Winrock International’s CIRCLE I and II projects (Community-based Innovations for the Reduction of Child Labor through Education) aim to prevent or reduce exploitive child labor through education by identifying, promoting, and supporting innovative, locally developed, and community-based projects. CIRCLE is funded by the United States Department of Labor/Bureau of International Labor Affairs/ Office of Child Labor, Forced Labor, and Human Trafficking (USDOL/ILAB/OCFT) Child Labor Education Initiative. This publication is a distillation of best practices drawn from the more than 100 projects funded through CIRCLE I and II aimed to inform and inspire individuals and organizations working to end the labor exploitation of children, to promote educational opportunities for all children, and to support their personal and social development through a fulfilled, safe, and happy childhood. Definition of child labor This document is concerned with exploitive and worst forms of child labor. All further references to child labor imply the following definition. Child labor refers to children who are engaged in an economic activity and who are below the minimum legal age of employment in a given country. Depending on the country, young people aged 12-15 and over may be employed in certain “light work” if it is not hazardous or harmful to their health and does not affect their attendance and per- formance at school. Article 3 of the International Labor Organization (ILO) Convention No. 182 defines the worst forms of child labor as: a) all forms of slavery or practices similar to slavery, such as the sale and trafficking of children, debt bondage and serfdom and forced or compulsory labor, including forced or compulsory recruitment of children for use in armed conflict; b) the use, procuring or offering of a child for prostitution, for the production of pornography or for pornographic performances; c) the use, procuring or offering of a child for illicit activities, in particular for the production and trafficking of drugs; d) work which by its nature or the circumstances in which it is carried out, is likely to harm the health, safety or morals of children. Community participation has been key to this success. For over five years, it has been Winrock’s privilege to lead this project, which has led to this Best Practices document. This document is the result of the dedication and hard work of our partner non-governmental organizations and communities, volunteer and expert advisors, and the Winrock staff. It aims to inspire and provide methodologies, tools, and examples to combat child labor and ensure children are in school and have a chance to grow up without exploitation. This document was compiled and analyzed through a peer review process that involved over 200 participants, a process that raised awareness about CIRCLE and child labor issues associated with development and education. It is a reflection of the extraordinary collaboration of experts from many institutions, the private sector, governments, and communities all over the world. Please see our list of acknowledgements in the annex. We hope that as you read about the experience of Winrock and CIRCLE you will come away with insights and techniques for reducing exploitive child labor and be inspired to intensify your own efforts to reach the Millennium Development Goals as well as the ILO-IPEC goal of “no child labor by 2016.” The Winrock home office and regional staff coordinated the NGOs that

Abstract approved: Redacted for Privacy David While much research has examined the intricate interactions associated with the harvesting of wild animals for human consumption, little work has been undertaken in attempting to understand the greater socio-cultural significance of such use. In addition, to properly understand such systems of interaction, an intimate knowledge is required with regard to the rationale or motivation of resource users. In present day Mali, West Africa, the population perceives and upholds wildlife as a resource not only of valuable animal protein, in a region of famine and drought, but a means of generating income. The animal parts trade is but one mechanism within the larger socio-cultural structure that exploits wildlife through a complex human-environmental system to the benefit of those who participate. Moreover, this informal, yet highly structured system serves both cultural and outsider demand through its goods and services. By using traditional ethnographic investigation techniques (participant observation and semi-structured interviews) in combination with thick narration and multidisciplinary analysis (socio- cultural and biological-environmental), it is possible to construct a better understanding of the functions, processes, and motivation of those who participate. While the western branch of the Diakhanke in Senegambia and Guinea has received much attention from researchers2, the southern branch of mori lineages with their imamates extending from Dia/Djenne up the river Bani and its branches have been almost ignored. It has established centres of learning along the major southern trade routes and in the Sassandra- Bandama-Comoë-Volta river basins up to the Akan frontier3. The Kamaghate imamate has been established with the Gonja in the Volta basin but can be traced back to the Jula/Soninke of Begho, Kong, Samatiguila, Odienne and ultimately to the region of Djenne and Dia.

Kühn 2017 Mining for the Future: Dynamics of Artisanal Gold Mining Practice and Governance in the Balan-Bakama (Mande, Mali) Esther Elisabeth Margretha Kühn Doctor of Philosophy Graduate Department of Anthropology University of Toronto 2017 Abstract This dissertation examines the social organization of artisanal gold mining in the Balan-Bakama, a zone of the Mande area of southern Mali (West-Africa). Based on fieldwork conducted primarily in 2010-11 I show how villagers and specifically their male and female mining authorities govern mining sites in the territory of their village. Unlike many artisanal mines that are described in the literature as enclaves disconnected from surrounding communities, Balan- Bakama artisanal mines are part of a locally placed extractive economy. Most inhabitants of the Balan-Bakama are both subsistence farmers and artisanal gold miners (at home or as seasonal migrants). These livelihood activities had traditionally been bound to the rainy season and dry season respectively. With a steadily rising gold price, women miners were increasingly engaged in rainy season surface mining while men mined using the new hard-rock mining technique. With placer mining, these techniques form the set of three artisanal mining techniques applied in the Balan-Bakama. ii In Mande, gold is categorized as owned by bush spirits who control the uncivilized space beyond villagers’ fields.

Based on ethnographic research, it examines how displacees mobilized and used socioeconomic resources to restore and attempt to improve their livelihoods after displacement. Providing a historical background of Project ZACA and urban transformation in Ouagadougou more broadly, the study details a repeated history of dispossession leading to impoverishment, school dropouts, trauma, deaths, and the loss of valuable social networks and infrastructure. The study shows that while social capital is significant, the availability of infrastructure, diverse livelihood strategies, diverse institutional resources, and cross-sectorial synergy remain central components to post- displacement livelihood reconstruction. These factors interact with individual agency to determine displaced people’s access to and use of resources for the improvement of their livelihoods. Building on collective and individual awareness and solidarity, displacees challenged the Burkina repressive state apparatus, its strategies of exclusive production of city space and its representation of good citizenship.

Este trabajo echa mano de la historia para mostrar que no es la primera vez que el fundamentalismo islámico se impone en la región. Distintos pueblos conviven en un área con un pasado fecundo que sigue determinando la forma de vida de las distintas comunidades, la manera de practicar el Islam y sus vínculos con la criminalidad. Ante el recrudecimiento de la conflictividad, han surgido diversos grupos armados que alistan combatientes entre las diversas etnias. Este análisis aspira a ser un aporte multidisciplinar que facilite la labor de decisores e ilumine a interesados sobre una zona de gran importancia estratégica y simbólica en África subsahariana. Abstract: Mali´s government has lost control of the north of the country, now in the hands of Al Qaeda in the Islamic Maghreb (AQIM) and its jihadi allies. This paper uses history in order to show that it is not the first time that islamic fundamentalism takes hold of the region. Different peoples coexist in an area with a fertile past that to this day defines the way of life of each community, how it practices Islam and its links to criminality. As the conflict has intensified, a series of armed groups have emerged that enlist combatants from each ethnicity.
