20 YEARS IN SPAIN 1993-2013 Few of us would have imagined that 20 years after we opened a small office in Madrid we would be looking back on our contributions to some of the most innovative and influential projects that have been realized in Spain over that period. Probably none of us would have foreseen that five years after the onset of a lingering global financial crisis we would have a thriving multi- disciplinary Spanish practice, advising, planning, designing and supervising the delivery of projects all over the world. We are tremendously proud of the achievements of our colleagues in Spain over these 20 years and are confident that they will go on to achieve more great things in the next 20. Esta serie se justifica desde el momento en que el 70% de la población extranjera de la CAPV reside en las comarcas en las que radica la capital, y la mitad en las tres capitales vascas. Bilbao es el municipio de la CAPV con mayor número de inmigrantes extranjeros y Vitoria-Gasteiz el de mayor porcentaje. En esta panorámica se pro- porciona la evolución de la inmigración extranjera en Bilbao entre 1998 y 2005 por distritos, barrios, secciones, nacionalidades y edad. 1. The Construction of the Basque Polarized Pluralism Francisco J. LLERA RAMO Universidad del País Vasco Working Paper n.64 Barcelona 1993 The political transition from the authoritarian system to the pluralist regime started in December 1976 with the Political Reform Act and finished with the approving referenda of Constitution and Statutes, being the first one (December 1978) general for the State and the second (October 1979) specific for the Basque Country. The following stage in both cases was that of starting the previously designed institution-building process to result in a third phase that we might define as consolidation of the democratic system which is the present one. The Basque people have been called to polls more than twelve times since the first free elections in 1977. They have voted the composition of the Houses in Madrid and Vitoria, of the regional institutions of Alava, Guipúzcoa and Vizcaya, of the city councils and even of the European Parliament, not to mention the four referenda. At the regional level, the "inaugural" 1980 election opened a period of political alignment and institution-building hegemonized by the PNV (Partido Nacionalista Vasco, Basque Nationalist Party) in a context of strong anti-centralist mobilization and of maximum activity of the radical nacionalism's armed organisms at the same time as ETApm decided its disolution. The second elections of 1984 were of "passage", extending the previous situation to a term shortened by PNV's parliamentary weakening eventually leading to its early split at the time of defining the internal organization of the Basque Country with the LTH as well as its alliance-politics. -

Dentro de este conjunto de ayudas se encuentra el servicio denominado Atendo y que se define como un servicio especializado dirigido a las personas que presentan algún tipo de discapacidad. Es un servicio personalizado, que orienta, informa y facilita al viajero el acceso y tránsito por las estaciones, así como la asistencia en la subida y bajada de los trenes. El alcance del compromiso del Servicio Atendo también incluye a las personas con movilidad reducida que precisen de la asistencia necesaria, sin la cual les resulte imposible acceder al transporte ferroviario, y que requieren de una atención específica en el caso de una incidencia durante el viaje. El Servicio Atendo podrá solicitar al cliente que acredite su condición de discapacidad mediante la presentación del documento expedido por el organismo oficial correspondiente. The case of Bilbao1 JON CHARTERINA ABANDO PILAR ZORRILLA CALVO University of the Basque Country2 Received in june 2005; accepted in july 2005 Abstract Retail activity in urban areas constitutes a key variable in the health of a city. For that reason, the processes of urban revitalization and retail revitalization run in parallel manner. Integrated management models for urban centres constitute a good framework to harness the competitiveness of the cities and their retail businesses, but they require of all implied participation, by means of a public – private cooperation. Retail business participation needs to articulate the channels for it. In this sense, zonal associations constitute the organizational context to give voice to retail shops, but they are a pending subject, if we see the low rates of associationism in Spain. In this paper, we analyse the relationship between factors featuring the retail business situation in cities, particularly its location, the length of time, and the number of employees, with respect to its affiliation to the zonal association, with the purpose of establishing guidelines to improve the rates of associative participation. -

Sustainable Tourism VIII 237 INDUSTRIAL CULTURESCAPE: TERRITORY AS CONTEXT ANA SCHMIDT Provincial Government of Biscay, Spain National University of Distance Education (UNED), Spain ABSTRACT The European Landscape Convention has contributed to understanding landscape as an important component of collective well-being and highlighted the need to manage the entire territory as a landscape. The Nervion estuary, Abra Bay and mining area deserve to be considered an urban cultural landscape, because of their heritage value and singular beauty. The landscape of the Nervion and Abra has developed over time, above all, throughout the period of industrialisation. Restoring the industrial heritage landscape, such as the old mining railways, may bring the existing cultural landscape closer to the environment of the people who live in these areas. This study categorises the heritage elements and traces of the Orconera mining railway, in order to understand the current landscape and determine a proposal for action to preserve them and restore the mining railway line as a green infrastructure. In this case, preservation as a sustainable landscape means proposing a new use for it as cultural landscape and tourism. Although industrialisation has had a serious impact on the development of the whole Bilbao metropolitan area, the mining-industrial heritage includes sites that are somewhat unexplored and overlooked by urban policies. Keywords: cultural landscape, cultural tourism, industrial cultural heritage, industrial tourism, mining railways. 1 INTRODUCTION In the study we carried out on the Nervion Estuary, its banks, the Abra Bay and the mining area within the Greater Metropolitan Area of Bilbao, we found a landscape that rightfully comes under the description of cultural landscape, as per this definition in the 1992 UNESCO Convention on Cultural and Natural Heritage.
