INDUSTRIAL FLU ALLOWED USES

Project Description This is a City initiated Growth Management Plan amendment to amend Future Land Use Element Figure LU-1 to add clarification of the FLU as it relates to the I-C zoning category. An asterisk is proposed after “ (Secondary use only)” within the Industrial section of Figure LU-1. The I-C district implements GMP Future Land Use Goal 2, to promote a wide variety of employment alternatives both inside and outside of activity centers, and Future Land Use Objective 2.3 and Policy 2.3.1, to provide standards for industrial uses located outside activity centers and mixed use corridors. The I-C district implements the Industrial cate- gory of the Future Land Use Map Series.

The I-C district is intended to provide for the beneficial use of intensive commercial and light-industrial properties located along and oriented to arterial and four-lane collector streets, to accommodate many of the commercial and light-industrial uses located on property zoned C-2, C-3 or Industrial in Orange County prior to annexation, and to ac- commodate uses that cannot be effectively integrated into pedestrian-oriented mixed-use centers due to the size, bulk, weight or type of products or services offered. The I-C dis- trict is intended to encourage redevelopment to higher standards of design and to im- prove compatibility with adjacent residential properties.

Conclusion The I-C zoning category is usually recommended for newly annexed areas that have a mixture of industrial and commercial uses, such as Narcoossee Road south of Lee Vista Boulevard and north of S.R. 528. The I-C zoning district allows for commercial uses and it is compatible with the Industrial Future Land Use designation. Therefore, staff has proposed to add clarification to the Indus- trial Future Land Use to allow for commercial as a primary use within the I-C zoning district.

F INDINGS Subject to the conditions contained herein, the proposal is consistent with the requirements for approval of a future land use amend- ment contained in Chapter 65 of the Land Development Code (LDC): 1. The proposed Future Land Use amendment is consistent with State Comprehensive Plan (Chapter 187, Florida Statutes). 2. The proposed Future Land Use amendment is consistent with the East Central Florida Strategic Policy Plan. 3. The proposed Future Land Use amendment is consistent with the provisions of Chapter 163, Part II, Florida Statutes. 4. The proposed Future Land Use amendment is consistent with the objectives and policies of the City’s adopted Growth Manage- ment Plan (GMP). 5. The proposed Future Land Use amendment is consistent with the purpose and intent of the requirements of the Land Develop- ment Code. 6. The proposed Future Land Use amendment is compatible with the surrounding development pattern. 7. The proposal will not result in demands on public facilities and services that exceed the capacity of such facilities and services since it is subject to Chapter 59 of the City Code, the Concurrency Management Ordinance.

Staff recommends approval of the GMP Future Land Use amendment.
