This conference is held at STKIP BBG from May 18-19, 2017. We would like to express our deepest thanks to Zainal Arifin as the vice Mayor of Banda Aceh and the Coordinator of Private Higher Education Regional XIII Aceh for helping us in organizing this conference. On behalf of the editors, organizers, and the presenters of this Conference, we wish to thank the keynote speakers who delivered the speech from six countries namely: Indonesia, Malaysia, Australia, Brunei Darussalam, Thailand, and Hongkong. We are delighted with 31 papers submission that discuss and present all of innovative researches in the field of pedagogy. Innovative pedagogy is a theory that carefully, critically and objectively develops concepts about the nature of man, the nature of the child, the nature of the purpose of education as well as the nature of the educational process. Pedagogy at the present time encountered many challenges, among others, in various aspects of globalization, such as political policy, educational policy, language policy, the conditions of the learner, the competence of teachers and professors, education management, including SCIENCE and TECHNOLOGY progress. Learning involves diverse factors of learners that includes patterns or differences of learning styles, cultural background, language and gender. This requires appropriate and effective pedagogic strategies in order to increase the quality of the learners. Sampai saat ini penelitian masih terfokus di pesisir timur dan pegunungan tengah Aceh, Pesisir barat Aceh belum pernah diteliti. Pesisir barat Aceh merupakan wilayah yang memiliki bentangalam kars cukup luas, dan memiliki potensi gua yang mungkin digunakan sebagai lokasi hunian pada masa lalu. Salah satu metode yang digunakan adalah memprediksi keberadaan gua dengan peta topografi, peta geologi, serta digital elevation model (DEM). Selain itu, hasil inventarisasi gua yang pernah dilakukan di wilayah pesisir barat Aceh juga digunakan sebagai data awal untuk memperoleh sebaran gua dan ceruk. Pada penelitian ini lingkup wilayah yang disurvei adalah Kabupaten Aceh Besar. Tiga parameter gua hunian, yaitu morfologi dan genesa, lingkungan, serta kandungan arkeologis, digunakan untuk memperoleh gambaran potensi masing-masing gua. Sebelas gua dan ceruk yang telah ditemukan menunjukkan adanya tiga buah gua berpotensi sebagai lokasi hunian dan diteliti lebih lanjut, empat gua berpotensi sebagai lokasi hunian tetapi tidak berpotensi untuk diteliti, dan empat gua berkategori tidak potensial sebagai lokasi hunian. Many natural and cultural tourism objects are served by Banyak Island. There are 99 islands in the cluster of islands, many of which are very feasible to be developed into mainstay tourist objects, including the natural beauty of the underwater world and green turtles. This study aims to analyze the condition of Banyak Island in terms of attractions, amenities, accessibility, and tourism management as well as to provide alternative development strategies for tourism objects. The method used in this research is a qualitative approach, namely research that produces descriptive data with data collection techniques through interviews, observation, and documentation. The results of this study show that the government's strategy is formulated in developing the Banyak Island tourism area are by utilizing human resources/community in the management of tourism areas, Strengthen the area by optimizing services, infrastructure, stakeholders, and human resources, and by providing supporting documentation for the management of tourism on Banyak Island, intensify the promotion of the Banyak Island Tourist Destination and other Aceh Singkil Regency tourism areas.

Batam Kampus Bukit Indah, Blang Pulo, Muara Satu, Lhokseumawe, Aceh, Indonesia [email protected] Abstract— Currently, nutmeg supply chain actors face various problems such as many damaged plants, the price of nutmeg seeds and oil which continues to decline, the processing industry has difficulty in the procurement of raw materials, and social impacts for the local community. Observing the current nutmeg commodity conditions, it need to assessment of sustainability, especially for the social dimension as a basis for improvement. This study aimed to identify social sustainability indicators, to assessment for each social sustainability indicators, and to measure the overall social sustainability index. The identification results were 19 indicators of social sustainability consisting of 7 main indicators, namely: employment, health and safety, nuisance, local community, infrastructure and resources, partnerships with stakeholders, and macro social performance. The measurement of importance weights showed that the most influential social indicator was the improvement of community welfare, then followed by the local employment. The assessment results showed that the nutmeg oil and food and beverage agroindustry, each had very poor and bad social sustainability.

Article Info Received : 17 December 2014 | Received in revised form : 7 March 2015 | Accepted : 19 June 2015 Corresponding author’s e-mail : [email protected] Abstract Article 27 paragraph (1) of Law No. 48 Year 2009 regarding Judicial Power states that special courts can only be formed in one of the court systems under the Supreme Court, which include general courts, religious courts, military courts and state administration courts. However, article 3A paragraph (2) of Law No. 50 Year 2009 concerning the Second Amendment to the Law on Religious Court places Shariah Court as a special court within the system of religious courts and as a special court within the system of general courts. Such positioning is inconsistent with Article 27 paragraph (1) of the Law on Judicial Power which raises a legal issue and therefore requires juridical solution. The inconsistency is subject to juridical normative study within the scope of a research concerning the level of horizontal synchronization, using descriptive analysis. The method applied for data collection in this research is through literature study supported by field data. The data obtained is analyzed by using juridical qualitative method. This study concludes that, in fact, the Shariah Court is neither a special court, nor does it stand in two systems of courts.

Akan tetapi juga mengacu pada pembangunan yang multifungsi, yang mana mempunyai manfaat yang sangat luas dan banyak dari adanya pariwisata. Tapaktuan merupakan pusat pemerintahan Kabupaten Aceh Selatan yang sangat dikenal pariwisatanya secara potensial baik di provinsi maupun nasional. Hal ini tidak terlepas kontribusi pariwisata Tapaktuan terhadap pembangunan yang mana potensi objek wisatanya terdapat 16 titik potensi wisata dari 111 titik potensi wisata yang ada di Kabupaten Aceh Selatan. Namun potensi itu tidak dioptimalkan secara serius oleh pemerinah setempat. Pemerintah daerah dalam mengembangkan objek wisata dinilai masih tidak tertata, hal ini dapat dilihat dari infrastruktur dan sarana-prasarana yang belum memadai. Tujuan dari penelitian ini adalah untuk mengetahui kebijakan- kebijakan pengembangan pariwisata dan faktor penghambat dalam pengembangan sektor pariwisata. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Penelitian ini menggunakan teori Modernisasi Rostow, yang mengenai Proses bertahap dimana pertumbuhan ekonomi yang hendak dicapai masyarakat diawali bersifat tradisional atau sederhana menuju suatu tatanan masyarakat yang maju dan kompleks. Pengumpulan data dilakukan dengan cara wawancara dan observasi, serta selanjutnya dianalisis dengan pendekatan kualitatif. This study aimed to design the life cycle assessment (LCA) framework on two methods of the nutmeg syrup production process. The difference between those two ways based on how to eliminate tannin in nutmeg flesh, namely: using a salt solvent and albumin. There are three environmental impacts considered in the framework: gas emissions, noise levels, and human energy consumptions. Nutmeg syrup processing has a long process that each step consists of several activities which require resources, including humans, raw materials, water, energy, machine, and tools. Each work has an impact on the environment in the form of solids, liquids, and gas emissions due to the use of those resources. The environmental impact needs to be measured for the sustainability of the industry. The stages carried out in this study, including field observations, data collections, establish LCA framework based on ISO 14044 involving defining goal and scope, identifying inventory analysis, assessing environmental impacts, recommendations for reducing environmental impacts. This LCA framework can be used as the basic to carry out LCA on nutmeg production.
