ASSOCIATION OF FLIGHT ATTENDANTS-CWA, AFL-CIO FORTY SECOND BOARD OF DIRECTORS MEETING APRIL 28-30, 2014 ______ORLANDO, FLORIDA ______

Floor Resolution #1 – Resolution of Support and Recognition for US Airways Flight Attendants

WHEREAS, US Airways began passenger service as All American Airways in 1949; and,

WHEREAS, All American Flight Attendants organized into our Union family the same year; and,

WHEREAS, over 65 years, Flight Attendants from Lake Central , , Pacific (PSA), , , and were integrated through mergers and joined the AFA family; and,

WHEREAS, All American Airways changed its name to in 1953, USAir in 1979, and to US Airways in 1996; and,

WHEREAS, US Airways led the industry in protecting Flight Attendant seniority throughout their numerous mergers; and,

WHEREAS, US Airways leaders have held every International Officer position within our Union; and,

WHEREAS, US Airways Flight Attendants were confronted with three concessionary agreements through two bankruptcies following the events of September 11, 2001; and,

WHEREAS, throughout these concessionary negotiations, US Airways leadership protected the jobs and interests of their members, minimizing management’s demands wile faced with overwhelming odds imposed through the bankruptcy court process; and,

WHEREAS, US Airways management announced in early 2012 that it would pursue a merger with , having secretly, without participation by the US Airways MEC, gained the support of and negotiated Conditional Labor Agreements with unions from American Airlines; and,

WHEREAS, following eight years of negotiations and three tentative agreements, US Airways members ratified a joint collective bargaining agreement with America West Airlines Flight Attendants that lifted industry standards, preserved and expanded key job protections, and clarified that US Airways Flight Attendants were not bound by the Conditional Labor Agreement negotiated with the Association of Professional Flight Attendants (APFA); and,

WHEREAS, AFA Leadership pledged its complete support to the US Airways Flight Attendants, creating a Presidential Committee tasked with negotiating an agreement with APFA that would provide Seniority Protections, the US Airways Collective Bargaining Agreement and equal participation by US Airways leadership in the bargaining of a joint collective bargaining agreement, an equally agreeable resolution of Union Representation and membership’s ability to vote on such agreement; and,

WHEREAS, the Presidential Committee used the leverage of the US Airways agreement and the support of the FA Board of Directors to successfully negotiate an agreement that significantly improved the conditions of the APFA CLA ensuring that the US Airways contract would be considered in joint contract negotiations with equal access for AFA negotiators, continued the US Airways tradition of providing competitive bidding seniority integration based on Flight Attendant’s years of service and provided leadership positions for elected AFA leaders as a condition to transfer representation for US Airways Flight Attendants to the Association of Professional Flight Attendants; and,

WHEREAS, that agreement was overwhelmingly approved by US Airways members; and,

WHEREAS, the New American will be the largest carrier in the , and the impact of the contents of the joint contract will be felt throughout the Union;

THEREFORE BE IT RESOLVED, that the Association of Flight Attendants-CWA Board of Directors expresses its deepest appreciation for the 65 years of contributions to our Union made by US Airways leaders and members comprising merger partners from All American Airlines, , Mohawk Airlines, Allegheny Airlines, Pacific Southwest Airlines (PSA), Piedmont Airlines, USAir, Trump Shuttle and America West Airlines; and,

BE IT FURTHER RESOLVED, that the Association of Flight Attendants-CWA Board of Directors pledges to work with our fellow sisters and brothers at the Association of Professional Flight Attendants to ensure that all Flight Attendants at the New American Airlines received the highest levels of Union Representation and reap the full benefits of creating the nation’s largest ; and,

BE IT FURTHER RESOLVED, that the AFA Council numbers 41, 66, 70 and 89 shall never be used again unless pre-merger US Airways AFA members again populate AFA Councils in CLT, DCA, PHL and PHX; and,

BE IT FINALLY RESOLVED that the AFA-CWA Board of Directors looks forward to a day when we can realize the promise of our constitution and Bylaws and united with APFA Flight Attendants under one Flight Attendant Union.
