomba du nord du Ghana, entre pasteurs peul et agriculteurs Goin à Mangodara au Burkina Faso), indiquent qu'il n'y aura de contexte propice à la démocratisation que dans des espaces sécurisés. Notre réflexion s'inscrit ainsi donc dans une logique globale de développement par la sécurisation foncière. Si nous endossons, seul, la responsabilité des lacunes, elle est cependant le fruit d'un travail collectrJ: Nous voudrions, à cet effet, remercier le professeur Jean Pierre RALSON, notre Directeur de recherche, qui n'a ménagé aucun efort pour nous permettre d'achever cette thèse.
