They denounce the extermination of their people, the dispossession of their territory and their resources, and the negligence of the Colombian and Venezuelan states in facing a humanitarian crisis caused by hunger and the death of more than 4,000 children. The World Health Organization declared the COVID-19 pandemic within this context. Various voices participated in the writing of this text as an a empt to strengthen collaborations between activists, leaders, members of Wayuu organizations, and anthropologists. Two research projects are the interface for the continuing links to collectively refl ect on the structural problems that cause hunger and imagine initiatives for the political, economic, and cultural changes that would be necessary to guarantee the food security and territorial autonomy of the Wayuu. To write the text, we circulated fi ve questions by telephone and email and compiled the diff erent answers. We interwove our voices from each author’s knowledge of the territory and the arrival of COVID-19 as a pan- demic that has caused a crisis on top of crises and structural pandemics that for centuries have aff ected the ethnic survival and territorial auton- omy of the Wayuu people.

    Submission by Human Rights Watch to the Committee on the Elimination of All Forms of Discrimination against Women on Colombia 72nd session, 2019 This submission focuses on the topics of sexual violence, women’s and girls’ sexual and reproductive health and rights, and the protection of students, teachers, and schools during time of armed conflict. Sexual Violence Against Women and Girls (article 14) Human Rights Watch published research in December 2018 that found that armed groups, including groups that emerged from the Revolutionary Armed Forces of Colombia (Fuerzas Armadas Revolucionarias de Colombia, FARC) were committing rape and other sexual abuses in the southweastern municipality of Tumaco.1 From January 2017 through the end of September 2018, 74 people in Tumaco were victims of “crimes against sexual integrity” (including rape and other sexual crimes) related to armed conflict in Tumaco, according to Colombia’s Victims’ Registry—by far the highest such figure for any municipality in Colombia. Further, official statistics likely vastly underrepresent the true scope of sexual violence in Tumaco, as many cases go unreported. Human Rights Watch documented 11 cases of rape or attempted rape that have occurred in Tumaco since mid-2016. A prosecutor and two human rights officials told us that in many cases women are coerced into becoming the sexual partners of armed group members. Ma- laria is endemic in the municipality of Dibulla whereas in Riohacha it is characterised by sporadic outbreaks. This study aimed to establish whether differences in transmission patterns could be attributed to different vector species. The most abundant adult female species were Anopheles aquasalis, exclusive to Riohacha, and Anopheles darlingi, restricted to Dibulla. Anopheles mosquitoes were identified using morphology and the molecular markers internal transcribed spacer 2 and cytochrome c oxidase I. All specimens (n = 1,393) were tested by ELISA to determine natural infection rates with Plasmodium falciparum and Plasmodium vivax. An. darlingi was positive for P. vivax 210, with an infection rate of 0.355% and an entomological inoculation rate of 15.87 infective bites/person/year. Anopheles albimanus larvae were the most common species in Riohacha, found in temporary swamps; in contrast, in Dibulla An. darlingi were detected mainly in permanent streams. Distinctive species composition and larval habitats in each municipality may explain the differences in Plasmodium transmission and suggest different local strategies should be used for vector control.

Under constant assimilation forces in the city of Riohacha, Wayuu women vendors have adopted market strategies that draw them nearer to arijuna culture and society and yet enable them to reproduce a distinctive, if altered, Wayuu identity. I explore the motivations that Wayuu women have to participate daily in the market economy, and describe how commerce is both a necessity and opportunity for them. Wayuu vendors both represent and stimulate Wayuu culture and identity by selling products symbolic of their culture and broadening the notion of what it means to be Wayuu. This statement is based on findings from fieldwork at four different kinds of Wayuu marketing sites in Riohacha. In the tradition of economic anthropology, I compare my findings with other case studies of indigenous marketing in Latin America to better understand the regional patterns as they relate to the Wayuu.

Current Context The Colombian Ministry of Health confirmed 1.544.826 cases of COVID-19 as of 23 December, with Bogotá recording the highest number (438.854 confirmed cases). A total of 41.174 individuals have died from COVID-19 and 1.404.168 cases have recovered. According to Migración Colombia, 122,397 Venezuelans returned to Venezuela from or through Colombia since the 14 March border closure (as of 3 December). During the reporting period, 1,531 Venezuelans returning to Venezuela were registered at the Transitory Health Attention Centre (CAST in Spanish) near the Colombia-Venezuela border. At the same time, several hundreds of Venezuelans continued to enter Colombia each day at the end of November, primarily via irregular border points (trochas in Spanish), despite the heavy rains that devastated the Caribbean coast. There was also an increase in Venezuelans travelling on foot to the southern border town of Puerto Leguízamo, as per reports from the local humanitarian coordination team in Putumayo. www.unhcr.org 1 UNHCR COLOMBIA RESPONSE UPDATE #17 16 NOV - 30 NOV. 2020 Large group displacements occurred during this reporting period in the municipalities of Algeria (Cauca), Barbacoas (Nariño), Bajo Baudó (Chocó) and Cáceres (Antioquia), affecting 1,305 people. Confinements were reported in Litoral del San Juan (Chocó), mainly due to threats to the communities and fighting between armed groups, affecting 2,236 people.
