Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three. -

Missing from this new agenda, however, is an understanding of the ‘cognitive constraints’ on actors, and how actors respond: i.e. the shape of the EU ‘political space’ and the location of social groups and competition between actors within this space. The article develops a theoretical framework for understanding the shape of the EU political space (the interaction between an Integration-Independence and a Left-Right dimension and the location of class and sectoral groups within this map), and tests this framework on the policy positions of the Socialist, Christian Democrat and Liberal party leaders between 1976 and 1994 (using the techniques of the ECPR Party Manifestos Group Project). -

Non c'era a centrosinistra un aspirante governatore più forte di lei, che nel 2013 vinse. Ieri Serracchiani è ritornata davanti al "parlamentino" dem per spiegare che «il mandato che ho svolto con passione, coraggio, determinazione, è giunto al termine». Stop. Serracchiani mette un punto alla sua esperienza alla guida del Fvg. L'assemblea del Pd risponde con un'ovazione, un lungo applauso, per la maggior parte di riconoscenza, per alcuni di sollievo, la fine di cinque anni vissuti all'ombra di «una donna sola al comando». L'ex vice segretaria del Pd spalanca le porte a una carriera politica nazionale, ambizione legittima. E a chi la ammonisce sostenendo che la sua è semplicemente una fuga, scappare dal giudizio degli elettori del Fvg, lei risponde di slancio. «La mia non è affatto una fuga. Mi aspetto dicano di tutto, ma io non lascio la Regione, ho la coscienza a posto - afferma la presidente -, ho lavorato tanto con impegno, dedizione e coraggio. Ho vacillato un po', certo, ma diciamo che se non avessi fatto tutto il lavoro che ho fatto non avrebbero argomenti per attaccarmi».Serracchiani parla per mezz'ora all'assemblea e per altrettanti minuti ai cronisti. -
