Countries and cities alike are being buffeted by new economic, social, technological, environmental and political currents. Europe has already begun to feel the winds of change as the old economic order shifts eastwards and economic growth becomes more elusive. While some cities struggle, hotel markets in other, often bigger and better connected cities prosper. For many countries provincial markets have been hit harder than those in the larger cities. In this report we look forward to 2012 and ask which European cities’ hotel sectors are best placed to take advantage of the changing economic order. Are these the cities of the so called ‘old’ Europe or the cities of the fast growing ‘emerging’ economies such as Istanbul and Moscow? What will be driving the growth? What obstacles do they face? This investment should be a central component of Scotland’s green recovery from Covid, creating thousands of jobs whilst delivering infrastructure that is essential to tackle the climate emergency, that supports our long-term economic prosperity, and that will be enjoyed by generations to come. Electrification paper Introduction to the Rail Cluster Project The Rail Cluster Builder project was awarded to Scottish Engineering in August 2020 and is an 18-month programme funded by Scottish Enterprise and supported by Transport Scotland. The purpose of the project is to facilitate connections for SMEs in the engineering and manufacturing sectors in Scotland seeking to diversify into the rail market. The project is jointly funded by Scottish Enterprise and the 2014 – 2020 European Structural and Investment Fund through SPRITE (Scottish Programme for Research, Innovation and Technology Ecosystem). This is a small programme which aims to improve the innovation performance of Scotland’s Small and Medium Sized Enterprises (SMEs) and stimulate greater coordination between stakeholders and partner organisations to help businesses capitalise on new economic and public sector innovation opportunities. The roots of the rail cluster project lie in the Rail Services Decarbonisation Plan in which the Scottish Government aims to decarbonise passenger rail services in Scotland by 2035, ahead of the UK’s target of 2040. By moving away from diesel and using green sources such as electricity, battery or hydrogen, opportunities will arise for innovation in train manufacturing as well as wider supply chains, supporting the creation of skilled, sustainable employment in Scotland. The Rail Cluster Builder will be key in helping to develop Scotland as a leader in the innovation and manufacture of net zero rail products and services. The UK government set out in June 2019 its legal commitment to achieve ‘net zero’ greenhouse gas emissions by 2050. In respect of the railway, in 2018 the DfT challenged the rail industry to remove all diesel-only trains from the network by 2040. -

This note was developed following feedback from the public at Public Exhibitions, held on the 27 th and 28 th January 2016 and the Community Council meeting, held on 8 th February 2016. It therefore focusses on key sections within the engineering and environmental assessments to address issues raised. The DMRB Stage 2 Assessment for the Pass of Birnam to Tay Crossing section is anticipated to be complete in the coming months with an announcement on the Preferred Route Option expected in Autumn 2016. BACKGROUND A DMRB Stage 2 Assessment has been undertaken on the three current route options. A summary of the route options is given in Table 1. It should be noted that the route options follow the same horizontal alignment and differ only vertically in the vicinity of Dunkeld & Birnam Station and the proposed Dunkeld Junction. SUBMISSION FROM THE CITY OF EDINBURGH COUNCIL INTRODUCTION This submission from the City of Edinburgh Council is provided in response to the Local Government and Communities Committee’s request for views on the proposed National Planning Framework 2. The sections in this statement that refer to the Edinburgh Waterfront are also supported by members of the Edinburgh Waterfront Partnership. To assist the Committee, the Council has prepared a series of proposed modifications to the text of NPF2 which are set out in an Annex. SUMMARY The City of Edinburgh Council welcomes the publication of NPF2 and commends the Scottish Government for the considerable efforts it has made in engaging with key stakeholders throughout the review period. However, the Council requests that NPF2 is modified to take account of Edinburgh’s roles as a capital city and the main driver of the Scottish economy. This is particularly important in view of the current economic recession which has developed since NPF2 was drafted. In this context it is important that Edinburgh’s role is fully recognised in addressing current economic challenges and securing future prosperity. It should also recognise that the sustainable growth of the city-region depends critically on the provision of the full tram network and affordable housing. In addition, the Council considers that the scale and significance of development and change at Edinburgh’s Waterfront is significantly downplayed. As one of the largest regeneration projects in Europe it will be of major benefit to the national economy. The Council also requests some detailed but important modifications to bring NPF2 into line with other Scottish Government policy.
