This has required public agencies to lead and direct the creation of new technological opportunities and innovations. The predictable response from bureaucrats and politicians steeped in economic liberalism (that industry policy is not an appropriate instrument of public policy) must face rebuttal as both economically ill-informed and unjustified by evidence. This paper provides an overview of the key issues exemplifying the development of industry policy in many of the advanced economies and draws an outline map of how they might be applied to the Queensland economy. Introduction The structure of the Queensland economy has changed significantly in the past decade. Manufacturing, as a component of Gross State Product, has declined from 10.4 per cent in 2004-5 to 7.2 per cent in 2014-5. The sector’s contribution to State employment has declined from 10 per cent to 7.2 per cent. Likewise, mining’s contribution to Gross State Product has fallen from a peak of 14.8 per cent in 2008-9 to 7.3 per cent in 2014-5 while its contribution to employment has increased only slightly from 2 per cent to 2.8 per cent.

    Level 3, 56 Pitt Street Sydney NSW 2000 Australia +61 2 8298 0417 @austbankers bankers.asn.au Media Release Anna Bligh appointed CEO of Australian Bankers’ Association Sydney, 17 February 2017: The Chairman of the Australian Bankers’ Association, Andrew Thorburn, today announced the appointment of Anna Bligh to lead the ABA as it continues its work to strengthen trust and confidence in banking and deliver better outcomes for customers. “We are excited to appoint Anna as Chief Executive Officer at such a pivotal time for our industry,” Mr Thorburn said. “Anna’s focus will firmly be on the culture within banking and lifting respect for our profession; creating a strong vision for customers and on how our industry responds and leads on regulatory reform. “As I’ve met with Anna I’ve seen the leadership, values and accountability she will bring to the role – and a willingness to confront and challenge the industry to continually improve. “Anna has a track record of community service and a strong ability to connect with people. She is highly regarded and respected by community, political and business leaders and understands the need for all stakeholders to work together to deliver the best outcome for customers.” Mr Thorburn added: “Australia has a world-class banking system and there is more we can do to be better for customers and demonstrate the role banks play for them, the broader community and the Australian economy. “We have also heard the message from customers and from the public, and the industry is serious about change. The appointment of Anna demonstrates our commitment to this.” Ms Bligh has more than 30 years’ experience in public service, initially with community organisations, before entering the Queensland Parliament in 1995.

    The Forthcoming Queensland Election SCOTT PRASSER Democratic Audit Discussion Paper January 2012 Scott Prasser is Professor of Public Policy and Executive Director of the Australian Catholic University’s Public Policy Institute based in Canberra. Democratic Audit Discussion Papers ISSN 1835-6559 1 Introduction The forthcoming Queensland State election is due by March 2012, though it can be held as late as June. Queensland has three year non-fixed terms. A complicating factor in the calling of the State election is that local government polls are set for 31 March. So, Labor Premier Anna Bligh has to decide to call an election in February, risk going in March near the local government election or to wait till the local government elections are finalised and go considerably later. The other option would be to delay the local government elections to make room for the State election in March. All this uncertainty sets the scene for what will be the most interesting Queensland election during the last decade given current polls, which put the incumbent Labor Administration behind the new Liberal National Party (LNP). The LNP formed in 2008 is an amalgamation of the National and Liberal parties, not a coalition of two separate as occurred previously in Queensland.1 At the 2009 election Premier Anna Bligh led the Labor Party to its fifth consecutive election win. Although suffering a 4.6% swing against it and losing 10 seats, Labor still won easily with 51 out of 89 seats in Queensland’s unicameral parliament. The LNP won 9 additional seats and saw its numbers increase from 25 to 34 – better than the previous four elections, but not good enough (see Tables 1 and 2).

Please review the information below and act as is your duty and obligations under your oaths of office. Please note all my FOI requests in this matter have been denied. Consequently, it is hoped that this independent and transparent Commission will act in good faith and investigate further. As a professional geographer/geo-spatial analyst, I am aware of the very unusual hydrology related to this event. After some intial research I have come across very interesting material relating to the Queensland government’s funding and application of weather modification technologies. This Commission should be aware that Australia is a signatory nation to the 1978 UN Treaty banning environmental modification systems - The UN Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques. A January 2008 Courier Mail article reports: “Showers have fallen after the first two flights of Queensland’s cloud seeding trial. “Paul Brady, managing director of MIPD, the company doing the seeding, said yesterday that the project would be a success. http://www.mipd.com.au/ “’We believe it works but the scientific level of proof is different to ours,’ Mr Brady said.” The article quotes Queensland Sustainability Minister Andrew McNamara who was planning to spend $7.6 million over four years to test cloud-seeding: “Successful cloud seeding won’t solve southeast Queensland’s water crisis on its own but would be part of an overall package, including recycling, more efficient water use, desalination and new storage facilities…” “This project will focus on the Wivenhoe and Somerset dam catchments.” The article states, “Seeding would not end droughts but could boost inflows to dams.” That would be the same Wivenhoe dam, that thanks to the inflow of rain reached nearly 200% of capacity.

Political Chronicles Commonwealth of Australia July to December 2007 JOHN WANNA The Australian National University and Griffith University The Stage, the Players and their Exits and Entrances […] All the world’s a stage, And all the men and women merely players; They have their exits and their entrances; [William Shakespeare, As You Like It] In the months leading up to the 2007 general election, Prime Minister John Howard waited like Mr Micawber “in case anything turned up” that would restore the fortunes of the Coalition. The government’s attacks on the Opposition, and its new leader Kevin Rudd, had fallen flat, and a series of staged events designed to boost the government’s stocks had not translated into electoral support. So, as time went on and things did not improve, the Coalition government showed increasing signs of panic, desperation and abandonment. In July, John Howard had asked his party room “is it me” as he reflected on the low standing of the government (Australian, 17 July 2007). Labor held a commanding lead in opinion polls throughout most of 2007 — recording a primary support of between 47 and 51 per cent to the Coalition’s 39 to 42 per cent. The most remarkable feature of the polls was their consistency — regularly showing Labor holding a 15 percentage point lead on a two-party-preferred basis. Labor also seemed impervious to attack, and the government found it difficult to get traction on “its” core issues to narrow the gap.
