Steps taken for change ...............................................................39 6 ELECTORAL RIGHTS FOR VOTERS WITH DISABILITIES INTRODUCTION People with disabilities above the 18 years of age have the right, like any other citizen, to take part in elections, to elect or be elected. This right is sanctioned in the Constitution of the Republic of Albania, and the Electoral Code of the Republic of Albania. This right has also been expressed in the National Strategy of Persons with Disabilities, as well as in the UN Convention on the Rights of Persons with Disabilities.1 The legislation/Electoral Code has gone through several improvement stages, a process in which always a commission of experts has been involved. The election processes in Albania have always been accompanied by the efforts of the disability groups, influenced and coordinated by ADRF to enable the participation of voters with disabilities in the elections. These efforts have started since 2002, making possible that through the amendments to the Electoral Code in 2003, Article 100 of the previous Code that ensured the voting of voters with disabilities through assistant, was replaced by Article 103, which provided alternatives for direct participation in the voting process for voters with mobility and visual disabilities. After 2003, the improvements to the Electoral Code have included those that are relevant to the voters with disabilities, aiming at creating facilities for these voters, so that their vote is equal, direct and secret, like that of all the other voters. In the 2008, amendments to the Electoral Code reflected only a part of the legal recommendations package prepared by ADRF, while the 2011 Electoral Code brought nothing new. Nevertheless, despite the improvements made, they are limited because they facilitate only the participation of voters who could reach the voting center and could vote in presence of the electoral commission. Meanwhile, there is a considerable number of voters with disabilities who cannot leave their home because of their disability. These voters, even though indirectly, are denied the right that is the basis of democracy, the right to vote. So we tried to include almost all literary and historical periods, so that our brief panorama is more clear and comprehensive. In a word, we tried to make a genre history that is great for studying our literature, especially the Albanian novel. Candidate, Faculty of Law, University of Tirana Doi: 10.36941/mjss-2019-0201 Abstract The Lushnja Congress had decided that the form of government of Albania would be decided by a Constituent Assembly, which should be formed by free elections, after the borders of Albania were determined by the International Border Commissions. This thesis was one of the issues discussed in the National Council during the discussion of the Extended Statute of Lushnja. On that occasion, MP Hilë Mosi said that Albania could not stay in that form of government, republic or monarchy for a long time. Therefore, the elections for the Constituent Assembly had to be organized. Prime Minister Sulejman Delvina resigned because the High Council and the National Council did not accept that the elections be held for the Constituent Assembly, but for the parliamentary elections. Prime Ministers Iliaz Vrioni and Xhafer Ypi also made commitments to organize the elections, but they remained only promises. The election was organized by Prime Minister Ahmet Zogu in December 1923. The Constituent Assembly began work in January 1924, but the assembly failed to approve Albania's constitution and the country was engulfed in a political movement called the June Democratic Revolution in political history.

Dr. at the Faculty of Humanities, "Aleksander Xhuvani" University, Elbasan, Republic of Albania https://doi.org/10.46609/IJAH.2021.v05i01.002 ABSTRACT Some events in Albanian historiography have been interpreted in different ways in different periods. Before the 90s of the XX century, in Albania there was the same political force, which had won World War II. This governing force had as a vital principle the expression "We won the war, we write history". History was not compromised in scientific chronological accuracy but in its interpretive mode. Events that contradicted communist ideology were either left in oblivion or distorted in interpretation. One of these events was the participation of the official Albanian Representation in the Paris Peace Conference in 1919. The purpose of this paper is to shed some light on this important historical event for Albania and Albanians. The paper itself aims to present the circumstances in which the official Albanian representation was elected, the participation in this conference, its position, the lobbying carried out in the interest of Albania and the Albanians, and the influence of the pro - Italian wing in it. The article is based on historiographical, memorial and media sources. The methodology used is that based on scientific research and research, as well as comparative methods in the interpretive confrontation of this event within the boundaries of the two Albanian historiographical periods before the "90 and after" 90 of the XX century.

Today capitalist state has a dept 1 billion and 4 hundred million $ to imperialist powers. In these circumstances in crises is not only economy but all sectors of the life. Enver Hoxha has an important role in the struggle against Titoites, Hruschovites and Maoist revisionism and in protection of Marxism- Leninism. He will be forever glorious leader of Albanian people and international revolutionary forces that are fighting for political and social liberation.

    World Journal of Islamic History and Civilization, 3 (1): 01-08, 2013 ISSN 2225-0883 © IDOSI Publications, 2013 DOI: 10.5829/idosi.wjihc.2013.3.1.3101 Albanian Political Activity in Ottoman Empire (1878-1912) Agata Biernat Faculty of Political Sciences and International Studies, Nicolaus Copernicus University, Gagarina 11, Torun, Poland Abstract: This article sketches briefly the Albanian political activity in Ottoman Empire from their “National Renaissance” to 1912 when Albania became an independent country. In the second half of XIX century Albanians began their national revival. The great influence in that process had Frashëri brothers: Abdyl, Naim and Sami. They played a prominent role in Albanian national movement. Their priority was to persuade Ottomans as well as Great Powers that Albanians were a nation, which is why had a right to have an autonomy within Empire. The most important Albanian organization at that time was League of Prizrën – its leaders took part in Congress of Berlin (1878), unfortunately they heard only a lot of objections from European leaders. The culmination of Rilindja was a proclamation of Albania’s independence led by Ismail Qemali in Vlora, on 28 November 1912.
