Job Announcement Training Officer - One Post Yangon

The Lutheran World Federation (LWF) is an international non-government organization serving the people of Myanmar since 2008 after Cyclone Nargis. Currently LWF is facilitating rights-based empowerment process in 34 villages of Mindat and 20 villages in Matupi Township, Chin State, 29 villages of Kyarinnseikgyi, Pharpun and Hlainbwe Townships in Kayin State and 21 villages in , . 36 Women Groups in Pyapon, Dedaye and Twantay Townships are also being supported and accompanied technically for sustainability. LWF is also assisting the IDPs, host communities and nearby villages of , , Ponna Kyun and Township in Rakhine State to improve children’s access to education. LWF also works with Camp Management Committees (CMC) of 8 camps in Sittwe and Pauktaw Townships. Mainstreaming community based psychosocial support; gender; environment; fire-safety and protection are integral part of the program.

The working approach of LWF is Rights Based Empowerment and Integrated Programmatic Approaches. Livelihoods, Quality Services, Protection and Social Cohesion and Systems and Practices for Quality Programming are four main components of LWF Myanmar. The strategic objectives of LWF are Communities have increased access to livelihoods and income generating opportunities, Communities have improved access to quality basic services (including basic infrastructures: roads, water, sanitation, electricity; education and healthcare) through their active engagement and Right holders, especially women, are empowered in managing their individual, household and village development through accessing their rights and entitlements. Job Summary;

The Training Officer will be responsible for assisting the Livelihoods Coordinator (LC) in developing/ planning/ organizing and managing a training service delivery to communities and other development partners (NGOs and Government agencies) of LWF/WS Myanmar Program including: The Myanmar Artisan Toolkit, training marketing, training need assessment, developing training design & curriculum and lesson plan, designing and developing training materials, facilitation of training events, training documentation, training monitoring and evaluation, and training institution database management. All these need to be in proper training package. The Training Officer works in a team with the other Training Officers and other program coordination staff in Yangon and other staff. The Training Officer is based in Yangon, but is required to undertake periodic visits to the project areas. All field project work will be coordinated through the respective Project Coordinator.

Major Responsibilities Conduct the training marketing  Development training marketing strategies and plan such as brochures, leaflets, feature story, email or website  Reporting on training market window and identify the competitive strategies to lead the training market in MAT delivery, community organizing & development, people empowerment, RBA, participatory methods in poverty reduction, PLA, practical project management etc.  Keep updating the marketing trends and improvement of existing training service delivery

Organizing the Training Need Assessment for all target partners  Coordinate with related partners to collect the training need assessment for staff through meeting with supervisor, questionnaires, workshop with participants etc.  Preparing the TNA report of each partner with analytical data which shows the practical needs for further training and use it  Keep updating the TNA through discussion with staff/ supervisor and results of performance appraisal and their development trends, goals and approaches.

Propose for training curriculum and design and lesson plans  Using TNA results and come up with proposed training design, plan and curriculum for partners in coordination with other staff in Training Unit  Leading in preparing and developing training lesson plans based on the results of training designs Lead in development training materials and package for proposed partners  Researching for creative training material development through reading and finding from different sources  Train other staff to training material development  Organizing team to develop training material and put it into training package  Work together with the Steering Committee in prototyping and piloting existing and new training modules, content and resources  Help to develop training material  Build and test an inclusive training model that can be applied to artisans with different backgrounds, experiences and learning levels  Help identify opportunities and challenges in the pilot training phase  Monitor progress of participants and identify opportunities and challenges and review of Modules and toolkit Assist in conducts/ facilitating training service delivery to partners planned and required  Identifying possible facilitators/ trainers regarding the requirements of different subjects  Participate in the facilitator team in different training/ workshop such as Community Organizing and Development, empowerment, participation, TOT, leadership and management etc. for partners; Assist in training manual preparation and development  Make sure all training events have minute takers, pictures and other materials for training report  Lead in designing the proposed layouts, contents, graphic, pictures, drawings and other programs  Translate English – Myanmar or Myanmar – English as required Train staff in planning for monitoring and training follow up at all target villages  After each training, make sure all participants have personal action  Prepare training report and hand over to the partners as appropriate deadline,  Draft plan, schedule and conduct field training follow up  Prepare report of training follow up and propose for improvement and other additional interventions Network with others and attend appropriate meetings  Contact other training institutions in order to seek more experiences in training development and management.  Attend other network group and meeting as appropriate Others  Other activities as requested by the supervisor

Level of Responsibility & Authority: This is technical coordination and advisory position without direct supervisory responsibility. This position is classified at Grade 5 in the LWF Myanmar pay scale.

Job Requirements: Technical skills & Experiences:  Relevant working experience in training design and delivery  At least three years of experience in development work, especially in rural community development work.  At least three years of experience in community and staff training.  Good communication and interpersonal skills.  Ability to speak read and write in English and Myanmar. Strong verbal and written communication skills  Computer literacy in Windows and Excel.

Desirable qualifications:  Willingness to travel to project areas  Motivation to assist most vulnerable people in rural areas to improve their standard of living  Strong understanding and experience in business and finance.  Understand the needs/challenges/motivations that micro/small business owners experience and be able to address those throughout the training  Excellent interpersonal skills to facilitate a meaningful learning experience; confidence, flexibility, listening skills, able to work with different/difficult personalities  Experience in working cross culturally and with disadvantaged communities  Ability to lead groups through ambiguity and hold a space for learning and develop creative problem- solving

Level of Responsibility and Authority:  This position is classified at Grade 5 in the LWF Myanmar salary scale.

Duty Station: The position will be based in Yangon with frequent travel to field office
