It is assumed that all readers will have some under- standing of the concepts of tourism. However, a brief discussion on the emergence and development of tourism is provided in Chapter 1. The reasons behind the development are also provided in this first chapter. The chapter attempts to establish the global significance of tourism, but it also points out some data limitations. Chapter 2 provides a discussion of key theories that are important within the context of tourism planning and management. Chapter 3 indicates that much tourism planning and management takes place in relation to tourism impacts. This chapter also considers factors that influence tourism impacts. The three chapters fol- lowing Chapter 3 consider in turn, economic impacts, socio-cultural impacts and environmental impacts. Case studies are provided in each chapter to exemplify these different impacts. These studies are also employed to provide stimulus material for students and at the end of each chapter a number of student activities are suggested. Part Two Chapters 7–13 discuss concepts of, issues concerning and the players involved in tourism planning and management. Chapter 7 focuses on key concepts in tourism planning and management. It investigates the general relationship between planning and management before a discussion of tourism planning and management. This chapter also focuses on policy issues and introduces ideas in sustainability in tourism. Chapter 8 con- siders the major players in tourism planning and management and dis- cusses visitors, host communities, the tourism industry and government. This chapter also discusses the role of the media and non-government organizations in tourism planning and management. Chapters 9–13 pro- vide more detailed discussion of visitors, host communities and the tourism industry, as well as focusing on the environment as a key resource in tourism and the role of partnerships and collaboration in ix G G G G Preface tourism planning and management. As with the first part of the book, this one uses a number of case studies. Here they are used to illustrate major concepts, themes and issues and once again a number of student activities are linked to the case studies in each chapter. Part Three This section is concerned with particular techniques used in tourism plan- ning and management. It focuses on education and the role of interpreta- tion (Chapter 14), self-regulation in tourism planning and management, and in particular codes of conduct, (Chapter 15) and the use of informa- tion technology as a tool in tourism planning and management. As with previous sections, case studies are an important feature of these chapters and as before they are included to provide stimulus material for students. Part Four The final part of the book is concerned with sustainability issues and tourism planning and management. A number of theoretical perspectives are discussed and a case study, with accompanying student activities, is presented to investigate some of these perspectives. A short concluding chapter is also provided and in addition this has ideas on the future of tourism. This final part of the book also uses a case study with related questions for students. Introduction Tourism is now a global industry involving hundreds of mil- lions of people in international as well as domestic travel each year. The World Tourism Organization estimated (WTO, 2002) that there were 698 million international travellers in 2001 (this amounts to approximately 10 per cent of the world’s popula- tion).

LIC = Low Income Country e.g. Chad, Madagascar NEE = Newly Emerging Economy. 2 1 Positive impacts of tourism on the economy • The greatest effect is the multiplier effect i.e. money spent in an area gets re- spent in that area as people spend their wages. This continues to boost the local economy. • Tourism creates jobs. Hotels, airports and local attractions all require staff to function properly. Sometimes tourism creates jobs directly e.g. hotel and other times indirectly e.g. woman involved in building a motorway. • Inbound tourists i.e. tourists from another country are particularly important as they bring foreign currency e.g. $(US) or £(UK) to a country. • When money is spent on peoples’ wages or in hotels, airports and shops the government is able to tax this money. The taxes the government gets from tourists can be used to improve schools, hospitals, roads etc … for local people. 3 2 Negative economic impacts on local/host communities • Often money spent in an area goes to large multinational corporations e.g. Hilton Hotels and not to local people. • Many jobs in tourism are low paid and involve working unsociable hours. • In poorer countries involved in tourism workers often are not supported by trade unions and may not get sick pay, maternity pay or paid holidays.

ABSTRACT This paper considers the education and training decisions currently being made in the transport industry, especially in Urban Public Transit. It uses Australian data but the issues raised are generally applicable especially in the developed nations. Whilst an increase in formal rather than on the job training is welcomed the method of deciding what training is needed is questioned. In particular attracting and serving customers are important in passenger transport and are frequently identified as vital to the future of Public Transit. If improvements in these area are sought education and training priorities may need adjustment. This is especially relevant for women who are often found in customer service roles in the industry. INTRODUCTION There is now fairly general lip service given to the view that “Education and Training” are “a good thing for” or even “essential for” the urban transit (UT) industry but for this to be translated into meaningful action we need to ask what “education and training” and “good for whom”. The time honored “sitting next to Nellie” where the new employee learned by watching an experienced worker, a form of training by osmosis, is gradually being replaced with formal training. In 1993 39.3% of employees in the Transport and Storage industry in Australia (ABS,1993) took a formal course. Much of this training took place due to the requirements of the Australian Training Guarantee Act, which required a specified amount (3%) of company turnover be spent in training, or it would be levied as a tax.

Gehl, a business leader and former CEO with experience in government, began, in the last decade, to participate actively in politics—first in traditional partisan politics. As she deepened her understanding of how politics actually worked—and didn’t work—for the public interest, she realized that even the best candidates and elected officials were severely limited by a dysfunctional system, and that the political system was the single greatest challenge facing our country. She turned her focus to political system reform and innovation and has made this her mission. Michael E. Porter, an expert on competition and strategy in industries and nations, encountered politics in trying to advise governments and advocate sensible and proven reforms. As co-chair of the multiyear, non-partisan U.S. Competitiveness Project at Harvard Business School over the past five years, it became clear to him that the political system was actually the major constraint in America’s inability to restore economic prosperity and address many of the other problems our nation faces.
